A. Eckles.
Background Summary:
The Parks and Recreation Department has received a request from Kathryn A. Eckles of Washington, D.C. to
have several items that she had donated to the former Ocoee Historical Commission in 2006 and 2007, and
were placed on display in the Withers- Maguire House, be returned to her.
In August of 2012 the City Commission approved the final disposition of artifacts previously donated or loaned
to the Withers- Maguire House under the management of the former Ocoee Historical Commission. At that time
a notice was placed in the West Orange Times that indicated the City would be accepting requests from
individuals that had previously donated or loaned artifacts to the Withers- Maguire House, and a 60 -day period
had been established in which individuals could file a claim with the City for the return of those artifacts. Miss
Eckles indicated she resides in the Washington, D.0 area and therefore was not aware of this action or the time
frame in which she had to file a claim; therefore, she did not submit a claim in 2012. She is requesting that the
City consider these circumstances and approve her request to have her family's artifacts returned to her.
Staff and Mayor Vandergrift met with Miss Eckles, Jean Grafton, and Ken and Lillian Lasiter on October 23,
2013 to review the list of artifacts that Miss Eckles was requesting be returned, which included: three hand-
crafted wooden photo cases with family photos, two brass picture frames with family photos, a framed
Gettysburg reunion ribbon, a hand - crafted corner cabinet, a cherry table, a hand -held school bell, a red leather
bound book with Eckles family information, and several wood and metal picture frames with family pictures and
a certificate. All of the artifacts, with the exception of the red leather bound book, were located in the Withers -
Maguire House, and were identified by Miss Eckles as the items she had donated.
Staff reviewed the inventory for the Withers- Maguire House on file with the City Clerk to verify the
aforementioned artifacts had been donated and received, and found that the majority of the items were listed in
Artifact Registration Log; however, only the hand held school bell, a framed photo, and a framed memorial had
a corresponding Artifact Registration Form in the inventory to further document the donation. Miss Eckles,
however, has provided documents from the former Ocoee Historical Commissions that provide a more detailed
description of the items she donated, which provides further verification that the remaining items were indeed
donated by the Miss Eckles in December 2006 and January 2007.

Should the City return the requested items to Miss Kathryn A. Eckles?
Recommendations
Staff reviewed and evaluated the claim filed by Miss Eckles, and has verified the items were in fact donated by
Miss Eckles, and would recommend that the City Commission return the items, if it so deems appropriate.
