MINUTES OF OCOEE CITY COMMISSION REGULAR MEETING HELD NOVEMBER 3, 1981
Mayor Freeman called the regular meeting of Ocoee City Commission to order
at 7:33 P.M. in the commission chambers and then led those present in the
pledge of allegiance to the flag.
Present were Commissioners Hager, Lyle, Stinnett, Whitehead; City Manager
Vignetti; City Attorney Rhodes; Deputy Clerk Grafton.
20 OCTOBER 81 MINUTES APPROVED
Upon a motion by Comm. Whitehead and second by Comm. Hager, minutes of the
regular meeting held October 10, 1981 were approved as read.
PLANNING AND ZONING BOARD DID NOT MEET
ORDINANCE:ANNEXING ADAIR ROAD-PUBLIC HEARING & 2ND READING
Comm. Hager moved to read by title only the ordinance annexing Adair Rd.
for public hearing and 2nd reading. Comm. Lyle seconded and vote was
unanimous in favor. There were no opinions expressed from audience.
Comm. Whitehead moved to pass ordinance. Comm. Stinnett seconded and
vote was unanimous in favor.
11 NOVEMBER 81 PROCLAIMED VETERANS DAY
POLICE VEHICLE BID AWARDED WINTER GARDEN FORD
Comm. Stinnett moved to award bid for police vehicle to Winter Garden
Ford for 7,606.67 (less $500.00 if ordered before December 1, 1981).
Comm. Whitehead seconded and vote was unanimous in favor.

ORDINANCE: AMEND COMPREHENSIVE LAND USE PLAN-1ST READING
Comm. Whitehead moved to read by title only for 1st reading of the ordi-
nance amending Comprehensive Land Use Plan as regards 75C feet fronting
Lakeshore Drive as described in Petition 81-6. Comm. Hager seconded and
vote was unanimous in favor. Public hearing is scheduled for 1 December 81
INTERLOCAL AGREEMENT ORANGE COUNTY COMMUNITY DEVELOPMENT FUNDS
Comm. Lyle moved to execute inter-local agreement with Orange County
for Community Development Funds. Comm. Whitehead seconded and vote was
unanimous in favor.
COLLELA APPOINTED TO PLANNING AND ZONING BOARD
Comm. Whitehead moved to appoint Ron Co11e1a, 230 E. Silver Star Rd.,
to the Planning and Zoning Board. Comm. Stinnett seconded and vote was
unanimous in favor.
CODE ENFORCEMENT BOARD APPOINTMENTS TABLED
Comm. Lyle moved to table until next meeting appointments to fill the
three vacancies on the Code Enforcement Board. Comm. Whitehead seconded
and vote was unanimous in favor.
REV. ARMSTRONG/COMMUNITY CENTER
Rev. Dewayne Armstrong, representing Westside Baptist, a newly formed
congregation, requested permission to use new community center regularly
at a reduced rate. Rev. Armstrong was directed to contact Jim Beech
about using the Youth Center instead.
REPORTS/INFORMATION
City Manager Vignetti advised that the Canvassing Board meets at noon

Comms. Hager moved to pay Meredith Corporation $24,569.32 out of Federal
Revenue Sharing Funds for water system improvement program. Comm. Lyle
seconded and vote was unanimous in favor.
Comm. Stinnett moved to pay Roberto Guedes $2,549.90 for architect and
engineering services and expenses associated with construction of
Community Park.
City Manager advised:
1. Land fill charge has increased to $7.80 per ton.
2. Information on protest to sewer agreement made by winter Garden has
been forwarded to Attorney Wayne Rich.
3. The two groups sponsoring Bingo are Football League and Little League
and that allover the $300. rent on Community Center will go to the
sponsoring club. City Manager then requested authority to purchase
Bingo equipment City Attorney Rhodes said he needs assurance that all
workers are not hired but are volunteers and that he will draw up forms
for them to sign. Comm. Whitehead moved to advance front money to get
Bingo equipment. Comm. Stinnett seconded and vote was unanimous in favor.
4. Auditors finished up today.
Don Tyndall, Pioneer Key Park #2, requested "NO Parking Zone" signs
for Pioneer Key Park #2. No action was taken at this time.
RESOLUTION FOR McROBERT AUTHORIZED
Comm. Hager advised citizens of the death of Mr. McRobert, chairman
of Planning and Zoning Board. He then requested, and Commission con-
curred,that a resolution expressing City's appreciation be drawn up and
a plaque commemorating his dedication and service to the community be
presented to Mrs. McRobert.
Comm. Whitehead reported that the water at his house had been smelling
bad recently.
Comm. Stinnett requested that the commissioners research the occupational
license law and adjust so that the fees would be more reasonable, as he
has had several complaints regarding high fees. A work session was
scheduled for 10 November 81 at 7:00P.M.
ADJOURNMENT
Upon a motion by Comm. Stinnett and second by Comm. Hager, meeting
adjourned at 8:42 P. M.

MINUTES OF CITY OF OCOEE CANVASSING BOARD MEETING HELD 4 NOVEMBER 1981
Meeting was called to order at 12:04 P. M. by Mayor Freeman in commission
chambers.
Present were Commissioners HAger, Stinnett, Whitehead; City Manager
Vignetti; Deputy Clerk Grafton.
Candidates for Commission Seat #4 were Vard J. Hager and Jim Gant.
The absentee ballot was opened and counted.
Mayor Freeman opened the envelopes from the elections clerk and
announced that the vote is as follows:
