Contact Name: Joyce Tolbert Department Director: Contact Number: 1516 City Manager: , Subject: Award of RFQ #1302 Continuing Professional Engineering Services for Instrumentation, Control and Electrical Design and Planning Services Background Summary: In compliance with the Consultants' Competitive Negotiations Act (CCNA), Florida Statutes Section 287.055 and Chapter 21 of the City's Code of Ordinances, the City solicited statements of qualifications from professional engineering firms or individuals that are interested in providing engineering services for the planning and design of water, wastewater and reclaimed water facilities which shall include industrial -type low and medium voltage AC and DC distribution systems, equipment and devices; and the planning, design, programming and troubleshooting of supervisory control and data acquisition (SCADA) software and Programmable Logic Controllers (PLC); and integration of emerging technologies. The continuing contract shall have an initial three (3) year period with two automatic one -year renewable extensions, for a maximum of five (5) total years, unless otherwise terminated by either party, in writing, giving thirty (30) days' notice. In addition, the selected firm shall be eligible to provide other professional services to the City that are not covered in this RFQ during the contract period. The scope of work to be performed through task orders issued under the continuing contract may consist of, but will not necessarily be limited to: data collection, planning and engineering studies, design, preparation of construction plans and special provisions, and construction phase engineering services for rehabilitative or new construction of water, wastewater and reclaimed water related electrical systems, equipment, instruments, and controls. The RFQ was advertised on July 14, 2013 and was publicly opened on August 13, 2013. There were two (2) responses submitted. The Finance Department and Utilities Department reviewed the proposals and all were considered responsive, see the attached Proposal Checklist. Attached are the two ranked responses; complete copies of all responses are available in the Finance Department for your review. The two (2) responses were evaluated by the RFQ Evaluation Committee appointed by the City Manager, which was comprised of four (4) members: Bob Briggs, Chief Accountant; Tom King, Utilities Facility Manager; Brian Ross, Network Engineer; and Charles Smith, Utilities Director. The public RFQ Evaluation Committee meeting was held on August 22, 2013 with the Evaluation Committee evaluating and short- listing the firms on specific evaluation criteria. Please see the attached shortlist /evaluation form. The evaluation committee short- listed the following firms in ranked order, and recommends contracting with the top ranked firm, McKim & Creed Inc., per the attached award recommendation from the Utilities Director. The Table below is the Evaluation Committee's rankings: Rank/Respondent 1. McKim & Creed Inc. 2. Bailey Engineering Consultants Inc. Issue: Should the City Commission award the continuing contract for professional engineering services for instrumentation, control, and electrical design and planning services to the top- ranked firm, McKim & Creed Inc., as recommended by the Evaluation Committee? Recommendations: Staff recommends that the City Commission award RFQ #1302 Continuing Professional Engineering Services for Instrumentation, Control, and Electrical Design and Planning services to McKim & Creed Inc., and authorize Staff to proceed with contract negotiations with the selected firm, and authorize the Mayor, City Clerk, and staff to execute all necessary contract documents with this firm once the required insurance is received. The City received two (2) responsive proposals. Following a review of the proposals, the five (5)- member RFQ for Continuing Professional Engineering Services for Instrumentation, Control and Electrical Design and Planning Services Evaluation Committee met and discussed the merits of the respondents on August 22, 2013. By a vote of four (4) to one (1), the selection committee has chosen McKim and Creed Engineers. McKim & Creed have met all the requirements of RFQ # 1302. Comparable projects in scope and size have been provided and acknowledged. All references provided in their proposal have been checked and provided a satisfactory response regarding engineering services and their ability to perform like projects. INTRODUCTION AND GENERAL INSTRUCTIONS The City of Ocoee, Florida, in conformance with the Consultants' Competitive Negotiations Act (CCNA), Florida Statutes Section 287.055, and the policies and procedures of the City of Ocoee (City) is soliciting statements of qualifications from qualified professional engineering firms that are interested in providing engineering services for the planning and design of water, wastewater and reclaimed water facilities which shall include industrial -type low and medium voltage AC and DC distribution systems, equipment and devices; and the planning, design, programming and troubleshooting of supervisory control and data acquisition (SCADA) software and Programmable Logic Controllers (PLC); and integration of emerging technologies. 