HomeMy WebLinkAbout08-04-1981 MINUTES OF THE OCOEE CITY COMMISSION REGULAR MEETING HELD AUGUST 4, 1981 CALL TO ORDER Commissioner Stinnett called the regular meeting of the Ocoee City Commission to order in the Commission Chambers at 7:30 P.M. and then led those present in the pledge of allegiance to the flag. Present were Commissioners Hager and Whitehead; City Manager Vignetti; City Attorney Rhodes; Clerk Grafton. Absent were Mayor Freeman and Commissioner Lyle. 21 JULY 81 MINUTES APPROVED Upon a motion by Commiss~oner Whitehead and second by Commissioner Hager the minutes of the meeting held 21 July 81 were approved as read. PLANNING AND ZONING BOARD DID NOT MEET GROUP HEALTH INSURANCE Jesse Poling, representing Liberty National Insurance Company, advised that the home office has authorized him to accept a letter confirming that the Commissioners work 30 hours per week. City Attorney Rhodes wanted to }review the letter and make some changes. APPOINTMENT OF CODE ENFORCEMENT BOARD MEMBERS with appropriate motions for each appointment made by Commissioner Whitehead and seconded by Commissioner Hager (with the exception of Ira Johnson, whom Comm. Hager moved to nominate and Comm. Whitehead seconded) the following members were appointed to the Code Enforcement Board: 1. Bill Breeze - 3 year term(expires August 84) 2. Leon McRobert - 3 year term(expires August 84) 3. Willie Goff - 2 year term (expires August 83) 4. Buster Dodd - 2 year term (expires August 83) 5. Sam Hodge - 1 year term (expires August 82) 6. Ira Johnson - 1 year term (expires August 82) City Manager Vignetti will advise members of their appointments and set up organizational meeting with City Attorney Rhodes. WATER TAP FEE CLARIFICATION City Manager Vignetti requested clarification regarding which areas are exempt from new water tap fees. It was determined that The Meadows, Twin Lake Forest, Lakeview Village and Harbour Heights were the only exemptions from the rate increase. All others are to pay $500.00. BID OPENING FOR ORANGE/HILL AVENUES PAVING Bids were submitted for paving Orange and Hill Avenues by Orlando Paving ($9,615) and J. L. Slemons($6,000). Comm. Whitehead moved to award job to J. B. Slemons. Comm. Hager seconded and vote was unanimous in favor. BID OPENING FOR PICKUP TRUCK FOR SHOP Bids submitted for pickup truck for Shop were from Dodge World ($6,136.31) and Winter Garden Ford ($6,902.06). Comm. Hager moved to purchase Ford truck. Comm. Whitehead seconced and vote was unanimous in favor. OCOEE CITY COMMISSION MEETING August 4, 1981 PAGE 2 LABOR DAY FIREWORKS Comm. Whitehead moved to authorize City Manager to pay E. C. Vickers $1,000.00 down payment for Labor Day fireworks. Comm.Hager seconded and vote was unanimous in favor. Balance of $450.00 to be paid the night of fireworks display. WEST ORANGE HIGH SCHOOL AD Comm. Whitehead moved to purchase a $100.00 ad from West Orange High School. Comm. Hager seconded and vote was unanimous in favor. OCOEE JUNIOR ALL STARS DONATION Comm. Hager moved to donate $250.00 to Ocoee Junior All Stars. Comm. Whitehead seconded and vote was unanimous in favor. COMMUNITY CENTER CONSTRUCTION COSTS DELAYED TILL LAST ITEM ON AGENDA REPORTS/INFORMATION Meredith Corporation started work on well today. City Manager requested instructions regarding who is invited to dine and time schedule for Community Center Dedication/Labor Day Program. Proposed schedule was: Open house 2 to 5 P.M. Soft drinks served outside building Fireworks 9 P.M. No food to be served this day. City Manager presented a sample policy for Community Center rental and regulations to Commissioners. No action was taken at this time. COMMUNITY CENTER CONSTRUCTION COSTS UPDATE City Manager presented an update on Community Center construction costs and requested and received confirmation that insurance, contractor's draw, kitchen equipment and furniture are not considered part of construction cost in figuring contractor's fee.
