MINUTES OF THE OCOEE CITY COMMISSION REGULAR MEETING HELD MAY 19, 1981
CALL TO ORDER
In the absence of Mayor Freeman, who was ill, Commissioner Lyle called the regular
meeting of the Ocoee City Commission to order at 7:30 P.M. in the commission chambers
and led those present in the pledge of allegiance to the flag. Present were
Commissioners Hager, Stinnett and Whitehead; City Manager Vignetti; City Attorney
Rhodes and Clerk Grafton.
5 MAY 81 MINUTES CORRECTED
Upon hearing the reading of the minutes for the May 5 meeting, Commissioner Stinnett
noted that on page 2 the phrase "Mr. Meeks' yard" should be "city property adjacent
to Mr. Meeks' property." Commissioner Stinnett then moved to accept minutes as correctec
Commissioner Whitehead seconded and vote was unanimous in favor.
In response to Commissioner Lyle's question regarding whether, as acting chairman,
he should make motions and vote, City Attorney Rhodes advised that he should not
make motions, but should vote.
PORTION OF CUMBERLAND VACATED
For the final reading of the ordinance and public hearing, Commissioner Whitehead
moved to read by title only the ordinance vacating that portion of Cumberland Street
lying between Washington and Delaware Streets. Commissioner Stinnett seconded and
vote was unanimous in favor. There were no remarks from the audience. Commissioner
Whitehead moved to adopt said ordinance. Commissioner Stinnett seconded and vote
was unanimous in favor.
BADGER PROPERTY ANNEXED
For the final reading of the ordinance and public hearing, Commissioner Stinnett
mov~d to read by title only the ordinance annexing Lot 9 Burchard Park, owned by
Elmer Badger. Commissioner Whitehead seconded and vote was unanimous in favor.
Mr. Badger has agreed not to require the City to furnish water to his property
immediately, but to tap into city water when a supply line ;s extended on the north
side of White Road near his property. There were no comments from the audience.
Commissioner Whitehead moved to adopt said ordinance. Commissioner Stinnett
seconded and vote was unanimous in favor.
PETITION 81-3 RCA
Mr. William Goodman requested a zoning change from R1AAA & R1AA to R3 for approximately
127 acres lying north and east of Spring Lake, which fronts on A.D. Mims Road and Johio
Shores Road. Commissioner Stinnett moved to change zoning as requested. Motion
died for lack of a second. There was no action taken at this time.
HARBOUR HEIGHTS PLANS APPROVED
Commissioner Stinnett moved to approve Harbour Heights plans as presented. Commissioner
Hager seconded and vote was unanimous in favor. Smith Branch, representing Sleepy
Harbour Homeowners Association, objected to the use of Harbour in the name of the
development, but was advised by City Attorney Rhodes that as long as its use is not
confusing to the public the city has no jurisdiction over it.
REQUEST TO CLOSE WASHINGTON STREET
Mary Lee Ivy returned before commission to pursue her request that City close Washington
Street and was advised that she should bring in the original abstract for her property
or Mrs. Howell's property. Commissioner Stinnett moved to table until next meeting.
Commissioner Whitehead seconded and vote was unanimous in favor.

NEW WATER METER/CONNECTION FEE
City Manager Vignetti presented completed water meter/connection fee rates showing
prices for each available size of connection as per attached schedule. Commissioner
Whitehead moved to accept rates as presented. Commissioner Stinnett seconded and
vote was unanimous in favor.
BEATTY APPOINTED TO BOARD OF ADJUSTMENT
Commissioner Whitehead moved to appoint Bruce Beatty, who lives at 311 Hormigas St.,
to Board of Adjustment. Commissioner Stinnett seconded and vote was unanimous in favor.
BOW NESS ROAD SURVEY DISCUSSED
When advised that Hart Surveyor's charge to survey Bowness Road would be $4,000, Com-
missioner Whitehead moved to authorize City Manager to contact that company and proceed.
Motion died for lack of a second. No action was taken at this time.
POWER BOAT RACE REQUEST
Mr. Doug Burns did not appear to make request for power boat race.
WHITE PROPERTY ANNEXATION REQUEST,
Randy Freeman, representing Mr. and Mrs. Roy White, requested annexation of Lot 5
Burchard Park. Mr. Freeman stated that Mr. and Mrs. White have agreed not to require
the City to furnish water to their property immediately, but to tap into city water
when a supply line is extended on the north side of White Road near their property.
Commissioner Hager requested a written statement to that effect. Commissioner Whitehead
moved to grant request to annex. Commissioner Stinnett seconded and vote was unanimous
in favor.
TRAFFIC SIGNALIZATION REQUEST FOR GENEVA/KISSIMMEE
Bruce Beatty requested that the fJashing caution light at the intersection of
Geneva/Story Road and Kissimmee-Street be replaced with a regular traffic light
because of the increased flow of traffic in that area. Commissioners agreed without
formal vote to authorize City Manager to paint white stop lines on Geneva/Story Road
and to contact owner of Florida Auto Auction regarding routing their cars to Hwy 50
rather than Story Road. Mr. Beatty will request assistance from county commissioners
in getting a traffic signal and report back to City.
REPORTS/INFORMATION
Mrs. Grace Kerr did not appear as scheduled to request warranty deeds for her cemetery
lots purchased in early 1930's.
City Manager reported that a sprinkler system has been installed at Little League
Field at a cost of $1,000 and a fence for $3,200; and that the cost on the Community
Center thus far is $50,000.
Commissioner Stinnett moved to close City Hall May 29 instead of May 25 for the
Memorial Day Holiday. Comm. Whitehead seconded and vote was unanimous in favor.
Commissioner Stinnett moved to pay Wekiva Marina $125. from the Mayor-Commissioner
Fund for balance on Vignetti Appreciation Dinner. Commissioner Whitehead seconded
and vote was unanimous in favor.
ADJOURNMENT
Upon a motion by Commissioner Stinnett and second by Commissioner Whitehead, meeting
adjourned at 9:32 P.M.