2. The City intends to award a continuing contract to one firm deemed to be the most highly qualified to perform the required services. In determining whether a firm or individual is qualified, the City shall consider such factors as the firm's locale, the ability of professional personnel, whether a firm is a certified minority business enterprise, experience on similar projects, and client references for similar projects. The firm selected by the City will provide engineering services to the City on an as- needed basis, based upon task orders to be issued by the City under the continuing contract. The City intends to award a continuing contract to one firm or individual deemed to be the most highly qualified to perform the required services. Additional requirements of submissions are supplied below in Section D. Any qualifications package failing to conform to these specifications is subject to rejection. The person signing the signature sheet on behalf of the respondent must have the legal authority to bind the respondent to the submitted qualification package and shall be understood to do so. All expenses for providing qualification packages to the City shall be borne by the respondent. 5. Firms, companies and /or individuals interested in providing these services shall submit one (1) original paper and five (5) electronic copies of their qualifications package. The electronic copies shall be submitted in a fully electronic form on a CD- ROM as an Adobe PDF file, version 5 or later. Qualification Packages shall be submitted to the City of Ocoee in one sealed package, clearly marked on the outside with the appropriate RFQ number and closing date and time, addressed to: Joyce Tolbert, Purchasing Agent City of Ocoee 150 N. Qualification packages must be received no later than 2:00 p.m. (local time) on August 13, 2013. Any qualification packages received after the above -noted time will not be accepted under any circumstances. Any uncertainty regarding the time a qualification package is received will be resolved against the Respondent. It shall be the sole responsibility of the Respondent to have the qualifications package delivered to the Ocoee City Hall by U.S. mail, hand delivery, or any other method available to them. Delay in delivery shall not be the responsibility of the City. A qualifications package received after the deadline shall not be considered and shall be returned unopened. Any request to withdraw a qualifications package must be addressed in writing. Such requests must be received by the City prior to the deadline of the submission. 7. The City will receive questions regarding the RFQ only through written inquiries directed to the Purchasing Agent. Deadline for receipt of written inquiries will be August 6, 2013 at 2:00 p.m., local time. 8. Potential Respondents should not contact City staff, with the exception of the Purchasing Agent, or other City consultants or City Commission for information regarding this RFQ before the project award date. Any contact with any other member of the City Staff, City Commission, or its consultants during the RFQ, award, and protest period may be grounds for Respondent disqualification. Action on qualification packages is expected to be taken by the City Commission within ninety (90) days of the submission opening date; however, no guarantee or representation is made herein as to the time between receipt of the qualification package and subsequent City Commission action. A more detailed schedule is given below. 10. All applicable laws and regulations of the United States, the State of Florida, and the City of Ocoee will apply to any resulting Agreement. The provisions of the Consultant's Competitive Negotiations Act (Section 287.055, Florida State Statutes) shall apply, where applicable. 11. The successful Respondent shall be required to execute an Agreement, in form and content acceptable to the City, indemnifying and holding harmless the City, its officials, officers, employees, and agents from all claims. 12. CONVICTED VENDOR LIST (PUBLIC ENTITY CRIME): A person or affiliate who has been placed on the convicted vendor list following a conviction for a public entity crime may not submit a proposal on an award to provide any goods or services to a public entity, may not submit a proposal on an award with a public entity for the construction or repair of a public building or public work, may not submit proposals on leases of real property to a public entity, may not be awarded or perform work as a Contractor, Supplier, Subcontractor, or Consultant under a award with any public entity, and may not transact business with any public entity in excess of the threshold amount provided in section 287.017 for Category Two for a period of 36 months from the date of being placed on the convicted vendor list. [See Florida State Statute 287.133 (2) (a). 13. FLORIDA PUBLIC RECORDS LAW: In accordance with Chapter 119 of the Florida Statutes, and, except as may be provided by Chapter 119 of the Florida Statutes and other applicable State and Federal Laws, all Respondents should be aware that the proposal and the responses thereto are in the public domain and are available for public inspection. Respondents are requested, however, to identify specifically any information contained in their proposal which they consider confidential and /or proprietary and which they believe to be exempt from disclosure, citing specifically the applicable exempting law. All proposals received in response to this request of proposal become the property of the City of Ocoee and will not be returned. In the event of an award, all documentation produced as part of the contract will become the exclusive property of the City. 14. PATENT INDEMNITY: Except as otherwise provided, the successful respondent agrees to indemnify the City and its officers, agents, and employees against liability, including costs and expenses for infringement upon any letters patent of the United States arising out of the performance of this Contract or out of the use or disposal by or for the account of the City or supplies furnished or construction work performed hereunder. Further, the Respondent shall fully indemnify, defend, and hold harmless the City and its officers, agents, and employees from any suits, actions, damages, and costs of every name and description, including attorneys' fees, arising from or relating to RFQ #1302 — Continuing Prof Engineering Services Instrumentation Control Electrical 5 violation or infringement of a trademark, copyright, patent, trade secret, unpatented invention, or intellectual property right. If the bidder uses any design, device, or materials covered by letters, patent, or copyright, it is mutually agreed and understood without exception that the bid price shall include all royalties or cost arising from the use of such design, device, or materials. 