MINUTES OF OCOEE CITY COMMISSION REGULAR MEETING HELD JANUARY 19, 1982
PRESENT: Mayon Freeman; Commissioners Hager, Lyle, Stinnett and Whitehead;
City Attorney Rhodes; City Manager Vignetti; and Deputy Clerk Grafton
ABSENT: None
CALL TO ORDER
Mayor Freeman called the regular meeting to order at 7:30 P.M. in the
commission chambers and then led those present in the pledge of allegiance.
5 JAN 82 MINUTES APPROVED
Upon a motion by Comm. Whitehead and second by Comm. Stinnett the
minutes of the regular meeting held 5 January 82 were unanimously
approved as read.
PLANNING AND ZONING MINUTES OF 12 JANUARY 82 MEETING READ FOR RECORD ONLY
ORDINANCE: ANNEXATION HELLER PROPERTY, PUBLIC HEARING, 2ND & FINAL READING
For the second and final reading, Comm. Hager moved to read by title only
the ordinance annexing the Heller property which is bordered by Maguire
Road, Old Winter Garden Road Extension and Sunshine State Parkway. Comm.
Whitehead seconded and vote was unanimous in favor. There were no comment~
from the audience after the title was read by City Manager Vignetti.
Upon a motion by Comm. Stinnett and second by Comm. Lyle said ordinance
was unanimously adopted.

ORDINANCE: ZONING HELLER PROPERTY-PUBLIC HEARING,2ND & FINAL READING
For the second and final reading, Comm. Hager moved to read by title only
the ordinance zoning 6.14 acres of the Heller property C3 and 81.14 acres
R3. Comm. Whitehead seconded and vote was unanimous in-ravor. There
were no comments from audience after title was read by City Manager
Vignetti. Upon a motion by Comm. Stinnett and second by Comm. Lyle,
ordinance .was unanimously adopted.
RESOLUTION: REAFFIRMING THE COOPERATION AGREEMENT WITH ORANGE COUNTY
Comm. Whitehead moved to pass a resolution reaffirming the Cooperation
Agreement between Orange County and City. Comm. Stinnett seconded and
vote was unanimous in favor.
COMPLAINT: MRS BISHDP, Lot 38 PIONEER KEY PARK #1
Mrs. Bishop complained of rain water standing from Lot 37 thru Lot 39
in road, the right of way and the ditch (which is also full of junk).
City Manager will clean ditch and Council agreed to check area at
next rain.
PETITION 82-1: ZONING CHANGE FROM RIAA TO PS-MAGUIRE PROPERTY
Comm. Stinnett moved to amend Comprehensive Land Use Plan and change
zoning from RIAA to PS as requested in Petition 82-1 by Mr. Maguire
for property located on northeast corner of Bluford and Oakland.
Comm. Whitehead seconded and vote was unanimous in favor.

REPORTS/INFORMATION
A representative from Homestead Exemption office will be at Orange
County Services Building January 28 from 1 to 4 P.M.
County Officials offered $15,000 on fire contracts. City Manager
advised them that was not enough and that they had until February 10
to amend offer.

Upon being advised of a problem with the drainage ditchi Comm. Stinnett
moved to table any decision until next meeting. Comm. Lyle seconded
and vote was unanimous in favor.
Comm. Lyle moved to authorize City Manager to spend $2,000 to get
fill to Prima Vista Recreation Park. Comm. Stinnett seconded and
vote was unanimous in favor.
City Manager presented the FY81/82 1st quarter budget review.
As the~fevenue reported was low due to small minimum charge, Comm.
Lyle suggested changing minimum water charge to $9.00 for first 15,000
gallons used and an additional 50~ per thousand after that. Subject
to be on agenda at next regularly scheduled meeting.
Comm. Whitehead noted that the Elementary School alarm should be
adjusted and a key should be left with Dispatch Department for
emergencies.

adjourned at 8:50 P.M.
