MINUTES OF OCOEE CITY COMMISSION REGULAR MEETING HELD AUGUST 18, 1981
CALL TO ORDER
Mayor Freeman called the regular meeting of the Ocoee City Commission
to order in the Commission Chambers at 7:30 P.M. and then led those
present in the pledge of allegiance to the flag.
Present were Commissioners Hager, Lyle, Stinnett and Whitehead; City
Manager Vignetti and Clerk Grafton.
Absent was City Attorney Rhodes.
4 AUGUST 81 MINUTES APPROVED
Upon a motion by Commissioner Whitehead and second by Commissioner
Stinnett the minutes of the meeting held 4 August 81 were approved as
read.
PLANNING AND ZONING BOARD DID NOT MEET
COMMUNITY CENTER RULES AND REGULATIONS DISCUSSED
Regulations for making the new community center available to the citizens
were discussed and directions were given to City Manager to prepare
anobher sample policy showing rental rates prorated by hour per rooms
used instead of flat rate per occasion. Rates to be as follows:
For City residents:
Main hall - $25.00
Large meeting room - $15.00
Small meeting room - $10.00
Kitchen - $10.00
Lounge - $10.00
Cleaning deposit - $50.00
For out of City residents: Double the above fees.
Bingo was also discussed as a regular revenue producing use and
City Manager was requested to proceed with negotiations.
COMMUNITY PARK PLANS
Citing a letter from Architect Roberto Guedes recommending prodeeding
with Community Park Plan Phase I, Mr. John Warbington, Orange County
Development Coordinator, advised that the county has $65,000.00 to
add to the city's $21,000.00 already set aside for the project.
Commissioner Lyle moved to go to bid for Phase I, ""hi-r;:b j.$ to i-nclude
site clearing and grubbing, 2 softball fields, 2 handball court$ and
2 tennis courts. Commissioner Stinnett seconded and vote was
unanimous in favor.
SLEEPY HARBOUR EAST ENTRANCE LIGHTING REQUESTED
Mr. Tom Slimick, representing Sleepy Harbour Homeowners Assoc.,
requested City pay for the electricity to provide lighting for the
east entrance to Sleepy Harbour. Upon a motion by Commissioner
Stinnett and second by Commissioner Hager, Commission unanimously
agreed to pay for the power.
Mr. Slimick also presented information from Windermere indicating
that any law enforcement agency has jurisdiction over airboat noise.

REQUEST FOR POLICE OFFICER IN JR. HIGH SCHOOL
Mr. Robert Williams, Principal of Ocoee Jr High School, requested
by letter that the City place a police-school liaison officer in
the school in a teaching capacity. Commission determined that
City would be unable to comply with the request as none of our
officers are certified as school teachers.
REPORTS/INFORMATION
City Manager advised:
a. There is a Proposed Use Hearing scheduled 20 Aug 81 at 7:30 P.M.
b. Community Center is finished at a cost of $208,700.00.
c. New well is down to 80' - Waiting for Rotary drill to go deeper.
d. Orange and Hill Avenues have been paved. Commissioner Hager
moved to pay J.L. Slemons $6,000.00 for completing job. Commissioner
Stinnett seconded and vote was unanimous in favor.
e. As policy prohibits a city employee from serving on Code Enforce-
ment Board, a replacement will be needed for Willie Goff's seat
on Board.
The only bid for the 1965 pickup truck was opened and accepted for $625.00
SLEEPY HARBOUR SIDEWALKS
Mr. Slimick reported that sidewal~ on Howell Court still is not
finished and sidewalk at Stinnett and White Road needs repair.
NAME PROPOSED FOR NEW COMMUNITY CENTER
After a brief but spirited discussion during which City Manager declared
repeatedly his opposition to the idea, Commissioner Lyle moved to
name the new Community Center "John L. Vignetti Building." Commissioner
Stinnett seconded and when question was called Commissioners Lyle,
Stinnett and Whitehead voted "yea" and Commissioner Hager voted "nay,"
out of deference to City Manager's wishes.
ADJOURNMENT
Upon a motion by Commissioner Lyle and second by Commissioner Stinnett,
meeting adjourned at 8:46 P.M.