15. The City reserves the right to accept or reject any or all proposals, to waive formalities, technicalities or irregularities, to request clarification of information submitted in any proposal, or to re- advertise for new proposals. The City may accept any item or group of items of any proposal, unless the Respondent qualifies its proposal by specific limitations. The City may accept one or more proposals if, in the City's discretion, the City determines that it is in the City's best interest to do so. The City reserves the right to award the contract to the Respondent which, in the City's sole discretion, is the most responsive and responsible Respondent The City reserves the right, as an aid in determining which proposal is responsible, to require a Respondent to submit such additional evidence of Respondent's qualifications as the City may deem necessary, and may consider any evidence available to the City of the financial, technical, and other qualifications and abilities of a Respondent, including past performance (experience) with the City and others. The City Commission shall be the final authority in the selection of any and all proposals. B. INSURANCE TERMS AND CONDITIONS The successful respondent shall be required to provide evidence of both General (Public & Property) Liability and Professional (Design Errors and Omissions) Liability Insurance in the form of a certificate of insurance issued on behalf of the City of Ocoee and naming the City as an additional insured, by companies acceptable to the City at the minimum limits and coverages listed below with deductible amounts acceptable to the City. The selected consultant shall not commence any work in connection with an Agreement until all of the following types of insurance have been obtained and such insurance has been approved by the City, nor shall the consultant allow any subconsultant to commence work on a subcontract until all similar insurance required of the subconsultant has been so obtained and approved. Policies other than Workers' Compensation shall be issued only by companies authorized by subsisting certificates of authority issued to the companies by the Department of Insurance of Florida which maintain a Best's Rating of "A" or better and a Financial Size Category of "VII" or better according to the A.M. Best Company. Policies for Workers' Compensation may be issued by companies authorized as a group self - insurer by F.S. 440.57, Florida Statutes. 1. Loss Deductible Clause: The City shall be exempt from, and in no way liable for, any sums of money which may represent a deductible in any insurance policy. McKim & Creed's Electrical and Instrumentation Engineers will develop an overall plan for your control system architecture which is consistent, logical and straight forward to use and maintain. Rebecca Osegueda, your key local contact for McKim & Creed, brings over 20 years of electrical and controls experience to the City. The Contrologix platform is current technology and Ethernet is the industry standard for communications. No specific enhancements were identified. Water Plants - The Forest Oaks (Grady Smith) and McGuire WTPs control infrastructure is built on the US Filter / Consolidated Electric D620i "specific application' controller. Radio equipment is an Allen- Bradley SLC500 PLC connected via serial communication link to a Dataradio Integra- series radio. This radio is the link to the water treatment facilities and to the reclaimed water pumping station. Serial communication is limited in the speed and amount of data /communication that it can support. A more robust communication platform, that supports higher bandwidth communication, should be considered. Collections /Lift Stations - The majority of the -60 lift stations presently have no SCADA connectivity or provision for remote monitoring or control. Most have legacy Microtel alarm dialers, operating on copper telecom line connections. There is a recurring monthly service fee for each of these telecom service connections. The City maintained a DFS (Data Flow Systems) RTU (remote telemetry unit) network, however, the City is migrating away from this system with only four lift stations remaining on this network. A new communication network is needed to encompass the collection system and to report lift station operational information to the central SCADA application. A standard RTU approach for each site should be developed and implemented in a phased manner. This standardization effort will assist the City in achieving goals for ease of maintenance, consistency of operation and minimization of spare parts, as well as setting the design standard by which future projects can follow to insure optimal management and designs. Current or recently completed similar services within the past 2 years with other public or private agencies Carlton