Mayor Freeman called the meeting to order at 7:30 P.M. and the meeting was
opened with the Pledge of Allegiance to the Flag. Present were Comm. Lyle,
Hager, Stinnett & Whitehead; City Manager, Vignetti; City Attorney, Rhodes;
and City Clerk, Gann.
15 APRIL 80 COMMISSION MEETING MINUTES
Minutes of the 15 April 80 Commission meeting were read. Comm. Lyle stated
that on page two, paragraph 8 of the minutes the word "ambulance" should be
corrected to read "rescue ". Comm. Hager moved to approve the minutes as
corrected, seconded Comm. Whitehead. Unanimous.

Minutes of the Board of Adjustment meeting held 16 April 80 were read
into the record for information only.

Comm. Whitehead moved to read the ordinance by title only, seconded Comm.
Hager. Unanimous. City Manager read the ordinance by title. No one wished
to speak for or against the adoption of the ordinance. Comm. Hager moved
to adopt the ordinance as presented, seconded Comm.Whitehead. Unanimous.

ORDINANCE AMENDING ORDINA #71 - PERMITTING FUNERAL PARLORS & MORTUARYS AS
A SPECIAL EXCEPTION -1ST READING
Comm. Lyle moved that title only of the ordinance be read, seconded Comm.
Stinnett. Unanimous. City Manager read ordinance by title only. Public
hearing and final reading of the ordinance will be held 20 May 80.
BOARD OF ADJUSTMENT REGARDING PETITION #80- 4(SPECIAL EXCEPTION TO CONSTRUCT
A CHURCH IN AN Rl ZONING DISTRICT)
Board of Adjustment recommended deDying Petition #80 -4. City Manager stated
that the members of the Board of Adjustment had expired and therefore
the Petition should not have been accepted. Mayor recommended re- funding
the Petitioners the $100 fee. Comm. Whitehead moved to refund the $100 to
the Petitioner, seconded Comm. Stinnett. Unanimous.
BO ARD OF ADJUSTMENT RE- APPOINTMENTS
Comm. Stinnett moved to re- appoint the existing members of the Board of
Adjustments with staggering terms (see attached), seconded Comm.Whitehead.
Unanimous.
LA KE OLYMPIC PROJECT PROGRESS REPORT - DR. FERDINAND
Dr. Ferdinand stated that they were way behind on their time table for the
completion of the three (3) model buildings, due to the high cost of
interest rates, but they expected to have the three (3) buildings completed
by the end of summer or the first of fall and they would be using septic
tanks for the three (3) buildings and would drill their own well until
the water line was extended and the first phase started then they would
connect to the Citys water system and hook on to the sewer system owned
by Bill Goodman.
Council stated that they did not recall granting approval for the use of
septic tanks or a well. Council agreed to research the minutes and tapes
of previous meetings and would hold a work session 13 May 80 with the
City Engineer and Dr. Ferdinand
CO MMUNITY CENTER PARK IMPROVEMENT -CITY MANAGER
City Manager reported that Mrs. Cornelia Breeze would like to contribute
some monies toward the painting of the Youth Center and the purchasing
of picnic tables and grills for the park area around the Youth Center.
Comm. Lyle moved to authorize the City Manager to look into the cost
of up grading the park and youth center area, seconded Comm. Stinnett.
Unanimous.
REPORTS /INFORMATION /CITY MANAGER /MAYOR /COMMISSIONE
City Manager stated he had received a favorable report on the sub - surface
soil investigation at Well #1 and was requesting authorization to pay
Jammal & Assoc. $1,950.00. Comm. Lyle moved to pay the $1,950 from Water
Dept. account # 533.64.C, seconded Comm. Whitehead. Unanimous.
Comm. Stinnett moved to pay Dodge World $4,893. for the purchase of a
pick -up truck from Water Dept. account #533.64.8, seconded Comm. Hager.
Unanimous.

REPORTS /INFORMATION CONTINUED:
City Manager reported that Bill Goodman had requested a zoning change
in North Springdale Sub- division from R1A to Rl. Comm. Lyle moved to deny
the request. Motion died for lack of a second. Comm. Whitehead moved
to direct the request to the Zoning Board, seconded Comm. Stinnett.UNanimous
Mayor Freeman introduced Calvin "Bud" Trillin. Mr. Trillin is a writer for
the New York, New Yorker.
Comm. Hager moved to up -grade the entrance to the cemetery, seconded
Comm. Stinnett. Unanimous.
Comm. Lyle questioned the City Attorney on the secession movement.
The City Attorney stated that there was no consitutional prohibition.
City Attorney further stated that the secession could be accomplished
through the legislature, however he felt the City should look into the
ramifications of operating as a county.
Mayor Freeman recommended that the City Manager and himself meet with
Jim Harris and Larmar Thomas of Orange County without the presence of the
Press, if this would not be violating any laws. if it is illegal he
suggested having the meeting with the press in attendance. Council agreed.
