In regard to the attached Notice to Property Owner:
I am a 76 year old widow, living on an extremely low income. While this amount of
money might be minimal to some people, it is very critical to me. I have a very hard time
paying my property taxes every year and to add $101.33 to them is upsetting to me.
As those living on social security know, there has not been a pay increase in two years or
more. Every thing else has gone up. I try very hard to be a good citizen and always pay
my bills on time. It upsets me terribly to be unable to pay my bills.
I'm asking that you will please consider those of us that cannot afford this.

As required by Section 197.3632, Florida Statutes, notice is given by the City of Ocoee that an annual assessment for fire protection services
using the tax bill collection method may be levied on your property for the fiscal year October 1, 2013 - September 30, 2014 and future fiscal
years. The purpose of this assessment is to fund fire protection services benefiting property located within the incorporated areas of the City
of Ocoee. The total annual Fire Protection Assessment revenue to be collected within the City of Ocoee is estimated to be $1,738,485. The
annual fire protection assessment is based on the classification of each building on each parcel of property and number of billing units
contained therein.
Type and Number of Billing Units Fiscal Year 2013 -14 Assessment
1 HAZARD CLASS 7 building at 1,200 -1,999 square feet at 1.458 Factored Fire Protection Units $101.33
Total Assessment: $101.33
The annual Fire Protection Assessment for the above parcel for Fiscal Year 2013 -14 and future fiscal years is $101.33.
A public hearing will be held at 6:00 p.m. on September 5, 2013, in the City Commission Chambers, City Hall, 150 N. Lakeshore Drive, Ocoee,
Florida for the purpose of receiving public comment on the proposed assessments. You and all other affected property owners have a right to
appear at the hearing and to file written objections with the City Commission within 20 days of this notice. If you decide to appeal any decision
made by the City Commission with respect to any matter considered at the hearing, you will need a record of the proceedings and may need to
ensure that a verbatim record is made, including the testimony and evidence upon which the appeal is to be made. In accordance with the
Americans with Disabilities Act, persons needing a special accommodation or an interpreter to participate in this proceeding should contact the
City Clerk's office at (407) 905 -3105, at least 48 hours prior to the date of the hearing.
Unless proper steps are initiated in a court of competent jurisdiction to secure relief within 20 days from the date of City Commission action at
the above hearing (including the method of apportionment, the rate of assessment and the imposition of assessments), such action shall be
the final adjudication of the issues presented.
Copies of the Fire Protection Assessment Ordinance, the Initial Assessment Resolution and the preliminary assessment roll are available for
inspection at the City Clerk's office, located at 150 N. Lakeshore Drive, Ocoee, Florida.
Both the fire protection service non -ad valorem assessment amount shown on this notice and the ad vaiorem taxes for the above parcel will be
collected on the ad valorem tax bill mailed in November. Failure to pay the assessments will cause a tax certificate to be issued against the
property which may result in a loss of title.
If there is a mistake on this notice, it will be corrected. Should you have any questions regarding the fire services special assessment please

To Whom It May Concern:
This letter is in response to your "NOTICE OF PUBLIC HEARING TO IMPOSE AND
PROVIDE FOR COLLECTION OF FIRE PROTECTION NON -AD AND VALOREM
ASSESSMENTS" that we strongly opposed.
If the City of Ocoee had strict laws regarding property maintenance and severe
punishment in term of fines for those who violate these laws, I am sure such a
measure would generate some income for the City. Many, many areas especially in
the vicinity of City Hall, also Maguire Road and Silver Star Road respectively are
desperately in need of gentrification. It is so very sad that residents whose
properties are well kept have to deal with such derelict neighborhoods.
Yes, I know that there are some people who are barely scraping by, and may not
have the monetary funding. However, utilizing the City's special garbage collection
by packing up and getting rid of their trash just takes effort.
Ultimately, we know that the service of Fire Fighters are priceless to any City and we
would be willing to provide support for their funding, but we do not think the only
remedy for this plight is another tax to be paid for by residents of Ocoee.

RE: Assessment for Fire Services
Good Morning,
We are in receipt of your notice of the annual Fire Protection Assessment planned for Ocoee.
We would like to go on record as opposed to this special assessment. We firmly believe that this should
be covered by our real estate taxes as it always has been. If the taxes are not enough to pay for the fire
service, then, raise the taxes or cut services accordingly. I don't see where this assessment reduces our
real estate tax?
If this special assessment is allowed it opens the door for other special assessments like police, parks, etc.

Residents will be asked to fill out a speaker form to speak at the hearing, but it will be open for public cornnient to ail.
The notice you received is similar to the tax notice, in that in is the maximum amount that you Would be charged; the
Comr mission can elect to reduce the flee as much as they feel is appropriate.
Additionally, the budget for next year is currently proposed at lass than the rolled hack rate which rneans that your
reguiar ad valorem property taxes could go clown.

I recall that the city spent I believe $50K to a Tallahassee group who went around the state selling their
, "shady" as to how much to charge.

Commissioner Johnson et. al.,
I'd like to go on record as a resident/home owner that I find this fire protection assessment arbitrary and excessive. I feel
that we should not be imposed with these types of fees without so much as a formal vote ... I see this as abusive. As you
know, people vote with their pocketbooks, and I will be considering very thoughtfully how this issue gets addressed.

Hi Mayor Scott.
I plan to attend and voice my opposition to this Tax.
The Shopping Center tenants for which I have about 75 in the city will not be happy, as this will be passed on to them as
a de -facto rent increase and reimbursable by them to their landlords.
This would apply to all commercial tenants that are rent paying in the city.
Currently, we have annual fire inspections that run into the thousands of dollars and passed along to the tenants. The
City also inspects at no cost. However, lately the city is requiring pull stations and notification devises in all store under
new permit or renovation permit.
Just recently we paid $6,000 in a 5,000 sq. ft. building in Ocoee we recently renovated for the above features.
I believe the Fire Department under the existing Ad- Valorem Tax should meet its funding without another $1,738,435.00
being assessed on business .Especially when most tenants today, especially the Mom and Pop business owners, are
under great duress to meet their obligations to not only their landlords but also the Vendors.
I monitor this through the management side and the costs of food products, equipment and electric have risen nearly
40% in the past 2 years.
Every tax we lay upon the back of business in our community will create less business and fewer jobs.
Please forward this email to the Commissioners presently seated so they can see my viewpoint and why this proposal
needs to be stopped in its tracks!

Good morning Melanie.
I received a notice from the City regarding a proposed Fire Protection Assessment. I understand there will be a Public
Hearing Thursday evening, but I will not be able to attend.
Please pass on my objection to the proposed Fire Protection Assessment to the City Commission.
I reside in a townhome that has smoke alarms throughout, an automatic fire sprinkler system, and we have an alarm
system that will automatically contact the Fire Department in the event of an emergency. Accordingly, I believe we
should not be subject to any Fire Protection Assessment for our dwelling.
