HomeMy WebLinkAbout04-15-1980MINUTES OF THE CITY COMMISSION MEETING OF THE CITY OF OCOEE HELD 15 APRIL 80 Mayor Freeman called the meeting to order at 7:30 P.M. and the meeting was opened with the Pledge of Allegiance to the Flag. Present were Comm. Lyle, Hager, Stinnett & Whitehead; City Manager, Vignetti; City Attorney, Rhodes; and City Clerk, Gann. 1 APRIL 80 COMMISSION MEETING M INUTES Comm. Stinnett moved to approve the minutes as presented, seconded Comm. Whitehead. Unanimous. PLANNING & ZONING BOARD DID NOT MEET ORDINANCE - AMENDING THE ZONING ORDINANCE - PUBLIC HEARING -2ND & FINAL READING Comm. Hager moved that ordinance be read by title only, seconded Comm. Lyle. Unanimous. City Manager read ordinance by title only. No one wished to speak for or against the adoption of the ordinance. Comm. Stinnett moved to adopt the ordinance as presented, seconded Comm. Whitehead. Unanimous. Ordinance adopted. ORDINANCE - ADOPTION OF "701" COMPREHENSIVE PLAN -2ND PUBLIC HEARING -2ND AND FINAL READING Comm. Whitehead moved that ordinance be read by title only, seconded Comm. Stinnett. Unanimous. City Manager read ordinance by title only. No one wished to speak for or against the adoption of the ordinance. Comm.Whitehead moved to adopt the ordinance as presented, seconded Comm. Stinnett. Unanimous. Ordinance adopted. ORDINANCE VACATING & ABANDONING 5 FOOT EASEMENTS BETWEEN LOTS 115 & 116 TW IN LAKES MANOR 1ST ADDITION - 1ST READIN Comm. Hager moved that title only of ordinance be read, seconded Comm. Lyle. Unanimous. City Manager read ordinance by title only. Public Hearing and second reading will be held on 6 May 80. BR ENTWOOD SUB- DIVISION - ENTRANCE SIGN City Manager reported that the "Brentwood" entrance sign needs to be painted Comm. Lyle moved to hire someone to paint the sign, seconded Comm. Stinnett. Unanimous. WAIVER OF PERMIT FOR KIDDIE RIDE - OCOEE UNITED METHODIST CHURCH Comm. Whitehead moved to waive the permit fee for the kiddie rides at the Ocoee United Methodist Church, seconded Comm. Stinnett. Unanimous. REPORTS & INFORMATION /CITY MANAGER /MAYOR /C OMMISSIONERS City Manager reported that there would be a meeting of the Board of Adjust- ment on 16 April 80 to consider a Special Exception (permitting a church to be constructed in an R1 zoning district). City Manager stated that there would be a Town Meeting at 7:30 P.M. an 22 April 80 at the Ocoee Womens Club. COMMISSION MEETING MINUTES 15 APRIL 80 pat�-F mran REPORTS & INFORMATION CONTINUED Comm. Lyle moved to amend the zoning ordinance to allow the construction of Funeral Homes as a Special Exception in Cl and PS zoning, Comm.Stinnett seconded. Comm. Lyle & Stinnett voted yea. Comm. Hager & Whitehead voted nay. To break the tied vote Mayor Freeman voted yea. Motion carried. Comm. Lyle moved to draw up an ordinance amending the zoning ordinance to include Funeral Homes as a Special Exception in Cl and PS zoning, seconded Comm. Stinnett. Comm. Lyle & Stinnett voted yea. Comm. Hager & Whitehead voted nay. to break the tied vote Mayor Freeman voted yea. Motion carried. Comm. Stinnett moved to discontinue the mailing of the Commission meeting minutes, seconded Comm. Whitehead. Unanimous. FY 79180 2ND QUARTER BUDGET BRIEFING -CITY MANAGER City Manager briefed council on the 2nd Quarter FY 79180 Budget. City Manager recommended purchasing a pickup truck for the Water Dept. Comm. Lyle moved to obtain bids for a pickup truck, seconded Comm.Stinnett. Unanimous. City Manager recommended negotiating with Bennett Truck Equipment for a Hoist for the new sanitation packer. Comm. Lyle moved to approve the recommendation, seconded Comm. Whitehead. Unanimous. City Manager recommended hiring a part time clerk for the Police Dept. at the minimum wage. Comm. Stinnett moved to approve the recommendation, seconded Comm. Whitehead. Unanimous. -1 City Manager stated that Council should consider abolishing the ambulance service. Council requested a cost study and a break down of the pro and con benefits of the ambulance. City Manager requested that Council consider not offering dependent health insurance. Council agreed to take request under advisement. City Manager recommended giving all permanent employees to include the ones on probation a 5% raise effective 19 April 80. Comm. Whitehead moved to approve the recommendation, seconded Comm. Stinnett. Unanimous. City Manager strongly recommended that the City of Ocoee secede from Orange County.
