HomeMy WebLinkAbout09-02-1980MINUTES OF THE CITY COMMISSION MEETING OF THE CITY OF OCOEE HELD 2 SEPT. 1980 Mayor Freeman called the meeting to order at 7:30 P.M. and the meeting was opened with the Pledge of Allegiance to the Flag. Present were Comm. Hager, Lyle, Whitehead & Stinnett; City Manager Vignetti; City Attorney, Rhodes; and City Clerk, Gann. 19 AUGUST 80 COMMISSION MEETING MINUTES Minutes of the 19 August 80 Commission meeting were read. Comm. Stinnett moved to accept the minutes as read, seconded Comm. Whitehead. Unanimous. TROPHY PRESENTATION On behalf of the Ocoee Little League, Chief Turner presented council with a trophy and thanked them for their continued support of the Little League. PLANNING & ZONING BOARD DID NOT MEET ORDINANCE - ZONING CHANGE RlAAA TO R1A -2ND READING - PUBLIC HEARING -LOTS NORTH OF CENTER STREET BETWEEN WEST AVENUE & ORANGE AVENUE Comm. Whitehead moved that title only of the ordinance be read, seconded Comm. Hager. Unanimous. City Manager read ordinance by title only. No one wished to speak for or against the adoption of the ordinance. Comm. Lyle moved to adopt the ordinance, seconded Comm. Hager. Unanimous. ORDINANCE - ABANDONING & VACATING A PORTION OF CENTER STREET -2ND READING - PUBLIC HEARING Comm. Hager moved that title only of the ordinance be read, seconded Comm. Stinnett. Unanimous. City Manager read ordinance by title only. No one wished to speak for or against the adoption of the ordinance. Comm.Whitehead moved to adopt the ordinance, seconded Comm. Hager. Unanimous. Comm.Lyle stated that this action was a conflict of interest and to comply with Florida Statutes he would file a statement. ANNEXATION REQUEST- MR.C.M. HODGE City Manager explained that Mr. Hodge had made a written request for annexation. Comm. Stinnett moved to annex the Hodge property, seconded Comm. Whitehead. Unanimous. Comm. Stinnett moved to zone the Hodge property R1A, seconded Comm. Hager. Unanimous. COMPLAINT -LACK OF POLICE PROTECTION -SMITH BRANCH On behalf of the Sleepy Harbor Homeowners Assoc. Mr. Branch expressed concern in reference to the recent rash of break -ins in the Sleepy Harbor area. Mr. Branch stated that the residents of Sleepy Harbor were willing to pay higher taxes for additional police protection. Police Chief Turner suggested several methods that might give the area more protection. COMMUNITY DEVELOPMENT PROGRAM City Manager stated that the county was asking the City to participate in the Community Development Program again this year. Comm. Lyle moved to participate, seconded Comm. Whitehead. Unanimous. CITY COMMISSION MEETING n T /I L' m r.7n 2 SEPTEMBER 80 CODE ENFORCEMENT BOARD Comm. Lyle moved to draw up necessary ordinance to establish a Code Enforcement Board, seconded Comm. Stinnett. Unanimous. BID OPENING- RESURFACING OF REWIS STREET,CENT STREET & A PORTION OF JAY ST. The following bids were submitted: Orlando Paving - $45,669. Dixie Asphalt - $43,045. Comm. Stinnett moved to accept the bid submitted by Dixie Asphalt for $43,045., seconded Comm. Whitehead. Unanimous. REPORTS /INFORMATION City Manager stated he had received a letter from the county stating that unless the city signs an agreement to pay the county for maintenance on traffic lights as of 1 Oct. 80, they will no longer repair them. Based on the recommendation of the City Attorney no action was taken. City Manager requested permission to obtain bids on repairing & painting the facings of the Fire Dept. building, Police Dept. building & the City Hall building. Council agreed to approve the request. City Manager requested permission to hire an additional man in the Water Dept. Comm. Stinnett moved to grant the request, seconded Comm.Lyle.Unanimous PLACEMENT OF CEMETERY SIGN Comm. Hager moved to face the sign south, seconded Comm. Whitehead. Comm. Whitehead & Hager voted yea. Comm. Stinnett & Lyle voted nay. To break the tied vote Mayor Freeman voted nay. Motion did not pass. The sign will be placed to face Geneva Street. MEETING ADJOURNED AT 9:43 P.M MA YOR ATTEST: CITY CLERK
