(District 2 — Wilsen) Background Summary: The City Commission awarded Bid No. B13 -03 to C &D Construction, Inc., at a total price of $2,165,000 and modified the project budget to cover the cost of the construction contract plus a 5% contingency allowance, bringing the total construction phase budget to $2,273,250. Concurrently, the City Commission included a line item of $27,500 to paint City Hall and $12,500 to paint the West Wing Annex in FY 2014. The same paint materials and colors will be used on all buildings. Soffit and fascia wood rot is present on the older buildings and must be repaired prior to painting. Issue: Should the City Commission award the work to make minor repairs and paint City Hall and the West Wing Annex to C &D Construction, Inc.? Recommendations The Support Services and Public Works departments recommend that the City Commission award the job of repairing and painting City Hall and the West Wing Annex to the firm of C &D Construction, Inc. in the amount of $30,831.00. C &D Construction solicited bids from three painting subcontractors to do the work and selected the lowest responsible bid. C &D Construction is already mobilized to the site and can perform the work in a more cost effective manner than might be possible with a different contractor. Staff also recommends that the City Manager be authorized to approve change orders for this work up to the limit of his purchasing authority or the amount of $40,000 budgeted for painting the specified structures, whichever comes first, in order to deal with contingencies, such as hidden damage. Attachments: Price proposal from C &D Construction, which includes two competitive bids for the work from painting subcontractors. Financial Impact: The amount of original capital budget for the work of painting City Hall and the West Wing Annex is $40,000. Using the Community Center contractor to do the work will result in savings to the City. This effort will be performed under a separate purchase order and will not be added to the cost of the Community Center project. All entry doors will be painted with Sherwin Williams Gloss Enamel. Price does not include painting prefinished metal on doors, window frames and hurricane clips.
