HomeMy WebLinkAbout03-18-1980MINUTES OF THE CITY COMMISSION MEETING OF THE CITY OF OCOEE HELD 18 MARCH 1980 Mayor Freeman called the meeting to order at 7:30 P.M. and the meeting was opened with the Pledge of Allegiance to the Flag. Present were Comm. Lyle, Hager, Stinnett and Whitehead; City Manager, Vignetti; City Attorney,Rhodes; and City Clerk, Gann. 4 MARCH 80 COMMISSION MEETING MINUTES Comm. Hager moved to approve the minutes as presented, seconded Comm. Stinnett. Unanimous. 11 MARCH 80 PLANNING AND ZONING BOARD MEETING MINUTES Minutes of the Planning and Zoning Board meeting held 11 March 80 were read into the record for information only. PR ESENTATION OF TROPHIES -FRANK TURNER -OCOEE LIONS CLUB Lion Frank Turner presented the trophies that were won at the Central Florida Fair and briefed council on the money that was won and donated and how it was expended. Mr. Turner also stated that twelve first place, two second place and two third place ribbons (out of a possible 17) were won by the Ocoee Lions Club. ORDINANCE - (TABLED FROM LAST MEETING)PETITION #80 -2 ZONING CHANGE REQUEST FROM RI AA TO P.S. ZONING - PROPERTY LOCATED ON SW CORNER OF BLUFORD & ORLANDO AVE. Comm. Stinnett moved to bring off table, seconded Comm. Whitehead. Unanimous. Comm. Lyle explained to the petitioner, Edwin Cortez that Orlando Avenue runs along the border of his property line and the portion abutting his property would have to be paved if the request is granted. Mr. Cortez agreed to pave the portion abutting his property. Comm. Stinnett moved to approve the request, seconded Comm. Whitehead. Unanimous. Comm. Lyle moved that title only of the Ordinance be read, seconded Comm. Stinnett. Unanimous. City Manager read ordinance by title only. Public Hearing and second reading will be held on 1 April 80. OR DINANCE - AMENDING ZONING ORDINANCE -lST READING IF APPROVED City Attorney explained the recommended changes to Sections 3.5 and 5.1 in Chapter II of the zoning ordinance. Comm. Whitehead moved to approve the changes, seconded Comm. Hager. Unanimous. Comm. Hager moved that title only of the ordinance be read, seconded Comm. Whitehead. Unanimous. City Manager read ordinance by title only. Public Hearing and second reading will be held on 1 April 80. COMMISSION ACTION ON ZONING BOARDS RECOMMENDATION REGARDING PETITION #80 -3 REQUESTING ZONING CHANGE FROM C2 TO R3 ON PROPERTY FRONTING SR438 BETWEEN TAYLOR & KISSIMMEE AVENUE - (ZONING BOARD RECOMMENDS DE NYING PETITION #80 -3) Comm. Lyle moved to accept the Planning & Zoning Boards recommendation to deny the zoning change request as stated in Petition #80 -3, seconded Comm. Hager. Unanimous. CI TY COMMISSION MEETING MINUTES 18 MARCH 80 AGE: TWO BEVERAGE LICENSE APPROVAL -SHOP & GO STORE TO BE CONSTRUCTED AT CORNER OF BL UFORD AVENUE AND GENEVA STREET - ROBERT GARRETT Comm. Lyle moved to approve the request, seconded Comm. Stinnett. Unanimous. DISC USSION REGARDING BUILDING OF CHURCH BETWEEN LEE AND FRANKLIN STREET Reverend Rodriguez requested permission to construct a church between Lee and Frnaklin Streets. Council explained that a petition for a special exception must be filed with the Board of Adjustment. ANNEXATION & ZONING REQUEST - 40 ACRE TRACT NORTH OF FOX FIRE SUBDIVISION Mr. Bill Goodman requested that the 40 acre tract north of Fox Fire Sub - division be annexed with the South ;� retaining its present zoning and the NW% be zoned R3(for apartments), and the NE be zoned R1(for single family residence with a minimum size of 1000 square feet of living area). Comm. Lyle asked Mr. Goodman if he would pave Adair Street if his request is granted. Mr. Goodman stated he would pave Adair Street from Wurst Road to the North line of the 40 acres. Comm. Stinnett moved to approve the annexation and zoning request, seconded Comm. Hager. Unanimous. "701" COMPREHENSIVE PLAN - COMMISSION APPROVAL TO ADOPT THE PLAN - REQUIRES TWO PUBLIC HEARINGS Comm. Stinnett moved to adopt the Plan and to use the Winter Garden Times for any needed advertising, seconded Comm. Lyle. Unanimous. REPORTS /INFORMATION City Manager reminded council that the city does not depend on Federal Revenue Sharing Funds to run the City. These funds are not included in the City's operating budget. West Orange Girls Club parade will be held on 29 March 80, at 10:00 A.M.. The Parade will start at the lst National Bank in Winter Garden, Mayor and Commissioners are invited to ride in the parade. Comm. Lyle requested that the City Manager fence the cabled area at Lake Moxie with a 6' chain link fence to keep people inside the lifeguard area. AUDIENCE A representative of the Womans Club stated that on April 22nd they were sponsoring a Town Meeting and they were requesting the use of the city copying machine. Council agreed to the use of the copying machine. The members of the Womans Club hope this will be an annual event. Council agreed to issue a Proclamation for that day.
