MINUTES OF THE REGULAR MEETING OF OCOEE CITY COMMISSION HELD 21 JULY 81
Mr. Glenn Martin of 600 Kissimmee Ave. donated a cypress clock to be used in the
new Community Center.
CALL TO ORDER
The meeting was called to order by Mayor Freeman in the Commission Chambers at 7:30 P.M.
and led those present in the pledge of allegiance.
Present were COnmllssioners Hager, Lyle, Stinnett, and Whitehead; City Manager Vignetti,
Standing in for City Attorney Rhodes was John Hatcher; Clerk Poling.

Motion was made by Commissioner Whitehead to approve minutes as read, seconded by
Comm. Stinnett. Vote was unanimous in favor.
PLANNING AND ZONING BOARD DID NOT MEET
ORDINANCE: ANNEXATION 145 ACRES EAST OF THE FOREST -Public Hearing, 2nd and Final
Reading. - Goodman Property
Motion was made to read by title only by Comm. Whitehead, seconded by Comm. Hager.
Vote was unanimous in favor. Title was read by City Manager. Motion was made to pass
ordinance by Comm. Stinnett, seconded by Comm. Hager. Vote was unanimous in favor.
ORDINANCE: ZONING Rl TO INCLUDE CONSTRUCTION OF SEWERAGE PLANT - Public Hearing, 2nd
and Final Reading - Goodman Property
Motion was made to read by title only by Corom. Stinnett, seconded by Comm. Whitehead.
Vote was unanimous in favor. Title was read by the City Manager. Motion was made to
pass ordinance by Comm. Hager, seconded by Carom. Stinnett. Vote was unanimous in favor.
ORDINANCE: ANNEXATION 40 ACRES SOUTH OF OCOEE/CLARCONA - Public Hearing, 2nd and Final
Reading - Goodman Property
Motion was made to read by title only by Comm. Whitehead, seconded by Corom. Stinnett.
Vote was unanimous in favor. Title was read by City Manager. Motion was made to pass
ordinance by Carom. Stinnett, seconded by Comm. Whitehead. Vote was unanimous in favor.
ORDINANCE: ZONING TO BE ZONED Rl - Public Hearing, 2nd and Final Reading - Goodman Prop.
Motion was made to read by title only by Carom. Hager, seconded by Comm. Stinnett. Vote
was unanimous in favor. Title was read by the City Manager. Motion was made to pass
ordinance by Comm. Stinnett, seconded by Corom. Hager. Vote was unanimous in favor.
City Manager pointed out property in question for each of the above ordinances.
RESOLUTION: PROPOSED MILLAGE RATE FOR FY 81-82
Resolution was read by City Manager Vignetti. Comm. Stinnett made a motion to adopt
the resolution, seconded by Comm. Hager. Vote was unanimous in favor.
APPOINTMENT OF MEMBERS TO CODE ENFORCEMENT BOARD
Motion was made by Carom. Stinnett to table appointment of members to the Code Enforcement
Board, seconded by Comm. Whitehead. Vote was unanimous in favor.

GROUP HEALTH INSURANCE
Mr. Vignetti was authorized to submit a letter of certification stating the
commissioners work an average of 30 hours a week. Final decision on Group Health
Insurance was tabled.
NEW BUSINESS
Jim Bennett of Quick Stop Sub Shop on Story Road requested permission to sell beer at
his Shop. Motion was made by Comm. Stinnett to grant permission, seconded by Comm.
Lyle. Vote was unanimous in favor.
REPORTS/INFORMATION
Mr. Vignetti presented the 3rd Quarter Budget Review. Motion was made by Comm.
Whitehead to take bids for paving Orange Ave. from Silver Star Rd. to Center St.
Motion was seconded by Comm. Stinnett and vote was unanimous in favor.
Commissioner Whitehead announced the Little League Tournament will be held July 28-30,
5:30 P.M. at the Little League Field.
Mayor Freeman announced the Official Opening and Dedication of the Community Center to
be held Labor Day. Motion was made by Comm. Lyle to put Mr. Vignetti in charge of
arrangements, seconded by Comm. Hager. Vote was unanimous in favor.
Motion was made to adjourn the meeting at 8:55 P.M. by Comm. Lyle, seconded by Comm.
Stinnett. Vote was unanimous in favor.
