MINUTES OF THE REGULAR MEETING OF OCOEE CITY COMMISSION HELD OCTOBER 6, 19,
Mayor Freeman called the regular meeting of Ocoee City Commission to
order at 7:30 P.M. in the commission chambers and requested a few
moments silent prayer for Anwar Sadat. He then led those present in
the pledge of allegiance to the flag.
Present were Commissioners Hager, Lyle, Stinnett and Whitehead; City
Manager Vignetti; City Attorney Rhodes; and Deputy Clerk Grafton.
15 SEPTEMBER 81 MINUTES APPROVED
Upon a motion by Commisisoner Hager and second by Commissioner Whitehead
the minutes of the regular meeting held 15 September 81 were approved
as read.
PLANNING AND ZONING BOARD DID NOT MEET
ORDINANCE: ZONING CHANGE FROM R3 TO C3-DISHMAN PROPERTY, STORY ROAD
PUBLIC HEARING, 2ND & FINAL READING
Comm. Whitehead moved to read by title only.
and vote was unanimous in favor.
Comm. Stinnett seconded
Comm. Stinnett moved to pass ordinance and Comm. Whitehead seconded.
Vote was unanimous in favor.
ORDINANCE: ANNEXATION ADAIR ROAD, 1st READING
Comm. Hager moved to read by title only the ordinance annexing Adair
Road. Comm. Lyle seconded and vote was unanimous in favor. Public
Hearing is scheduled for 3 November 81.
PROPOSED ZONING AMENDMENT TO PERMIT ZERO LOT LINE CONSTRUCTION DEFEATED
Comm. Lyle moved not to amend Zoning Ordinance to permit zero lot line
construction. Comm. Stinnett seconded and vote was unanimous in favor.
RESOLUTION ESTABLISHING NEW WATER AND GARBAGE RATES
After City Manager Vignetti read the resolution establishing new
water/sanitation rates, Comm. Stinnett moved to adopt the resolution.
Comm. Lyle seconded and vote was unanimous in favor.
USE FOR FEDERAL REVENUE SHARING FUNDS COMMITTED
Comm. Stinnett moved to use the $93,329 Federal Revenue Sharing Funds
due next fiscal year for a new fire station. Comm. Whitehead seconded
and vote was unanimous in favor.
NEW WELL REPORT
City Engineer Walter Kuhrt advised the new well on Kissimmee Avenue
is producing 3,000 gallons per minute of sweet pure water.
SEWERAGE PLANT CONSTRUCTION PLANS TENTATIVELY APPROVED
Mr. Kuhrt presented plans for a sewerage plant to go on the Caf1ish
property near A.D.Mims Road east of The Forest. Comm. Stinnett
moved to tentatively approve the plans as presented. Comm. Whitehead
seconded and vote was unanimous in favor.
SIDEWALKS IN THE FOREST
City Bldg. Official Hurst reported that Mr. Tenney advised that the
sidewalks were difficult to put in The Forest because of swales and

telephone poles. Mr. Kuhrt recommends running sidewalks straight and
including the poles in the sidewalks.
REPORTS/INFORMATION
Elk's Charity Bowl:
gives-$25.00. Comm.
Comm. Stinnett moved to give what Winter Garden
Whitehead seconded and vote was unanimous in favor.
City holiday party will be Wednesday, December 30, 1981.
Comm. Hager advised that the Church of Christ has requested sidewalks
on Bluford Avenue. Comm. Stinnett moved to provide sidewalks and a
driveway into Church of Christ parking lot. Comm.Whitehead seconded
and vote was unanimous in favor.
In response to Comm. Stinnett's question regarding Fire Department and
County coverage, Mr. Vignetti advised that our department has been
instructed to not respond to out of city calls.
Comm. Stinnett suggested there should be some provision for picking up
trash not suitable for wrapping, such as bed springs, cuttings, etc.
Mr. Vignetti is to report on improving sanitation service at next
meeting.

Meeting was adjourned at 8:24 P.M. by Mayor Freeman.
