HomeMy WebLinkAbout09-16-1980MINUTES OF THE CITY COMMISSION MEETING OF THE CITY OF OCOEE HELD 16 SEPT. 1980 Mayor Freeman called the meeting to order at 7:30 P.M. and the meeting was opened with the Pledge of Allegiance to the Flag. Present were Comm. Lyle, Stinnett, Hager & Whitehead; City Manager, Vignetti; City Attorney, Rhodes; and City Clerk, Gann. 2 SEPTEMBER 80 COMMISSION MEETING MINUTES Minutes of the 2 September 80 Commission meeting were read. Comm. Stinnett moved to approve the minutes as read, seconded Comm. Whitehead. Unanimous. PLANNING & ZONING BOARD DID NOT MEET ORDINA - ANNEXATION -LOT ON OCOEE HI ROAD -1ST READING Comm. Whitehead moved that title only of the Ordinance be read, seconded Comm. Hager. Unanimous. City Manager read ordinance by title only. Public Hearing and second reading of the ordinance will be held on 7 Oct. 80. ORDINANCE - ZONING -LOT ON OCOEE HILLS ROAD (TO BE ZONED RlA) -1ST READING Comm. Stinnett moved that ordinance be read by title only, seconded Comm. Hager. Unanimous. City Manager read ordinance by title only. Public Hearing and second reading of the ordinance will be held on 7 October 80. PROCLAMATION - PROCLAIMING 8 OCTOBER 80 AS CITY OF OCOEE "911" DAY Mayor Freeman requested that the Proclamation be read in its entirety. City Manager read the Proclamation in its entirety. Comm. Lyle moved to adopt the Proclamation, seconded Comm. Stinnett. Unanimous. RESOLUTION- PARTICIPATION WITH ORANGE COUNTY IN T 1981182 COMMUNITY BLOCK GRANT PROGRAM Comm. Whitehead moved that the Resolution be read in its entirety,seconded Comm. Hager. Unanimous. City Manager read the Resolution in its entirety. Comm. Hager moved to adopt the Resolution,seconded Comm.Stinnett.Unanimous. TRAFFIC SIGNAL SERVICE AGREEMENT - MAINTENANCE OF TRAFFIC SIGNALS BY ORANGE COUNTY EFFECTIVE 1 OCTOBER 80 City Attorney stated he had examined the Agreement and recommended that Council sign it. Comm. Lyle moved to sign the Agreement, seconded Comm. Stinnett. Unanimous. BID OPENING -SHOP PAVING The following bids were submitted: MEADORS CONCRETE - $4,377.20 D &G MASONRY - $4,182.00 Comm Lyle moved to accept the low bid provided the bids meets the 5000 PSI specifications, seconded Comm. Whitehead. Unanimous. COMMISSION MEETING c� SEPT. 16, 1980 PAGE TWO BID OPENIN - PAINTING OF FACADE - 3 BUILDINGS The following bids were submitted: Jacks Roofing & Painting = $600.00 Pass Painting, Inc. _ $1,919.00 Comm. Lyle moved to accept the low bid provided the Company is bonded. Motion died for lack of a second. Comm. Stinnett moved to table, seconded Comm. Whitehead. Unanimous. REQUESTS FROM PRIMA VISTA HOME OWNERS ASSOCIATION On behalf of the Prima Vista Homeowners Assoc. Mr. Bruce Beatty stated that flashers for school crossings were needed in two areas on Orlando Avenue. Council felt that moveable (roll -out) signs, crossing guards and the road painted stating "Slow School Crossing" would be effective. The residents of Prima -Vista further requested that the "Ocoee Cemetery" sign be removed from Geneva Street. Comm. Stinnett made a motion to remove the sign, seconded Comm. Whitehead. Unanimous. The residents of Prima Vista feel that additional monies should be included in the 80181 budget for recreation on the South side of town. SLEEPY HARBOR HOMEOWNERS ASSOCIATION -SMITH BRANC On behalf of the Sleepy Harbor Homeowners he had been informed by the City Building east entrance sign to Sleepy Harbor was b and he was requesting guidance as to what the best alternative would be to obtain a sign is constructed on and deed it to the Association, Mr. Branch stated Inspector%, Cecil Hurst that the eing constructed on private property to do next. Council stated that deed for the portion of land the City. REPORTS /INFORMATION City Manager stated he needed authority to pay Dixie Asphalt. Comm.Whitehead moved to pay Dixie Asphalt $25,786.08 from Street Dept. Acct #541.688, seconded Comm. Stinnett. Unanimous. City Manager gave a report on the Public Service Commission ruling regarding sewerage rates in the Industrial Park. City Manager reminded council of the Public Hearing to be held at 5:01 P.M. 26 September 80. City Manager stated he needed two trees cut down as soon as possible and he was requesting authorization to work with the Mayor on opening the bids. Comm. Stinnett moved to grant approval, seconded Comm. Hager. Unanimous. MEETING ADJOURNED AT 9:10 P.M. ATTEST: MAYO CITJ!� CLERK t_ MINUTES OF A PUBLIC HEARING HELD BY CITY COMMISSION OF OCOEE ON 26 SEPTEMBER 1980 Mayor Freeman called the Public Hearing meeting to order at 5:01 P.M. Present were Comm. Lyle, Hager & Whitehead; City Manager, Vignetti; City Attorney, Rhodes; and City Clerk, Gann. Comm. Stinnett was absent. City Manager explained that this meeting was called to hold a Public Hearing on the adoption of a Tentative Budget for Fy 80181 and to set a proposed millage rate (3.593 per $1,000 of assessed property value) for Fy 80/81. City Manager briefed council and the audience on the proposed FY 80181 Tentative Budget. Comm. Hager moved to adopt the Tentative Budget as briefed for FY 80 181, seconded Comm. Whitehead. Unanimous. Comm. Lyle moved to set the proposed millage rate at 3.597 mills for FY 80181, seconded Comm. Hager. Unanimous. Meeting adjourned at 5:54 P.M. MA Y ATTEST: CIq CLERK