WTP SCADA Upgrade Design & Bidding The Sarasota County Carlton EDR WTP SCADA system operated utilizing a mixture of the originally installed Transdyn HMI software and Wonderware HMI software. The primary computer servers supporting the SCADA system utilized older technology DEC platform machines which are difficult to service and support. The County desired to consolidate the SCADA HMI system to a current- version common platform, to provide for a unified and consistent HMI deployment which is more functional, more user - friendly, and easier to maintain and support. For this project, McKim & Creed developed the design and integration details and documents for the ArchestrA- based Wonderware System Platform for the WTP SCADA system architecture and the component and computer hardware upgrades necessary to implement a consistent and scalable SCADA system platform. SCADA Centralized Control Center Preliminary Engineering Report McKim & Creed conducted an assessment of the state of existing support systems and communications and developed recommendations for modifying the systems to facilitate the implementation of a functional Control Center. McKim & Creed studied existing system documentation and performed on -site investigations and interviews to confirm the capabilities of existing infrastructure. As part of an initial effort, the County rehabbed approximately 150 stations. For the remaining stations, the County was interested in establishing a new standard design approach that included PLC -based station control and monitoring, as well as integration into the County's collection system radio communication network and SCADA. For Phase II, McKim & Creed's scope of services included the development of the new standard pump station control panel design packages to address all station configurations, including duplex and triplex stations, constant -speed and VFD applications, and associated updated electrical interfacing for the remaining 500 stations. The standard design packages were electronically published and posted to the County's web -site, and serve as the reference standard for all County collections station construction. Additionally, McKim & Creed assisted the County in developing bid documentation for a control panel fabrication contract and a separate station installation and construction contract. As part of the bid phase activities, McKim & Creed assisted the County with contractor evaluations and selections, and as part of the construction phase activities, McKim & Creed assisted with equipment evaluations, shop drawing reviews and pre - construction BFI's and coordination. McKim & Creed continues to support the County on this work by providing on -going field engineering and installation /construction coordination. SCADA Historian Consolidation, Water Reclamation Facilities McKim & Creed provided professional services for the integration of the existing WRF InTouch -based SCADA historian into the newly established Wonderware App- Server -based tiered historian structure, centralized at the WRS facility. The second phase effort associated with consolidating the SCADA data collection and archiving for all the City's SCADA systems included incorporating the water, water reclamation facilities, and collections into a single historian. As part of the previous phase one activities, McKim & Creed established the App - Server -based tiered historian structure and integrated the water systems, including the Cosme, WTPS, and the OPS. www.mckimcreed.com 10 CITY OF OCOEE N S T R U M E N T A T I O N, C O N T R O L A N D E L E C T R I C A L D E S I G N A N D P L A N N I N G S E R V I C E S Collier County Foxfire IQ Station Master Plan McKim & Creed provided design services to develop a master plan for local and SCADA -based control for the upgrade of operation at the Foxfire IQ Station. The controls at this station include several flow, pressure and level transmitters, pressure regulating and motor operated valves, variable and constant speed motor controls, local control panels including PLC and RTU controls and radio communications. This grouping of equipment represents a broad sampling of the various types of controls utilized throughout the County, making this a suitable station for trials of new control capabilities. The results of this effort were structured so the County could evaluate the implementation work in parts and implement as operational and financial considerations allowed. Pump Station No. 5 Design and Construction Services McKim & Creed provided project coordination, preliminary design, final design, permitting and bidding phase services for this project in accordance with the Preliminary Design Report provided by the County. By coordinating the services of geotechnical and survey personnel, McKim & Creed was able to develop a preliminary design of the yard piping to accommodate the County's four modes of operation. After County approval, McKim & Creed developed the final plans and specifications required to execute the four modes of operation including the installation of a third high service pump and motor, new VFDs for all three pumps, new chemical feed and monitoring systems, a mechanical mixer within the ground storage tank and the required yard piping and motorized valves. McKim & Creed also provided construction management, observation and engineering services for tasks which included engineer site visits; conducting project meetings; reviewing records of activities and events related to the project; documenting significant project changes; interpreting plans, specifications, and construction contract provisions; making recommendations to the County's project manager to resolve construction contract disputes; and maintain an overview of contractor activities. Selected Project Experience Design and Permitting Lift Station No. 10 Improvements, City of Daytona Beach, FL: Instrumentation & controls. McKim & Creed provided engineering services related to the design, permitting, bidding and construction services for $6.5 million upgrade to Lift Station No. 10. The project includes the reactivation of an abandoned 30 -inch PCCP raw water main for use as a force main. The reactivation /rehabilitation entails lining 9,000 feet of existing pipe with a new cured -in -place pipe (CIPP). Tasks also consisted of the design and construction of 900 linear feet of 24 -inch force main in a fully installation of 9,000 feet of new 30" forcemain, and pump modifications to the lift station. WTP Ion Exchange Project, City of Bunnell, FL: Instrumentation & controls. McKim & Creed is providing final design, bidding, construction and post - construction services. Studies and preliminary design services were previously provided by McKim & Creed for an ion exchange water treatment process. The approach is to implement a MIEX plant to remove TOC in order for disinfection byproducts to comply with the required maximum contaminant level. The design also includes an ion exchange softening process, concurrent to the TOC removal, to improve water quality by removing hardness. It is the first time that Orica has attempted a concurrent- removal process. In addition to the ion - exchange process, other design elements include dual media gravity filter, clear well, transfer pumps, chemical feed, and disinfection. www.mckimcreed.com 15 Education v - KIM &CREED IQ Water System Programming Modifications, Collier County, FL: Instrumentation & controls. McKim & Creed is providing professional engineering services to complete the Foxfire Irrigation Quality (IQ) design and IQ reporting for remote sites. These sites provide monitoring information for the remote site operation to the SCADA system and this information is used by the utilities management in understanding the operation of the IQ system. Issues impact the ability to accurately understand and monitor the operations of these locations. McKim & Creed investigated and provided programming modifications of the existing controls systems to reflect actual operating conditions and provide additional monitoring and control capability. Water and Sanitary Sewer Pump Station Flow Monitoring and Data Storage, City of Virginia Beach, VA: Instrumentation & controls. McKim & Creed conducted a study and prepared a report addressing the City's desire to upgrade its flow monitoring and data management equipment, after a study determined that the capacity for monitoring, transmitting and storing data related to the operation of its water distribution system and sewage pumping stations were insufficient, as was rainfall monitoring /reporting capabilities. The report developed stood as a guide for subsequent development of construction documents and cost estimates in implementing needed improvements. Several tasks comprised its development, including an evaluative survey of options for enhancing data transmission dependability and an inventory of current water/ sanitary sewer pump station data collection, management and transmission equipment for purposes of recommending operational data handling improvements (via equipment and process changes). WTP #2 ZLD Design and Construction Phase Services, City of Palm Coast, FL: Instrumentation & controls. McKim & Creed provided preliminary design, geotechnical investigations, subsurface utility engineering (SUE) locates, surveying, preliminary design, final design, permitting, programming, and construction phase services for the ZLD project. The City of Palm Coast owns and operates Water Treatment Plant No. 2 which has a permitted capacity of 6.384 MGD. The plant is classified as a membrane softening facility where nanofiltration membranes are used primarily to reduce hardness. The dissolved solids that are removed by the nanofiltration membranes are consolidated into a process stream called concentrate. The City had selected Zero Liquid Discharge (ZLD as a concentrate management alternative) for WTP No. 2 which provides for recovery of concentrate along with beneficial reuse of solids removed from the concentrate stream. www.mckimcreed.com 16 T. Selected Project Experience St. Petersburg Reclaimed Water System SCADA Automation, St. Petersburg, FL: Project manager. McKim & Creed assisted the City of St. Petersburg with evaluations of operating conditions and control capability of the City's Water Reclamation Facilities to improve the management and control of the reclaimed water transmission and distribution systems. An "all pipes" dynamic hydraulic model, composed of 11,440 pipes, of the existing reclaimed water distribution system was created and utilized to simulate the various process control scenarios and operating protocols. The hydraulic modeling was accomplished using McKim & Creed's advanced modeling software known as "Forcemain ". There are four Water Reclamation Facilities in the City of St. Petersburg that are linked by a transmission piping system to provide reclaimed water to properties within the City of St. Petersburg for lawn irrigation and other purposes. McKim & Creed designed an overall SCADA system architecture to implement enhanced monitoring and control of the systems to improve efficiency and reliability. McKim & Creed performed the installation and configuration, and developed customized screens (HMI) for the plant process control of each of the three wastewater