HomeMy WebLinkAbout03-24-1981 MINUTES OF SPECIAL MEETING OF OCOEE CITY COMMISSION HELD 24 MARCH 81 Mayor Freeman called the special meeting to order at 7:30 P. M. Present were Commissioners Hager, Lyle, Stinnett and Whitehead, City Manager Vignetti, City Attorney Rhodes, and Clerk Grafton. COMMUNITY CENTER PLANS Roberto Guedes presented preliminary plans for the Community Center to Commissioners and said he would present copies of final plans in 2 weeks. Mr. Guedes wishes to reserve the right to choose colors, carpets and special effects for finishing, and requests $1,200 maximum expense account and $6,800 commission. Comm. Lyle moved to accept proposal as presented. Comm. Stinnett seconded and vote was unanimous in favor. Mayor Freeman then signed contract. After discussion regarding bids, Comm. Lyle moved to accept Red Folsom's bid of 12% of construction cost. Motion died for lack of a second. Mr. Folsom said he would lower bid to 10%. Comm. Lyle moved to accept Mr. Folsom's 10% bid. Comm. Stinnett seconded and vote was as follows: Hager, yea; Lyle, yea; Stinnett, yea; Whitehead, nay. Motion carried by majority vote. BOWNESS ROAD City Engineer Kuhrt advised that the Bowness Road project,if done as county recommends, will be a $200,000 job, and that a 60' right-of-way with a 30' road leaves no space for drainage. Mr. Kuhrt recommends having Bill Hart draw. up a right-of-way location and get county to approve our agreement. Comm. Whitehead moved to approve the agreement. Comm. Hager seconded and vote was unanimous in favor. SEWER FRANCHISE Wayne Rich, representing the operators of Prima vista utilities re: franchise of sewer facility, proposed having the Prima Vista and Twin Lakes sewer facilities combine and come under the Florida Public Service Commission. In order to accomplish this it would be necessary for City to (1) give up right to take over the 2 plants, (2) permit Prima vista plant to expand its territlry to cover all Ocoee east of Bluford and apply to PSC to change rates. Commissioners indicated approval of the proposal in general but there was no action taken by Commission. ADJOURNMENT At 9:39 P.M. Comm. Lyle moved to adjourn, seconded by Comm. Whitehead.
