MINUTES OF THE OCOEE CITY COMMISSION REGULAR MEETING HELD 21 APRIL 1981
CALL TO ORDER
Mayor Freeman called the regular meeting of the Ocoee City Commission
to order at 7:34 P. M. and led those present in the pledge of allegiance
to the flag.
Present were Commissioners Hager, Lyle, Stinnett and Whitehead; City
Manager Vignetti; City Attorney Rhodes and Clerk Grafton.
BENEFIT FOR LT. J. BOYD
Mrs. Tiger Lilly French appealed to Commission for permission to hold
a street dance April 29, 1981 on Lakeshore Drive as part of a jamboree
to raise funds for Lt. John Boyd. Commissioner Stinnett moved to grant
permission as requested. Commissioner Hager seconded and vote was
unanimous in favor.
7 APRIL 81 MINUTES CORRECTED
After hearing the reading of the minutes of the meeting held 7 April 81
Commissioner Stinnett noted that on Page 3 Paragraph 4 should read
"Commissioner Lyle moved to pay City Engineer Kuhrt $9,277.99 from
Federal Revenue Sharing Funds for Phase I Water Improvement." Also
commissioner Hager noted that on Page 2 Paragraph 7 should read "Bids
were received from Lane Atlantic." Commissioner Stinnett moved to
accept the minutes as corrected. Commissioner Hager seconded and vote
was unanimous in favor.
13 APRIL 81 SPECIAL MEETING MINUTES ACCEPTED
After hearing the reading of the minutes of the special meeting held
13 April 81, Commissioner Stinnett moved to accept the minutes as read.
Commissioner Whitehead seconded and vote was unanimous in favor.
PLANNING AND ZONING MINUTES 14 APRIL 81
The minutes of the Planning and Zoning Board meeting held 14 April 81
were read for information only.
ORDINANCE TO AMEND ZONING ORDINANCE #710
Commissioner Hager moved to read by title only for the final reading
and Public Hearing of the ordinance to amend Zoning Ordinance #710
to include Hotel, Motel as a Use Permitted in C-3 classification.
Commissioner Lyle seconded and vote was unanimous in favor. When Mayor
Freeuan asked for opinions from the audience there were none expressed.
Commissioner Stinnett moved to pass said ordinance. Commissioner Hager
seconded and vote was unanimous in favor.
1ST READING OF ORDINANCE CLOSING PORTION OF CUMBERLAND
Commissioner Hager moved to read by title only for the first reading
of the ordinance closing that portion of Cumberland between Washington
and Delaware Streets. Commissioner Lyle seconded and vote was unanimous
in favor. Public hearing is scheduled 5 May 81.

1ST READING ORDINANCE ANNEXING LOT 9 BURCHARP PARK
Commissioner Whitehead moved to read by title only the 1st reading of
the ordinance annexing Lot 9 Burchard Park (Mr. Elmer Badger's property
on White Road). Commissioner Hager seconded and vote was unanimous
in favor. Public hearing is scheduled for 19 May 81.

MAINTENANCE AGREEMENT WITH DOT TABLED
Commissioner Lyle moved to table discussion regarding agreement with
DOT concerning maintenance of traffic lights at SR438/Bluford and
SR437/438. Commissioner Whitehead seconded and vote was unanimous
in favor.
BOARD OF ADJUSTMENT APPOINTMENTS
As their terms expire 1 May 81, Commissioner Lyle moved to reappoint
Jack Marsden and Cliff Rhodes for another term on Board of Adjustment.
Commissioner Whitehead seconded and vote was unanimous in favor.
Commissioner Lyle moved to table until next meeting the filling of
the vacancy left by Nick Maxey's resignation. Commissioner Whitehead
seconded and vote was unanimous in favor.
SEWER FRANCHISE-PRIMA VISTA UTILITIES
Attorney Wayne Rich, representing Priva vista

BUDGET AMENDMENT
Commissioner Hager moved to increase electric tax revenue by $21,000.00
and add $21,000.00 to Recreation Department for development of Ocoee
Community Park. Commissioner Whitehead seconded and vote was unanimous
in favor.
2ND QUARTER BUDGET REVIEW
City Manager Vignetti reviewed the 2nd quarter budget.
EMPLOYEES' SALARY INCREASE
Upon City Manager Vignetti's recommendation, Commissioner Lyle moved
to increase City employees' salaries 5% retroactive to April 4, 1981.
Commissioner Whitehead seconded and vote was unanimous in favor.
ADJUSTMENT IN OV 65 TAX REFUND POLICY
Commissioner Stinnett moved to amend the Over 65 Policy to require
a 5 year residency period in State of Florida before becoming eligible
for property tax refund. Commissioner Whitehead seconded and vote
was unanimous in favor.
Commissioner Lyle requested that City Attorney Rhodes submit opinion
on impact fee at later date.
ADJOURNMENT
Upon a motion by Commissioner Whitehead and second by Commissioner Lyle
meeting adjourned at 10:37 P. M.
