HomeMy WebLinkAbout09-01-1981 MINUTES OF OCOEE CITY COMMISSION REGULAR MEETING HELD SEPTEMBER 1, 1981 CALL TO ORDER Mayor Freeman called the regular meeting on Ocoee City Commission to order at 7:30 P.M. and then led those present in the pledge of allegiance to the fLag. Present were Commissioners Hager, Lyle, Stinnett .,and Whitehead; City Manager Vignetti; City Attorney Rhodes and Clerk Grafton. 18 AUG 81 MINUTES APPROVED Upon a motion by Comm. Hager and second by Comm. Stinnett, the minutes of the regular meeting held 18 Aug 81 were approved as read. 25 AUG 81 PLANNING AND ZONING MINUTES READ FOR INFORMATION ONLY LITTLE LEAGUE TROPHY PRESENTED Comm. Whitehead presented a Little League trophy he had accepted last week on behalf of Council. COMMUNITY CENTER RULES AND REGULATIONS ADOPTED Comm. Whitehead moved to adopt Community Center Rules and Regulations Policy charging hourly per room used. Comm. Stinnett seconded and vote was Hager, Stinnett and Whitehead: yea, and Lyle: nay. Motion passed by majority vote. APPOINTMENT TO CODE ENFORCEMENT BOARD Comm. Whitehead nominated Horace Peterson to fill the vacancy on Code Enforcement Board. Comm. Lyle seconded and vote was unanimous in favor. MAINTENANCE AGREEMENT WITH DOT & SCL RAILROAD Comm. Whitehead moved to adopt a maintenance agreement with Department of Transportation and Seaboard Coast Line Railroad for the Russell Drive/Railroad crossing. Comm. Stinnett seconded and vote was unanimous in favor. ZONING CHANGE ON STORY ROAD-DISHMAN PETITION 81-5 In his Petition 81-5, Mr. Jim Dishman requested a change in zoning from R3 to C3 for his property located at 495 Story Road, Mr. Varian, Mr. Dishman's business partner, stated they intended to divide the property into six 100' lots with their church furniture store on one lot. Comm. Lyle moved to grant change as requested. Comm. Whitehead seconded and vote was unanimous in favor. PLATS APPROVED Upon a motion by Comm. Stinnett and second by Comm. Hager, Council unanimously approved the plats of OCOEE HEIGHTS, NANCY ANN WOODS, JORDANA HILLS AND MICHELE WOODS. BID OPENED FOR SANITARY PACKER The only bid received for sanitary packer for Sanitation Department was from Bennett Truck Equipment for $57,512.00. In order to give Mr. Vignetti time to search the budget for funds to make purchase, Comm. Stinnett moved to table awarding bid until next meeting. Comm. Whitehead seconded and vote was unanimous in favor. WASHINGTON STREET Mrs. Ivy did not appear as scheduled. CITY COMMISSION MEETING MINUTES 1 SEPT 81 PAGE 2 COMMUNITY CENTER CONSTRUCTION COSTS/FOLSOM'S CONTRACTOR FEE City Manager Vignetti requested guidance in computing Red Folsom's 10% fee for building Community Center as many of the items listed in cost were not construction cost. Red Folsom requested 10% of the estimated $200,000.00 instead of the actual cost, as he had saved the City many construction dollars. Comm. Stinnett moved to pay fee on base of $200,000.00 as Council had agreed on a turnkey figure. Comm. Wh-itchcad t..yu;- seconded and vote was unanimous in favor. ADOPTION OF TENTATIVE BUDGET DEFERRED TIL LAST ON AGENDA REPORTS/INFORMATION City Manager Vignetti reported: a. Group Health coverage with Liberty National is now in force and covering Mayor and Commissioners. b. West Orange High School requests City purchase ad. Comm. Stinnett moved to purchase $85.00 ad. Comm. Whitehead seconded and vote was unanimous in favor. c. Work session with Olympic Townhomes developers scheduled for 3 Sept 81. Comm. Lyle moved not to have special meeting until Phase I is completed and request they attend next formal meeting. Comm. Stinnett seconded and vote was unanimous in favor. MEETING RECESSED FOR 3 MINUTES AT 8 :42 P.M. MEETING RESUMED AT 8:45 P.M. PUBLIC HEARING: ADOPTION OF TENTATIVE BUDGET AND MILLAGE RATE FOR FY 81/82 City Manager Vignetti presented Tentative Budget for FY 81/82 and add one policeman and raise Reserves $10.00 each per month. Comm. to adopt Tentative Budget as corrected and the millage rate of 4.5 than the roll back rate of 4.61 and which was announced publicly. seconded and vote was unanimous in favor. was instructed to Stinnett moved which is lower Comm. Hager SEVENTH STREET ONE WAY In response to a written request from Maxie Cinnamon, Principal of Ocoee Elementary School, Comm. Whitehead moved to make Seventh St. one way going east to relieve congestion of school traffic. Comm. Stinnett seconded and vote was unanimous in favor. Mr. Vignetti was instructed to order signs and advise Mrs. Cinnamon. ADJOURNMENT Upon a motion by Comm. Lyle and second by Comm. Stinnett meeting adjourned at 10:07 P.M. ~~( ~I_.-c- MAY ATTEST:
