Mayor Freeman called the meeting to order at 7:30 P.M. and the meeting was
opened with the Pledge of Allegiance to the Flag. Present were Comm. Hager,
Lyle, Stinnett & Whitehead; City Manager, Vignetti; City Attorney, Rhodes;
and City Clerk, Gann.
18 NOVEMBER 80 COMMISSION MEETING MINUTES
Minutes of the Commission meeting held 18 November 80 were read. Comm.
Whitehead moved to accept the minutes as read, seconded Comm.Hager. Unanimous,
PLANNING AND ZONING BOARD DID NOT MEET
RAILROAD CROSSING ON A.D. MIMS ROAD
Attorney, John Graham, representing Action Center Land Company requested
that the City cooperate with the land owners and sign the maintenance
agreement with the Railroad Company. The owners of Action Center Land Co.
agree to pay the maintenance cost requested by the railroad company and to
install any type warning device required by the railroad at the crossing.
Comm. Stinnett moved to instruct the City Attorney to amend the present
agreement with the land owners to include that they (the land owners) would
pay the maintenance cost requested by the railroad company and that the
land owners would also pay for any warning device required, and to accept
the railroad crossing agreement contingent on the signing of the amended
agreement, seconded Comm. Hager. Comm. Stinnett and Hager voted yea.
Comm. Lyle and Whitehead voted nay. To break the tied vote Mayor Freeman
voted yea. Motion carried.
GROUP HEALTH - KEN ENLOW
Mr. Enlow discussed the problems of the Citys group health policy and
stated he was in the process of negotiating with Blue Cross and Blue Shield
and he would report his findings to council at the next meeting.
REPORT ON PURCHASE OF J.B. BARNARD PROPERTY
City Attorney stated that the survey and abstract have been received and
there is 4.029 acres and Mr. Barnard had agreed to the original per acre
price of the property with the City erecting a fence along the north boundary
and from the north boundary to his existing fence. Mr. Barnard is to be
paid one -half the purchase price this year and one -half in January 1981.
Comm. Lyle moved to accept the terms, seconded Comm. Whitehead. Unanimous.
Comm. Hager moved to authorize Mayor Freeman to execute an agreement for
deed, seconded Comm. Lyle. Unanimous.
REVEREND PHIL BLANTON- PASTOR OF CALVERY TABERNACLE CHURCH
,$ Reverend Blanton requested permission to hold street services or services
in the shopping center with the owners permission. Comm. Stinnett moved to
approve the request, seconded Comm. Whitehead. Unanimous.

REPORTS /INFORMATION
City Manager was directed to arrange a meeting with the architect and
builder for the proposed community center project on a week -end.
Comm. Lyle moved to pay Bill Hart $650.00 for survey of the Barnard property,
seconded Comm. Stinnett. Unanimous.
Comm. Lyle moved to hold the annual employee party on 31 December 80 at the
Youth Center, seconded Comm. Stinnett. Unanimous.
Comm. Stinnett moved to send Mark Merchant a letter of appreciation,
seconded Comm. Hager. Unanimous.
City Manager requested giving City Employees the following days off for
the holidays:
Noon on Christmas Eve, all day 25 & 26 December and
all day 31 December and all day 1st and 2nd January 1981.
Comm. Lyle moved to approve the request, seconded Comm. Stinnett. Unanimous.
