HomeMy WebLinkAbout05-20-1980MINUTES OF THE CITY COMMISSION MEETING OF THE CITY OF OCOEE HELD 20 MAY 1980 Mayor Freeman called the meeting to order at 7:30 P.M. and the meeting was opened with the Pledge of Allegiance to the Flag. Present were Comm. Lyle, Hager & Whitehead; City Manager, Vignetti; City Attorney, Rhodes; and City Clerk, Gann. Comm. Stinnett was absent. 6 MAY 80 COMMISSION MEETING MINUTES Minutes of the City Commission meeting held 6 May 80 were read. Comm. Whitehead moved to approve minutes as read, seconded Comm. Hager. Unanimous. 15 MAY 80 ZONING BOARD MEETING MINUTES Minutes of the Zoning Board meeting held 15 May 80 were read into the record for information only. ORDINANCE:AMENDING ORDINANCE #710:PERMITTING FUNERAL PARLORS & MORTUAR AS SPECIAL EXCEPTIONS IN Cl AND P.S. ZONING DISTRICTS -FINAL READING & PUBLIC HEARING Comm. Lyle moved that title only of ordinance be read, seconded Comm. Hager Unanimous. City Manager read ordinance by title only. No one wished to speak for or against the adoption of the ordinance. Comm. Lyle moved to adopt the ordinance as presented, seconded Comm. Hager. Unanimous. RESOLUTION AMENDING SECTION 40 OF ORDINANCE #637 -FINAL READING &PUBLIC HEARING Comm. Whitehead moved that title only of resolution be read, seconded Comm. Lyle. Unanimous. City Manager read resolution by title only. No one wished to speak for or against the adoption of the resolution. Comm. Whitehead moved to adopt the resolution, seconded Comm. Hager. Unanimous. RESOLUTION AMENDING SECTION 39 OF ORDINANCE #638 -FINAL READING &PUBLIC HEARING Comm. Hager moved that title only of the resolution be read, seconded Comml Unanimous. PA GE TWO COMMISSION MEETING MAY LAKE OLYMPIC PROJECT - DR. FERDINAND Dr. Ferdinand presented final plat of project and requested permission to start construction on Phase I of the project, which will include the construction of 5 quadruplex units (or 20 condominiums), these units will be on septic tanks until activity begins on Phase II. Dr. Ferdinand stated that included in Phase I will be the looping of the water line under the canal and running 10" lines from Stinnett Drive down along White Road to the project, during Phase II they will loop the line from the project back into the Lake Shore Gardens System. Dr. Ferdinand further stated that the holding pond would be maintained by the Home Owners Assoc. with the City having the option to take it over if they should ever want to, they will provide the city with necessary easements to the holding ponds. Comm. Lyle moved to approve Phase I contingent upon the City receiving a copy of the HomeOwners Agreement and agreement or easements relative to the holding ponds, seconded Comm. Whitehead. Unanimous. Council authorized Mayor Freeman to sign the plat once the HomeOwners Agreement and a written agreement or easements relative to the holding ponds is received. COMMISSION ACTION ON PETITION #80 -5 ZONING CHANGE REQUEST (Rla TO Rl)- PROPERTY LOCATED IN NORTH SPRINGDALE SUBDIVISION The Zoning Board recommended that the zoning change request be denied. Comm. Lyle moved to accept the Zoning Board's recommendation and deny the zoning change request, seconded Comm. Whitehead. No vote was taken. City Attorney stated that the Petitioner was entitled to a Public Hearing. City Manager was instructed to set up a Public Hearing. REQUEST FOR FIRE PROTECTION - DONALD GREER Mr. Greer requested fire protection for a new subdivision to be called "Lake Butler Estates ". This subdivision will be west of the Windermere School and in an unincorporated area. Comm. Lyle moved to grant the request and to charge the prevailing rate in the area, seconded Comm. Whitehead. Unanimous. TWIN LAKES MANOR DRAINAGE - JEFF FUQUA Mr. Fuqua requested permission to use retention ponds instead of swales in the area around the lake in Twin Lakes Manor Subdivision.Comm.Whitehead moved to approve the concept of the holding ponds and instructed Mr. Fuqua to work with the City Manager & the City Engineer, seconded Comm. Lyle. Unanimous. The city agreed to maintain the holding ponds. BO WNESS ROAD Comm. Lyle moved to authorize the City Manager to negotiate a cost for the engineering the paving of Bowness Road, seconded Comm. Whitehead. Unanimous. FE DERAL REVENUE SHARING AUDIT REPORT FOR YEAR ENDING 30 SEPTEMBER 79 Comm. Lyle moved to accept the Audit Report, seconded Comm.Hager.Unanimous. PA GE THREE COMMISSION MEETING 20 MAY 80 ZONING BOARD APPOINTMENT -RAY LAIT HAS MOVED OUT OF THE CITY Comm. Lyle moved to appoint Bill Breeze to the Zoning Board for a three (3) year term, seconded Comm. Whitehead. Unanimous. Comm. Whitehead moved to appoint Bill Breeze as an alternate to the Board of Adjustment, seconded Comm. Hager. Unanimous. SL EEPY HARBOR EAST ENTRANCE CONSTRUCTION PLANS - RALPH RODGERS On behalf on the Home Owners Assoc. Mr. Rodgers requested that the city allow them to construct a east entrance sign A110pp to Sleepy Harbor three feet on the right -of -way and that the city waive any permit fee. Mr.Rodgers stated that this sign would be constructed and maintained at the expense of the Sleepy Harbor Home Owners Assoc. City Manager stated that Mr.Rodgers would need permission from the county on the right -of -way. Comm. Hager moved to approve the request, seconded Comm. Whitehead. Unanimous. T rrn r L+TrnV Karen Luttrell of 904 Hawaii Drive stated that water constantly stands at the corner of Hawaii & Alaska Drive. Council directed the City Manager to install a french drain in the area. On behalf of the P.T.O. Reverend Lynch requested that the City declare June 8, 1980 as "Evelyn Newberg Day ". Reverend Lynch invited the Mayor and Commissioners to the Open House in honor of Mrs. Newberg to be held on June 8th between the hours of 2 and 4 P.M. Comm. Hager moved to grant Reverend Lynch's request, seconded Comm. Whitehead. Unanimous. REPORTS /INFORMATION /CITY MANAGER /MAYOR /COMMI SSIONERS City Manager reported that City Hall will be closed Memorial Day, 26 May 80, with the Police, Fire and Sanitation operating as usual. Comm. Whitehead moved to allow Mr. Hardy to continue living in his mobile home in a residential area for another year, seconded Comm. Lyle.Unanimous. MEETING ADJOURNED AT 9:40 P.M. ATTEST: CIT CLERK
