HomeMy WebLinkAbout10-20-1981 MINUTES OF THE REGULAR MEETING OF OCOEE CITY COMMISSION HELD OCTOBER 20, 198 Mayor Freeman called the meetingto order at 7:30 P.M. in the commission chambers and led those present in the pledge of allegiance to the flag. Present were Commissioners Hager, Lyle, Stinnett, Whitehead; City Manager Vignetti; City Attorney Rhodes; Deputy Clerk Grafton. 6 OCT 81 MINUTES CORRECTED After hearing the minutes of the regular meeting held Oct 6, 1981~ Comm. Lyle corrected paragraph regarding denying the proposed zoning amendment to read I'not to permit residential zero lot line construc- tion." Comm. Whitehead moved to approve minutes as corrected. Comm. Lyle seconded and vote was unanimous in favor. 13 OCT 81 PLANNING AND ZONING MINUTES READ FOR INFORMATION ONLY FIRE DEPARTMENT PRESENTS TROPHIES Tim Wymer, representing Ocoee Fire Department, presented 3 first place trophies (including 1st overall) won in Shriners' Field Day held the previous weekend. RESOLUTION-MAINTENANCE AGREEMENT FOR BLUFORD AVE/RR CROSSING Upon a motion by Comm. Lyle and second by Comm. Hager, Commissioners unanimously voted to sign a resolution for a maintenance agreement with Seaboard Coastline Railroad for their Bluford Avenue crossing. BILL GOODMAN/OCOEE GARDEN VILLAS RECOGNIZED Comm. Whitehead, acting on a request made by Randy Freeman, moved to officially recognize Bill Goodman and Ocoee Garden Villas for their contribution toward helping the handicapped in the International Year of Disabled Persons. Comm. Stinnett seconded and vote was unanimous in favor. ( BID OPENING-POLICE VEHICLE Five sealed bids for a new police vehicle were opened with bids as follows: Dodge World $8,575.55 Winter Garden Ford - $7,606.07 Clark Chrysler Plymouth $8,761.00 Bob Chango Plymouth - $8,269.60 Orlando Dodge $8,362.60 Comm. Stinnett moved to turn the bids over to City Manager to review and return next meeting with recommendation. Comm. Whitehead seconded and vote was unanimous in favor. DONATION TO OCOEE JR. HIGH SCHOOL BAND Comm. Stinnett moved to 'contribute $200.00 to Ocoee Jr. High School Band. Comm. Lyle seconded and vote was unanimous in favor. DONATION TO UNITED WAY FUND Comm. Hager moved to contribute $200.00 to United Way Fund Drive. Comm. Lyle seconded and vote was unanimous in favor. ~ BUDGET REVIEW City Manager Vignetti presented the budget review for FY 81/82. CITY MANAGER REQUESTS SALARY INCREASE FOR EMPLOYEES CITY COMMISSION MEETING OCT 20, 1981 PAGE 2 ";" In response to City Manager's request, Comm. Whitehead moved to increase starting salaries and some other salaries in Fire, Police, Dispatch and General Government. Comm. Stinnett seconded and vote was unanimous in favor. REPORTS/INFORMATION Comm. Whitehead moved to pay Meredith Corporation $38,758.50 from Federal Revenue Sharing Funds for water system improvement program. Comm. Hager seconded and vote was unanimous in favor. Mr. Vignetti advised that Dorothy Fogg, who has been a long time resident of Ocoee and moved away briefly has returned to Ocoee and requested that she be permiteed to sign up for over 65 program. Comm. Lyle moved to waive the 5 year residency requirement in this case. Comm. Hager seconded and vote was unanimous in favor. Mayor Freeman requested that City Manager write letter of apprecia- tion to Otis Reeves for the $100.00 contribution to cemetery fund made this week. Comm. Stinnett moved to abolish Occupational License law and replace with new law requiring one fee of $25.00 for all licenses throughout the city. Motion died for lack of a second. Don Tyndall requested parking spaces and no parking zones be designated in Pioneer Key Park #2. Burton SMith advised that Prima Vista entrance was ready to be painted. He also asked about recreation space for that area and was informed that the area has already been filled in and his committee should meet with commissioners for planning. ADJOURNMENT Comm. Lyle moved to adjourn at 8:30 P.M. Comm. Hager seconded. ~~{.,+~~ ATTEST: ADDE UM: COMPREHENSIVE LAND USE PLAN AMENDED Commissioner Lule moved to change zoning and Comprehensive Land Use Plan regarding 750 feet fronting Lakeshore Drive from Rl to PS as requested in Gettings Petition 81-6.
