HomeMy WebLinkAbout10-03-13CITY OF OCOEE MINUTES OF HUMAN RELATIONS /DIVERSITY BOARD SPECIAL MEETING HELD OCTOBER 3, 2013 CALL TO ORDER Chairman Hopkins called the meeting to order at 7.04 p.m. in Room 109 of City Hall, 150 North Lakeshore Drive. Following a moment of personal reflection and the Pledge of Allegiance to the Flag, a quorum was declared present. PRESENT: Chairman Hopkins, Chair -Elect Dawkins, Past Chairman Maxwell, and Members Calloway, Curry, Foster, and McKenzie ALSO PRESENT: Special Guest Eatonville Town Councilman Alvin Moore, Assistant Sunnnrt Services Director Gaines, Staff - Liaison Wright, and Recording Clerk Turner ABSENT: Members Boudokhane (A /E), Freeman (A /E), Pierce (A /U), and Singh (A /U), BUSINESS FOR DISCUSSION WELCOME NEW MEMBER Chairman Hopkins informed the board that Hari Singh is the newest member of the HRDB. Chairman Hopkins read into Gwendolyn King (September Turner (October 3, 2013). She no applications on file. APPROVAL OF MINUT September 5, 2013 the record the resignations of three (3) board members: 5, 2013), Pat Cornell (September 13, 2013), and Michelle continued by saying the Board has two (2) openings and Minutes of the September 5 2013 meeting were accepted as written. EATONVILLE TOWN COUNCILMAN ALVIN MOORE - FACT FINDING SESSION Chairman Hopkins introduced special guest Eatonville Town Councilman Alvin Moore. Eatonville Town Councilman Alvin Moore briefly addressed the board and explained that he is a candidate for county commissioner, and that his platform is economic development. Mr. Moore continued by saying that he is the owner of his real estate brokerage - Morehouse Realty. He is active in public service on the Orange County Community Action Board, American Diabetes Association Planning Board and the Eatonville Community Redevelopment Board. Mr. Moore stated that he believes diversity should be celebrated and he has been a part of the HRDB's MILK Unity Parade. Mr. Moore presented the board with a $100 check donation and offered the board continuous support. Chairman Hopkins thanked Mr. Moore for the $100 check donation and offered hir7 - i fhe opportunity to entertain questions from the board. Mr. Moore entertained a brief question and answer session with the board. BUDGET REPORT Staff - Liaison Wright informed the board that as of September 2013: Beginning Balance is $8,863.87 Current Revenue $378.00 Human Relations Diversity Board Minutes October 3, 2013 Page 2 of 5 Current Expenses $2,229.54 Ending Balance $7,012.33 She continued by saying that the new fiscal year begins October 1, 2013, and the City should deposit $7,000; however, she will have to confirm this information. She also stated the City's Finance Department is still closing out the 2012/2013 fiscal year, so there may be additional deductions from the board's account. FIESTA DE COLORES DEBRIEF Chairman Hopkins explained that she would like board input on the Fiesta de Colores event. Board discussion ensued, and the following was suggested for the 2014 Fiesta de Colores event: • Reducing the end -time of the event to 2:30 p.m. • Increase public awareness of the event by advertising in local churches and the City's water bill. • Set up a Fiesta de Colores committee charged to ensure that everything gets done. • Acquiring an additional HRDB banner. (Member McKenzie will look into acquiring a free or reduced -cost banner.) Board discussion ensued, and there was general consensus of unfavorable events at Fiesta de Colores: • La Fiera radio station did not arrive to the event on time, the sound system was of poor quality, and there should have been a microphone on a stand. • An impromptu interview delayed the start time of the event. • There was not a water source for vendors and the mister tents. • The City's Parks & Recreation Department was behind schedule and understaffed. • Some vendors and attendees created a safety hazard by parking in areas that were off - limits. Staff - Liaison Wright suggested moving the 2014 Fiesta de Colores event date as the heat was an issue. She continued by saying the event could be moved two weeks later than regularly scheduled, as it will still fall in the Hispanic Heritage month. She suggested September 27, 2014. Board discussion ensued regarding using the community center for the 2014 Fiesta de Colores event. Assistant Support Services Director Gaines informed the board that the community center will need to be reserved as soon as possible. If the board does not want to pay for the rental fee of the community center, they will need to request a new waiver from the City Commission. The board directed Staff- Liaison Wright to book the community center for the 2014 Fiesta de Colores event. Human Relations Diversity Board Minutes October 3, 2013 Page 3 of 5 Member Curry, seconded by Member McKenzie moved that the HRDB change the date of the 2014 Fiesta de Colores event to September 27 2013, and secure the community center facilities. Motion passed unanimously. Board discussion ensued regarding the Fiesta de Colores event, and the following was decided: • In order to increase the number of event volunteers, the board will contact local high school students as they need to fulfill their community service hours requirement. • Member Singh will need to be addressed regarding promoting his personal business during HRDB events, as the board has operating rules that do not allow this. • Chairman Hopkins and Staff - Liaison Wright will send letters of appreciation to contributors and donors of door prizes and gifts. • The board will have an additional face painter at the event. FOUNDERS' DAY COMMITTEE REPORT None MLK UNITY PARADE AND CELEBRATION • Theme Chairman Hopkins reminded the board of the MILK Unity Parade themes offered at the September meeting: • Reaching for Respect • The Color of Freedom and Justice • Still More to Be Done • Defending the Dream • Advancing the Dream • Just Be • Advancing Respect • The Vision of the Dream • Create Your Dream Chairman Hopkins asked for suggestions regarding the thernes, and the board offered the following: • Celebrating 50 years of Dr. King's Dream • Living the Dream • What are YOU Doing Now? Chairman Hopkins reminded the board that the theme for the MLK Unity Parade will carry over to the Black History Month Essay Contest. Board discussion ensued and it was suggested to separate the themes for the MLK Unity Parade and the Black History Month Essay Contest. Past Chairman Maxwell stated that he would like to see a theme that is thought - provoking for the children. Human Relations Diversity Board Minutes October 3, 2013 Page 4 of 5 Support Services Assistant Director Gaines suggested adopting the theme "The Color of Freedom and Justice" for the MLK Unity Parade, and "What does freedom and justice mean to you ?" as the theme for the Black History Month Essay Contest. Chairman Hopkins asked for the board's general consensus on all offered themes. Staff- Liaison Wright suggested separating the themes for the MLK Unity Parade and Black History Month Essay Contest. Chairman Hopkins stated treat she will entertain a motion, and if approved, the theme for the Black History Month Essay Contest car) be tabled to the next meeting. Chair Elect Dawkins seconded by Member McKenzie moved to separa the themes for the MLK Unify Parade and Celebration and the Blac H► story Month Essay Contest. Member Calloway opposed the separation of event themes, stating it may be confusing for the essay contestants. Chair -Elect Dawkins stated that the theme should be thought - provoking and include the word "you ". Chairman Hopkins stated that in order to deter contestants from writing biographies, the guidelines will be changed. Chairman Hopkins stated that a theme selection must be made for the MKL_ Unity Parade, and called for a vote of the thernes frorn the four (4) previously selected. • Living the Dream - 0 vote • Create Your Dream - 2 vote • Just Be - 1 vote • The Color of Freedom and Justice - 3 votes Chairman Hopkins asked Past Chairman Maxwell if he voted for a theme. Past Chairman Maxwell stated "no ". Chairman Hopkins and Recording Secretary Turner explained that a member attending a meeting must vote. Past Chairman Maxwell stated that he chose to vote "no ". Board discussion ensued, and Chairman Hopkins explained that if he chose not to vote, he could not be present at the meeting. Past Chairman Maxwell left the meeting at 9:20 p.m. Based on the vote, the theme for the ML.K Unity Parade is "The Color of Freedom and Justice ". • Dinner Program Tabled to the next meeting. Frank November 21, 2012 The City of Ocoee's Human Relations Diversity Board (HRDB) would like to invite you to participate in the City of Ocoee's 7"' Armual Dr. Martin Luther Ding, Jr. Unity Parade which will be held on Monday, 1laanuany 21, 2013 at 10:00am. This year's theme is "'The Courage to Befleve and Act." The parade route will run on Clarke Road in Ocoee beginning at Citrus Elementary School and concluding at West Oaks Mall. There will be no charge for any group approved to participate in the parade. After the parade, there will be festivities at the West: Oaks Mall including a keynote speaker, musical selections by the Garden Community Choir and health screenings. Our Martin Luther King, Jr. parade was not only an historic event, but has been truly a life changing experience for many of the organizers, participants and spectators. Proceeds from Ocoee's MLK Parade will benefit local students by providing essay contest awards. The essay contest is held during Black History Month. Your contribution will also go towards furthering the goals and objectives of the Human Relations Diversity Board.
