MINUTES OF THE REGULAR MEETING OF OCOEE CITY COMMISSION HELD 7 JULY 1981
CALL TO ORDER
Mayor Freeman called the regular meeting of the Ocoee City Commission to order
in the commission chambers at 7:30 P.M. and led those present in the pledge of
allegiance to the flag.
Present were Commissioners Hager, Lyle, Stinnett and Whitehead; City Manager
Vignetti; City Attorney Rhodes; and Clerk Grafton.
16 JUNE 81 MINUTES APPROVED
Upon a motion by Commissioner Stinnett and second by Commissioner Lyle, minutes
of the meeting held 16 June 81 were unanimously approved as read.
PLANNING AND ZONING BOARD DID NOT MEET
ZONING CHANGE-GOODMAN 127 ACRES SOUTH OF MIMS ROAD
Commissioner Whitehead moved to read by title only for the public hearing and
second reading the ordinance to change zoning from R1AAA & R1AA to R3 for the
127 acres south of Mims Road. Comm. Hager seconded and vote was unanimous
in favor.
Comm. Lyle noted that the recreational assessment has not been received.
Comm. Stinnett moved to pass ordinance. Comm. Hager seconded and vote was
unanimous in favor.
EASEMENT VACATED PIONEER KEY PARK #1
Comm. Hager moved to read by title only the ordinance vacating the public service
easement in Pioneer Key Park #1. Comm. Whitehead seconded and vote was unanimous
in favor. There were no comments from the audience. City Attorney Rhodes
noted that the easement being abandoned connects with the 25' easement that
goes all around the park and is not sure whether that is significant. Comm.
Lyle moved to pass the ordinance. Comm. Stinnett seconded and vote was unani-
mous in favor.
ORDINANCE ANNEXING WT 5 PURCHARD PARK REPLAT
Comm. Whitehead moved to read by title only the ordinance annexing Roy White's
property described as Lot 5 Burchard Park Replat. Comm. Stinnett seconded
and vote was unanimous in favor. There were no comments from the audience.
Comm. Whitehead moved to pass ordinance. Comm Hager seconded and vote was
unanimous in favor.
1ST READING-ORDINANCE ANNEXING 145 ACRES EAST OF "THE FOREST"
Comm. Hager moved to read by title only for the first reading of the ordinance
annexing 145 acres east of the Forest for Mr. Bill Goodman. Comm. Stinnett
seconded and vote was unanimous in favor. Public hearing is scheduled for
21 July 81.

Comm. Stinnett moved to read by title only the ordinance zoning the above
described 145 acres Rl to include construction of sewer plant. Comm. Hager
seconded and vote was unanimous in favor. Public hearing is scheduled 21 July 81.

1ST READING ORDINANCE ANNEXING 40 ACRES SOUTH OF OCOEE/CLARCONA
Comm. Whitehead moved to read by title only the ordinance annexing 40 acres
south of Ocoee/Clarcona. Comm. Lyle seconded and vote was unanimous in favor.
Public hearing is scheduled for 21 July 81.
1ST READING ORDINANCE ZONING ABOVE PROPERTY Rl
Comm. Hager moved to read by title only the ordinance zoning Rl the above
described property. Comm. Whitehead seconded and vote was unanimous in favor.
CLOSING OF WASHINGTON STREET RESCINDED
Comm. Hager moved to rescind motion of previous meeting closing Washington
Street to vehicular and pedestrian traffic and leave the street remaining as is.
Comm. Whitehead seconded and vote was unanimous in favor.
PETITION 81-4 ROYAL CANADIAN DEVELOPMENT COMPANY
Mr. Mark Hagle, representing Royal Canadian Development Company, in Petition
81-4 requested change of zoning from R1AA to R3 for his property located at
southwest corner of Bluford/SR438.
City Attorney Rhodes stated he has a conflict of interest regarding the sale
of the property in question. Mayor Freeman stated he also has a conflict of
interest in that he owns sewer company which will serve Mr. Hagle's development.
Mr. Hagle withdrew his request for rezoning.
City Attorney Rhodes stated the one year waiting period to reapply for zoning
change does not apply in this case.
PIONEER KEY PARK #1 PLAT ACCEPTED
Comm. Stinnett moved to accept plat of Pioneer Key Park #1 as recommended in
letter from City Engineer Kuhrt. Comm. Whitehead seconded and vote was Hager,
Stinnett, Whitehead: yea; Lyle: nay. Motion carried by majority vote.
APPROVAL OF PIONEER KEY PARK #1 SECTION 3
Comm. Stinnett stated he had already approved previous plans for Pioneer Key
Park #1 Section 3 and could see no reason to do it again.
TWIN LAKE FOREST, SHARI ESTATES, JESSICA MANOR, OCOEE WOODS PLATS APPROVED
Comm. Whitehead moved to approve the plat of Twin Lake Forest. Comm. Hager
seconded and vote was unanimous in favor.
Comm. Hager moved to approve the plat of Shari Estates. Comm. Stinnett seconded
and vote was unanimous in favor.
Comm. Stinnett moved to approve plat of Jessica Manor. Comm. Hager seconded and
vote was unanimous in favor.
Comm. Stinnett moved to approve plat of Ocoee Woods. Comm. Whitehead seconded
and vote was unanimous in favor.
CODE ENFORCEMENT BOARD APPOINTMENTS TABLED
Comm. Lyle moved to table the appointing on members to Code Enforcement Board.
Comm. WHitehead seconded and vote was unanimous in favor.

GROUP HEALTH INSURANCE
Office Manager Wood presented comparison of bids for group health insurance
from Liberty National, Prudential and BlueCross, Blue Shield. Comm. Whitehead
moved to terminate Blue Cross, Blue Shield policy as of September 1, 1981 and
accept Liberty National bid as of that date. Comm. Stinnett seconded and vote
was unanimous in favor.
COMPLAINT-NOISE ON STARKE LAKE
Mr. Tom Slimick, representing Sleepy Harbour Homeowners Assoc., complained regarding
air boat noise on Starke Lake. Mayor advised that Mr. Slimick contact Carlisle
Hughes, Windermere, who should be able to give him an answer to the problem.
Mr. Slimick also reported sidewalks incomplete in Reese Court and Stinnett Drive.
Mr. Vignetti was/instructed to investigate and report back to commissioners.
REPORTS/INFORMATION
City Manager Vignetti reported that the letter regarding paving Bowness Road
has been sent to the county.
Mr. Vignetti recommended the proposed millage rate for FY 81-82 be set at 4.651.
Comm. Lyle moved to set the proposed millage rate at 4.5. Comm. Stinnett
seconded and vote was unanimous in favor.
Mr. Vignetti stated that two public hearings will be scheduled for the millage
rate and one for Federal Revenue Sharing this summer.
City Attorney Rhodes stated he will be out of town 21 July and will send
John Hatcher in his place.
ADJOURNMENT
Upon a motion by Comm. Hager and second by Comm. Lyle meeting adjourned at
9:50 P.M.