treatment facilities. McKim & Creed also developed the database structure, programming and configuration for the Oracle database server used to store historic data generated from the SCADA system. Several tasks comprised it's development, including an evaluative survey of options for enhancing data transmission dependability and an inventory of current water /sanitary sewer pump station data collection, management and transmission equipment for purposes of recommending operational data handling improvements. Previously recommended optimal water flow meter and pressure gauge locations were also assessed and compared against an obtained recommendation of preferred rainfall measurement equipment locations by the University of Virginia Department of Climatology. McKim & Creed provided professional services for the integration of the existing WRF InTouch -based SCADA historian into the newly established Wonderware App- Server- based tiered historian structure, centralized at the WRS facility. Process modifications included new headworks with the capability to remove grit smaller than 125 microns, new primary clarifiers, new aeration to allow for complete nitrification, new final clarifiers and RAS/WAS pumping, new blowers and blower building, new deep bed filters, new UV disinfection system, new effluent pumping station, additional anaerobic digesters, and an option design consideration for a new thermal dryer to produce Class A sludge. The project also involved recovering existing sewer easements, power line easements, and an abandoned railroad right -of -way to construct a new 30 -inch force main. The City's West Water Treatment Plant (WTP) is located in the North West corner of the service area with the furthest lift station being approximately six miles away in the south east corner of the service area. The city's intent is to upgrade the existing collection system, the SCADA system and establish City -wide standards q for future construction through the use of a Design — Build Criteria package. Bailey Engineering was contracted to assist the City in the preparation of Design -Build documents which would allow the City upgrade their systems. The Water treatment Plant utilizes the Low Pressure Reverse Osmosis (LPRO) membrane technology to treat ground water from the immediate aquifer (shallow aquifer) and the upper Floridan aquifer (brackish water) or the blended water of these two sources. Mr. Bailey has been working as an engineer since 1983 after graduating from the Georgia Institute of technology. His first two jobs after graduation were working for Hewlett Packard and Advanced Micro Devices. This background in working for large high profile leaders in the electronics industry is the cornerstone of his current experience. Following these assignments Mr. Bailey joined C.E. Bailey and Associates in 1988 where he trained for his current career path as a Professional Electrical Engineer. In 1991 Mr. Bailey passed the licensure exam for Professional Engineer in the state of Florida. Mr. Bailey opened Bailey Engineering Consultants, Inc. (BEC) that same year. He remains the president of BEC to date. Mr. Bailey has a unique blend of design experience in past and present technologies. His ability to draw from these past examples in past and current technologies to solve today's power and control system challenges provides the archway thru which he develops and implements his ideas. For this RFQ the City of Ocoee (City) needs more than a programmer. The project manager must blend process control understanding, past control techniques and current networking and programming capabilities into a single cohesive deliverable to the City. This is the crux of what Mr. Bailey offers as the project manager for this work. Mr. Bailey's latest challenge is currently winding down. He is leading the design team that is updating the existing trunked radio communications system in Seminole County to a digital cell phone based IP system. 300 lift station RTUs are being upgrade as part of this project. This project is currently at the 100% design mark. Mr. Bailey has completed numerous water, wastewater and lift station control system upgrades. Qualifications Bailey Engineering Consultants, Inc., (BEC) is a small sized multi - disciplined consulting engineering firm specializing in electrical, instrumentation and SCADA system design. We are teaming with Curry Controls in order to provide the finest support to the County in design, programming and installation services. In April 1992, Bailey Engineering Consultants, Inc. was formed. We are a second generation consulting engineering firm with offices in Orlando and Palm Beach. We utilize state of the art computerization to accomplish our design projects and project management. Services will be delivered via highly trained engineers, programmers and designers. We strive to provide our personnel an advanced level of training, cutting edge tools, and information resources in order to assure project success. As a result, BEC offers to our customers a distinct advantage, and an attention to detail, not normally offered in the marketplace. 