HomeMy WebLinkAbout01-15-1980MINUTES OF THE CITY COMMISSION MEETING OF THE CITY OF OCOEE HELD 15 JANUARY 80 Mayor Freeman called the meeting to order at 7:30 P.M. and the meeting was opened with the Pledge of Allegiance to the Flag. Present were Comm. Lyle, Stinnett, Whitehead and Hager; City Manager, Vignetti; City Attorney,Rhodes; and City Clerk, Gann. 2 JANUARY 80 COMMISSION MEE MINUTES Comm. Whitehead moved to approve the minutes as presented, seconded Comm. Stinnett. Unanimous. ZONING BOARD DID NOT MEET INDIAN LAKES COMMITMENT AGREEME Comm. Whitehead moved to bring the discussion of the Indian Lakes Commitment Agreement off the table, seconded Comm. Stinnett. Unanimous. Mr. Moon, Attorney for the developer went over the changes in the Agreement with council. Comm. Lyle moved to deny the Commitment Agreement, seconded Comm. Whitehead. Before the vote was taken there were several comments and questions from the audience and council. Comm. Lyle voted yea. Comm. Stinnett, Hager and Whitehead voted nay. Motion did not carry. Comm. Stinnett moved to approve the Commitment Agreement, seconded Comm. Whitehead. Comm. Stinnett, Whitehead and Hager voted yea. Comm. Lyle voted nay. Motion carried. ORDINANCE - ANNEXATION OF INDIAN LAKES PROJECT(ACTION ON THIS ITEM WAS TABLED AT LAST MEETING) Public Hearing and second reading was held on this ordinance at the last meeting (2 January 80). Comm. Stinnett moved to bring off the table, seconded Comm. Hager. Unanimous, Comm. Lyle moved to deny the annexation. Motion died for lack of a second. Comm. Stinnett moved to adopt the ordinance, seconded Comm. Hager. Comm. Stinnett, Hager and Whitehead voted yea. Comm. Lyle voted nay. Motion carried. ORDINANCE- ZONING -500 ACRES - IN DIAN LAKES PROJECT -1ST READ -TO BE ZONED AS A PLANNED UNIT DEVELOPEMENT (PUD) Comm. Hager moved that title only of the ordinance be read, seconded Comm. Whitehead. Unanimous. City Manager read ordinance by title only. Public Hearing and second reading of this ordinance will be held on 12 Feb. 80. ORDINANCE- AN NEXATION - PUBLIC HEARING -2ND REA DING- APPROX.10 ACRES NORTH OF BRENTWOOD #4 Comm. Whitehead moved that title only of the ordinance be read, seconded Comm. Lyle. Unanimous. City Manager read ordinance by title only. No one wished to speak for or against the adoption of the ordinance. Comm. Lyle moved that title only of the ordinance be read, seconded Comm. Whitehead. Unanimous. City Manager read ordinance by title only. No one wished to speak for or against the adoption of the ordinance. Comm Lyle moved to adopt the ordinance, seconded Comm. Whitehead. Unanimous. Ordinance adopted. PRESENTATION OF FY 78179 AUDIT REPORT - MR. AL SAMPEY Mr. Al Sampey, of Wynn,Baer,Meyer,Dexter & Sampey, the city's auditing firm briefed council on the FY 78179 audit. REQUEST FOR FINANCIAL ASSISTANCE -FRANK TURNER Mr. Turner representing the Ocoee Lions Club requested that the city donate $1,000. to help defray the cost for the community booth at this years Central Florida Fair. Comm. Lyle moved to donate $1,000., seconded Comm. Stinnett. Unanimous. REQUEST FOR FINANCIAL ASSISTANCE - SPRING LAKE ELEMENTARY SCHOOL City Manager explained that each commissioner had a letter from the school requesting financial assistance to help build green houses. No one from the school was present to explain the request and no action was taken. RE /INFORMATION /CITY MANAGER /MAYOR /COMMISSIONERS City Manager reported the following: Boat dock is complete. Received letter from D.O.T. regarding pavement markings and advance warning signs at railroad crossings. Council instructed City Manager to work out the details for the Florida Power appreciation dinner. Comm. Lyle stated he had received several complaints about semi's parking in residential ares and requested that the City Manager look into the problem. AUDIENCE Grover Voss representing the builders of the Indian Lakes Project stated that since the Commitment Agreement and Annexation Ordinance had been passed he was requesting permission to begin construction on five (5) model homes immediately for which a certificate of occupancy will not be requested. Comm. Stinnett moved to approve the request, seconded Comm. Whitehead. Unanimous. PAGE THREE CITY COMMISSION MEETING 15 JANUARY 80 FY 79180 1ST QUARTER BUDGE REVIEW - CITY MANAGER City Manager gave the first quarter budget review. City Mana.ger requested authorization to hire an additional Building Inspector. Comm. Lyle moved to approve the request, seconded Comm.Whitehead. Unanimous. Comm. Lyle recommended that the salary be negotiated. Council agreed. ADJOURNMENT Meeting adjourned at 10:35 P.M. MAJIR ATTEST: CIT CLERK
