Present were Comm. Hager, Stinnett and Whitehead; City Manager, Vignetti; City Attorney, Rhodes; and City Clerk, Gann. Mayor Freeman was absent. Ot JULY 80 COMMISSION MEETING MINUTES Minutes of the 1 July 80 Commission Meeting were read. Comm. Stinnett moved to approve the minutes as read, seconded Comm. Whitehead. Unanimous. PLANNING AND ZONING BOARD DID NOT MEET ORDINANCE - VACATING & CLOSING KENTWOOD STREET - PUBLIC HEARING -2N READING Comm. Hager moved that ordinance be read by title only, seconded Comm. Whitehead. Unanimous. City Manager read ordinance by title only. No one wished to speak for or against the adoption of the ordinance. Comm. Stinnett moved to adopt the ordinance, seconded Comm. Whitehead. Unanimous. ORDINANCE - ANNEXATION OF 20 ACRES NORTH OF N.SPRINGDALE SUB - DIVISION -CITY OWNED PROPERTY -1ST READING Comm. Whitehead moved that title only of the ordinance be read, seconded Comm. Stinnett. Unanimous. Public Hearing and second reading of the ordinance will be held on 5 August 80. WAIVER OF BUILDING PERMIT FEE - WAYNE VAUGHN Representing the Ocoee Lions Club, Wayne Vaughn requested that the city waive any permit fee for the renovation of the old railroad depot by the Ocoee Lions Club. Comm. Stinnett moved to approve the request, seconded Comma Whitehead. Unanimous. PRESENTATION OF CONTENTS IN CORNERSTONE OF JR. HIGH SCHOOL -MIKE MEKDECI Mr. Mike Mekdeci of the Orange County School Board presented to council the memorabilia that was placed in the cornerstone when the Ocoee Elementary School was constructed in 1922. ANNEXATION REQUEST -LOTS 8,9, &10 HILLCREST HEIGHTS- MR. &MRS.HOWARD WALLIS ANNEXATION REQUEST -LOTS 11 &12 HILLCREST HEIGHTS -MR. LESLIE STE_W Comm. Stinnett moved to table both requests, seconded Comm.Whitehead.Unanimou: REPORTS /INFORMATION City Manager stated that construction was under way on the Lake Olympic water line and he was requesting permission to instruct the City Engineer, Walter Kuhrt to do the necessary engineering for the new well that is to be constructed on Kissimmee Avenue. Comm. Stinnett moved to approve the request, seconded Comm. Whitehead. Unanimous. City Manager stated that he has a request to abandon the west end of Center Street. Comm. Whitehead moved to approve the request, seconded Comm. Stinnett. Unanimous. COMMISSION MEETING MINUTES 15 JULY 1980 D A /- F m W-n TEN MINUTE RECESS (8:00 P.M. - 8:10 P.M.) BUDGET REVIEW City Manager briefed council on the 3.rd Quarter of FY 79 -80 Budget. Council agreed that the cost of the Fire Contracts for West Orange Fire Control District, Town of Windermere, Lake Butler and Maguire Airport should remain the same for FY 80181. LAND PLANNER (PROVIDED BY BILL GOODMAN Bob Laundry, Land Planner presented a preliminary plan for a park to be considered for construction on the city owned twenty acres. Mr. Laundry left the plans and requested that they be looked over and that he be contacted with additional input for a possible final plan. MEETING ADJOURNED AT 9:35 P.M. VIGNETTI CITY MANAGER BEAUTIFUL LAKES GOOD FISH I NGGROUNDS NEW HOUSING DEVELOPMENTS WELCOME TOURISTS During a formal meeting of the City Commission on 15 July 80 in the Commission Chambers located in the City Hall, City of Ocoee, Florida I voted on an agenda item, closing and vacating a portion of Kentwood Street which I consider a voting conflict. The closing and vacating of a portion of Kentwood Street would result in my personal gain as I own property bordering on this street. My property borders on the south side of Kentwood Street for a distance of 240 feet. The vote of the City Commission was unanimous.