2. Approach and Organization Management Communication among team members is a vital element in achieving a quality project that is planned, designed and constructed. Insufficient coordination and communication have heavily contributed to project failures and problems, as well as the dissatisfaction of team members. Throughout the firm's 20 plus year history, BEC has consistently demonstrated our ability to meet client schedules and budgets. As professionals serving many repeat clients, the ability to complete quality work in a timely fashion and within budgets has long been an ingredient in building our strong reputation in the industry. The methods that BEC has found to be successful regarding communication include project management plan that utilizes an initial schedule and budget that is updated on a monthly basis or more often if called for. In addition, monthly meetings are held with all project team members to discuss the status of the project and any concerns. The Bailey Engineering Consultants, Inc. Minutes of the meetings will then be prepared to document the meeting and distributed to the team members, as well as to the City. Furthermore, we have also found it to be useful to have a representative of the clients present at these meetings, either in person or via telephone. The first step of the project will be to meet with the City staff to discuss and prioritize the objectives of the project. The project scope will be controlled by a continuous and an exhaustive communication process that will ensure that the City staff is fully informed as to the project status and any potential concerns. This will be accompanied by bi- weekly written status reports, written communication and status meetings. Maintaining this type of close communication will provide complete project scope control with not only the City, but also the project team. BEC schedules and manages resources in order to keep engineering fees to a minimum. We will project man -hour requirements to control both engineering schedules and budgets. In addition, we will estimate and update construction cost estimates at each stage of completion for each deliverable. Furthermore, the City will be notified in time to perform corrective action cost control, should estimated construction costs exceed the City's budget for the project. BEC has comprehensive schedule and budget management program that allows the project manager to completely oversee the project. This management tool has been successfully utilized on many design projects to maintain complete control of the project. 3. Financial Stability BEC has been in business for over 20 years. Bailey Engineering maintains no debt service and operates strictly on a cash basis, meaning all improvements are paid in full when undertaken. Specifically, BEC recently upgraded all computer hardware and servers in 2012 and maintains current licenses of ACAD 2013. Bailey Engineering Consultants, Inc. QA /QC Plan Each element of the QA/QC process has its value and must be implemented by the PM as part of the QA/QC program for each project, unless prior approval of the Program Manager is obtained. These elements include effective program organization as well as the use of design reviews, continuous improvement tools, and contractor pre - qualification. It is very important that the elements of the QA/QC plan be decided and agreed to by the Client and PM. This could be communicated by development of a detailed pre- design and design schedule that shows the various QA/QC activities and their scheduled times and durations. QA/QC Design Reviews QA/QC reviews of the design documents, following standard protocols, are conducted throughout the design process in order to maintain the standards established by the QA/QC program. These reviews are as follows: ❖ Design Reviews: Design Reviews are conducted throughout the detailed design process, but particularly at the conclusion of pre- design and at 30 %, 60% and 90% design levels. ❖ Continuous Improvement Tools: One of the most annoying problems of design is repeating past mistakes. The PM is to provide feedback to the design group regarding generic mistakes throughout the design and construction process. ❖ QA/QC Checklists: Each item on the checklist must be signed off by the PE and is reviewed by the PM prior to final stamping of drawings and specifications. This assures that each project team knows and understands the importance placed on the checklist and the goal of not repeating past mistakes. Quality Assurance Refers to the formal high -level review of the project plans and quantities by an experienced engineering manager at strategic points in the plan development process, to certify that the plans and quantities meet established quality standards and provide for appropriate flexibility and cost savings before advancing to the next stage. Quality Assurance is the responsibility of the Project Manager. A series of QA Reviews are to be conducted by the PM and PE during project design effort with the support of appropriate members of the Project Team. At a minimum, a QA Review is required at the following milestones /strategic points in the plan development process. 1. Preliminary Design Report Review including all disciplines 2. Process Design Review 3. Preliminary, 30 %, 60 %, 90% Plans Review 4. Calculations and /or assumptions for basis of design 5. Final Plans Submission Review. For each project, a hardcopy record of QC activities and QA Reviews should be maintained in one location by the Project Manager and Project Engineer. A folder named, "QC /QA Record" should be placed in the front -end of the Project Correspondence Files for each project. This shall include, but is not limited to recording activities such as: ❖ QC - Periodic review of the Project Design Data Book for completeness and accuracy. ❖ QC - When junior design engineers attend training. ❖ QC - Review of design calculations and studies provided by junior design engineers ❖ QC - Review of all software output results developed by junior design engineers. ❖ QA - When QA requests are sent to Project Team Members for action. ❖ QA - Formal QA Reviews of reports, calculations, plans, and quantities.
