HomeMy WebLinkAbout11-18-1980MINUTES OF THE CITY COMMISSION MEETING OF THE CITY OF OCOEE HELD 18 NOVEMBER 80 Vice Mayor Lyle called the meeting to order at 7:30 P.M. and the meeting was opened with the Pledge of Allegiance to the Flag. Present were Comm. Hager and Whitehead; City Manager, Vignetti; City Attorney, Rhodes; and City Clerk, Gann. Mayor Freeman and Commissioner Stinnett were absent. 4 NOVEMBER 80 COMMISSION MEETING MINUTES Minutes of 4 November 80 Commission meeting were read. Comm. Whitehead moved to accept the minutes as read, seconded Comm. Hager. Unanimous. 5 NOVEMBER 80 CANVASSING BOARD MEETING MINUTES Minutes of 5 November 80 Canvassing Board meeting were read. Comm. Hager moved to accept the minutes as read, seconded Comm. Whitehead. Unanimous. 13 NOVEMBER 80 CANVASSING BOARD ME ETING MINUTES Minutes of the 13 November 80 Canvassing Board meeting were read. Comm.Hager moved to accept the minutes as read, seconded Comm.Whitehead. Unanimous. ORDINANCE - ANNEXATION -LOTS 13,14 &15 BLK B SOUTH SPRINGDALE SUB. -1ST READING Comm. Whitehead moved that the ordinance be read by title only, seconded Comm. Hager. Unanimous. City Manager read ordinance by title only. Public Hearing and 2nd reading of the ordinance will be held on 16 December 80. RESOLUTION ESTABLISHING MILLAGE RATE FOR FY 80181- $4.467 PER $1,000 OF ASSESSED VALUE City Manager read the Resolution in its entirety. Comm.Hager moved to adopt the Resolution, seconded Comm. Whitehead. Unanimous. EAGLE SCOUT SERVICE PROJECT -MARK MERCHANT City Manager briefed council on the services performed by Mark Merchant for the City. Vice -Mayor Lyle invited Mark to fill a commission chair for this meeting as an honorary commissioner and thanked him on behalf of the City. RESOLUTION ESTABLISHING BUILD PERMIT FEES Comm.Hager moved that title only of the Resolution be read, seconded Comm. Whitehead. Unanimous. City Manager read Resolution by title only. Comm. Hager moved to adopt the Resolution, seconded Comm. Whitehead. Unanimous. RESOLUTION ESTABLISHING ELECTR PERMIT FEES Comm. Hager moved that title only of the Resolution be read, seconded Comm. RESOLUTION ESTABLISHING PLUMBING PERMIT FEES Comm Hager moved that title only of the Resolution be read, seconded Comm. Whitehead. Unanimous. City Manager read Resolution by title only. Comm. Hager moved to adopt the Resolution, seconded Comm.Whitehead. Unanimous. NOVEMBER 18,1980 COMMISSIO MEETING MINUTES -PAGE TWO RESOLUTION ESTABLISHING MECHANICAL PERMIT FEES Comm. Hager moved that title only of the Resolution be read, seconded Comm. Whitehead. Unanimous. City Manager read Resolution by title only. Comm. Hager moved to adopt the Resolution, seconded Comm. Whitehead. Unanimous. PROCLAMATION- SOROSIS CLUB OF ORLANDO - PROCLAIMING WEEK OF 23 -29 NOVEMBER 80 AS NATIONAL FAMILY WEEK City Manager read the Proclamation in its entirety. Comm. Whitehead moved to adopt the Proclamation, seconded Comm. Hager. Unanimous. BURROUGHS L- 9000 - UPGRADE PROPOSAL -JODY AUSTIN Mr. Austin of Burroughs Corp. briefed council on the upgrading of the Citys' present computer system. The cost of the system will be $15,000 for the equipment and $450. for the installation, this will be paid for with Federal Revenue Sharing funds. Comm. Hager moved to accept the proposal and to upgrade the present system, seconded Comm.Whitehead. Unanimous. BIDS - POLICE VEHICLES The following bids were submitted: CLARK,CHRYSLER,PLYMOUTH: $7,772.70 1981 CHRYSLER LA BARON 6,014.00 1980 PLYMOUTH VALORE' LUKE POTTER DODGE $7,902.40 1981 PLYMOUTH VALORE' BILL KRIBS $7,203.89 1981 FORD FAIRMONT Chief Turner recommended purchasing the 1980 Valores for $6,014 each. Comm. Whitehead moved to purchase three(3) 1980 Valores' for $6-,1e each and to give one of them to the City Manager and take the City Manager's present car and give it to the Police Dept., seconded Comm.Hager. Unanimous. PROPOSAL REPAIR OF CITY HALL FOUNDATION -CITY MANAGER City Manager stated that the City Hall building was settling and causing cracking in the foundation and he has a proposal to repair it for approx- imately $2,000.00. Comm. Whitehead moved to repair the City Hall, seconded Comm. Lyle. Unanimous. RECREATION COMMITTEE REPORT Jim Beech, Recreation Director briefed council on the progress of the Recreation Committee. RAILROAD CROSSING ON MIMS R*&D- CITYS' POSITION ON APPLICATION FOR REQUEST FOR RAILROAD CROSSING Comm. Lyle moved to inform the railroad company and the land owners that the City does not want to get involved with any application for a railroad crossing, seconded Comm. Whitehead. Unanimous. NOVEMBER 18, 1980 COMMISSION MEETING MINUTES -PAGE THREE LIONS CLUB CHRISTMANS PARADE -DAVE VAN KUREN Mr.VanKuren invited council to participate in the Christmas Parade to be held 13 December 80 at 10:00 A.M. Mr. VanKuren also requested that council make a contribution to help with the cost of the parade. Comm. Lyle moved to donate $300.00, seconded Comm. Whitehead. Unanimous. REPORTS /INFORMATION City Manager recommended closing City Hall 27 & 28 of November 80. Comm. Lyle moved to approve the recommendation, seconded Comm.Whitehead.Unanimous. Comm. Lyle moved to put up the street christmas decorations and to refurbish as needed, seconded Comm. Whitehead. Unanimous. City Manager recommended placing a moratorium on construction. Comm. Lyle moved to declare a one (1) year moratorium on all annexations effective immediately, seconded Comm. Whitehead. Unanimous. Comm. Lyle moved to instruct the City Manager to contact the architect and builder that did the City Hall complex and to begin construction immediately on a Community Building, seconded Comm. Whitehead.
