MINUTES OF OCOEE CITY COMMISSION REGULAR MEETING HELD 2 JUNE 1981
CALL TO ORDER
Mayor Freeman called the regular meeting of Ocoee City Commission to order at 7:30 P.M.
in the commission chambers and led those present in the pledge of allegiance to the flag.
Present were Commissioners Hager, I Lyle, Stinnett and Whitehead; City Manager Vignetti;
City Attorney Rhodes and Clerk Grafton.
19 MAY 81 MINUTES APPROVED
Minutes of the meeting held 19 May 81 were approved as read.
Planning and Zoning Board did not meet.
HARBOUR HEIGHTS PLAT APPROVED
Mike Henry, representing Ross Organization, presented the Harbour Heights Plat for
approval. Commissioner Whitehead moved to approve plat as presented. Commissioner
Stinnett seconded and vote was unanimous in favor.
HARBOUR HEIGHTS ZONING ORDINANCE READ
Commissioner Lyle moved to read by title only for the first reading of the ordinance
changing the zoning of Harbour Heights from R3 to R1AA. Commissioner Hager seconded
and vote was unanimous in favor.
WHITE PROPERTY ANNEXATION ORDINANCE READ
Commissioner Whitehead moved to read by title only for the first reading of the ordinance
annexing Lot 5 Burchard Park which is owned by Roy B. White. Commissioner Lyle seconded
and vote was unanimous in favor.
NEW WATER CONNECTION FEE ORDINANCE
Commissioner Lyle moved to read by title

REQUEST TO CLOSE WASHINGTON STREET
Relevant to Mrs. Edwin Ivy's request to close Washington Street, Miss Phyllis Howell
presented City Attorney Rhodes the abstract to her property. Commissioner Whitehead
moved to table until next meeting in order to give Mr. Rhodes an opportunity to read
the abstract. Commissioner Stinnett seconded and vote was unanimous in favor. Further
request was made that Mrs. Ivy present her abstract also.
CITIZEN COMPLAINT ON PIONEER KEY PARK #1
Mr. Ray Moore, 105 Cypress Key Court, Pioneer Key Park #1, explained at length the
neighborhood problems caused by untidy neighbors who do not comply with Ordinance #620.
He was advised that the Code Enforcement Board which will be formed shortly may be
an avenue of relief.
CODE ENFORCEMENT BOARD ORDINANCE READ
Commissioner Hager moved to read by title only for the first reading of the ordinance
establishing a code enforcement board. Commissioner Lyle seconded and vote was
unanimous in favor.
PETITION 81-3 WILLIAM GOODMAN
Mr. William Goodman requested that Commission take some action on his request in
Petition 81-3 to rezone 127 acres : fronting on Mims Road and Johio Shores Road from
R1AA, R1AAA to R3. Commissioner Stinnett moved to grant the request. Commissioner
Hager seconded and vote was unanimous in favor.

Mayor Freeman called a work session 9 June.
REPORTS/INFORMATION
Upon City Manager Vignetti's report that the 25' easement at Pioneer Key Park #1
is not used by the City, Commissioner Lyle moved to abandon the easement. Commissioner
Whitehead seconded and vote was unanimous in favor.
City Manager Vignetti requested permission to lenghthen the drainage pipe located at
Spring Lake that is a drainage system for Brentwood #4 and Ocoee Hills. Permission
was granted.
ADJOURNMENT
Upon a motion by Commisisoner Whitehead and second by Commissioner Stinnett, meeting
adjourned at 9:44 P. M.
