Scheduling of Public Hearing on Adoption of Final Resolution Terminating
City Manager Gleason
At a special meeting held on February 3, 2004, the City Commission adopted a
Preliminary Resolution stating its intention to termination the employment of City Manager
Gleason. A copy of the Preliminary Resolution was delivered to Mr. Gleason on February 9,
2004. The City Commission has previously been provided with a copy of the Preliminary
Resolution as signed by Mayor Vandergrift and the letter of transmittal to Mr. Gleason.
On February 9, 2004, Mr. Gleason provided the City Commission with a written
response requesting a public hearing in accordance with Section C-22 of the City Charter (copy
attached). This hearing must be held at a regular or special City Commission meeting no earlier
than fifteen (15) days and no later than thirty (30) days after Mr. Gleason's request is filed.
Accordingly, a public hearing on a proposed Final Resolution terminating the employment of
City Manager Gleason must be held no earlier than Tuesday, February 24,2004 and no later than
Wednesday, March 10, 2004. The hearing date, time and place must be set by a majority vote of
the City Commission. Public hearings are typically advertised by the City Clerk prior thereto.
If a majority of the City Commission desires to continue with the process for
terminating Mr. Gleason, then it is recommended that the City Commission establish date, time
and place for the holding of a public hearing for the adoption of a final resolution terminating the
employment of Mr. Gleason and terminating his Employment Agreement and direct that the City
Clerk advertise such hearing a specified number of days in advance thereof and further directing
that the City Clerk provide written notice of such hearing to Mr. Gleason. If such hearing is to
be held at a special meeting of the City Commission, then it is also recommended that a special
meeting be called for the date, time and place of such hearing.

I am in receipt of City Clerk, Jean Grafton's letter dated February 6, 2004 along with the Preliminary
Resolution of Termination. Per Article IV, C-22B I hear by give notice for my request for a public hearing. I
have obtained legal counsel to assure my rights are protected in these proceedings. It is my understanding
the hearing must e no sooner than 15 days and no later than 30 days. Please advise if there is any problem
/rith this notice I do intend to meet the five day deadline. -
