Mayor Freeman called the meeting to order at 7:30 P.M. and the meeting was
opened with the Pledge of Allegiance to the Flag. Present were Comm. Hager,
Stinnett and Whitehead; City Manager, Vignetti; City Attorney, Rhodes; and
City Clerk, Gann. Comm. Lyle was absent.
15 JULY 80 COMMISSION ME ETING MINUTES
Minutes of the 15 July 80 Commission Meeting were read. Comm. Stinnett
moved to approve the minutes as read, seconded Comm. Hager. Unanimous.
ORDINANCE - ANNEXATION OF 20 ACRES NORTH OF NORTH SPRINGDALE SUBDIVISION -(City
OWNED PROPERTY) PUBLIC HEARING -2ND READING
Comm. Hager moved that title only of the ordinance be read, seconded Comm.
Whitehead. Unanimous. City Manager read ordinance by title only. No one
wished to speak for or against the adoption of the ordinance. Comm. Stinnett
moved to adopt the ordinance, seconded Comm. Whitehead. Unanimous.
ORDINANCE - ABANDONMENT & VACATION OF A PORTION OF CENTER STREET - 1ST READING
Comm Hager moved that title only of the ordinance be read, seconded Comm.
Whitehead. Unanimous. City Manager read ordinance by title only. Public
Hearing and second reading of the ordinance will be held on 2 September 80.
BID OPENING- STREET SWEEPER - (FEDERAL REVENUE SHARING EXPENDITURE)
Two bids were submitted:
Bennett Trucking Co. = $38,876.00
FMC CORP. _ $36,034.00
Comm. Whitehead moved to purchase the sweeper from FMC Corp. for $36,034.00,
seconded Comm. Stinnett. Unanimous.
REQUEST FOR FINANCIAL ASSISTANCE - FORMER MA JOHN MINOR
On behalf of the Ocoee Lions Club Mr. Minor requested a donation of $1,000.
to help defray the cost of putting a new roof on the west one -half of the
old depot, which is the new home of the Ocoee Lions Club. Comm. Whitehead
moved to donate $1,000., seconded Comm. Hager. Unanimous.
REQUEST FOR PLAT APPROVAL NORTH SPRINGDALE SUB - DIVISION (THE MEADOWS)
Jeff Fuqua requested final plat approval of Phase I of The Meadows subject
to approval of the engineering plans. Council questioned Mr. Fuqua reference
to there being only two- entrance to the sub - division in Phase I. Mr. Fuqua
agreed that if Phase II of the project does not follow within twelve months
of Phase I they will pave Little Springhill Drive to the City's specifi-
cations. Comm. Whitehead moved to approve the plat subject to approval of
the engineering plans, seconded Comm...Stinnett. Unanimous.
COMMISSION ACTION ON ZONING BOARD R ECOMMENDATION
The Planning & Zoning Board recommended that the property bordered on the
South by Center Street, on the North by Flewelling Street including those
lots immediately West of West Avenue and immediately East of Orange Avenue

be rezoned from RlAAA to RIA. Comm. Hager moved to accept the Planning
& Zoning Boards recommendation, seconded Comm. Stinnett. Unanimous.
DOG PROBLEM COMPLAINT - MRS. MARSHA BRADDY
On behalf of a large group of citizens that live in Pioneer Key Park #2,
Mrs. Braddy complained to council about the severe problem they are having
with dogs running loose in the area. Mayor Freeman directed the City Manager
to write County Commissioner Fischer and request his presence at the
19 August 80 City Commission meeting, Mayor Freeman also requested that the
citizens be present at that meeting to discuss this problem with Comm.Fischer
and to explain to him the lack of cooperation they are receiving from
Orange County Animal Control.
SELECTION OF STREETS FOR PAVING IMPROVEMENTS
Council agreed on the following streets; Center Street, Rewis Street and
Jay Street.
MR. NICK MAXEY - DONATION REQUEST
Representing the Ocoee Junior High Athletic Assoc., Mr. Maxey requested
that the city purchase the back page of the new football program for a
cost of $125.00. Comm. Whitehead moved to approve the request, seconded
Comm. Stinnett. Unanimous.
FY 80181 BUDGET FAMILIARIZATION
City Manager familiarized council with the FY 80181 Budget.
City Manager stated that to generate $260,000. in revenue he was recommending
setting the millage rate at 3.593 mills. Comm. Whitehead moved to accept
the recommendation, seconded Comm. Stinnett. Unanimous.
City Manager stated that due to the Homestead Exemption Laws that will be
voted on by the public this fall a tenative budget would have to adopted
in late September and the final adoption in late November.

Former Ocoee Police Officer, David Tittsworth stated he felt the action
taken against him by the City Manager .was, unfair and in violation of his
rights. Mayor Freeman stated that this was a personnel problem between
Mr. Tittsworth and the City Manager, therefore council could not help him.
David Aho complained about the heavy equipment being kept in the yard of a
citizens that resides on Hill Avenue. Council agreed to have the Police Chief
handle the matter, if no results council will adopt an ordinance prohibiting
heavy equipment in residential areas.
