HomeMy WebLinkAbout07-20-1982 I.k MINUTES OF THE OCOEE CITY COMMISSION REGULAR MEETING HELD 20 JULY 1982 PRESENT: MAYOR FREEMAN; COMMISSIONERS HAGER, LYLE, STINNETT AND WHITEHEAD; CITY MANAGER VIGNETTI; CITY ATTORNEY RHODES; AND DEPUTY CLERK GRAFTON ABSENT: NONE CALL TO ORDER Mayor Freeman called the regular meeting to order at 7:30 P.M. in the commission chambers and then led those present in the pledge of allegiance to the flag. PLAQUE PRESENTED City Manager Vignetti presented to Commission a plaque, received from Mrs. Foots Vandergrift and Mrs. Bill Hager, honoring those who lost their lives in World War II, Korea and Vietnam. 6 JULY 82 MINUTES CORRECTED Upon hearing the minutes of the regular meeting held 6 July 82, Comm. Hager noted that the record should reflect that the vote was unanimous in favor regarding the motion to approve Petition 82-4A. City Attorney Rhodes added that the vote was uQanimous for the motion to deny Petition 82-6, and that the date in the title llne of the minutes should be July 6 instead of June 6. Comm. Whitehead moved to approve the minutes as corrected. Comm. Stinnett seconded and vote was unanimous in favor. ~....'lI COMPREHENSIVE LAND USE PLAN AMENDED:: Cornelia Breeze and William Breeze requested that the Comprehensive Land Use Plan Chapter 4, Land Use, Figure 4-2, Sheet 2, Generalized Future Land Use,(which shows the area south and east of the corner of Bluford and Geneva intersection to be residential zoning) be corrected to show commercial zoning, as it was zoned C3 in July 1974 and several businesses are established there. Comm. Stinnett moved to amend the land use plan as requested. Comm. Hager seconded and vote was unanimous in favor. PIONEER KEY PARK COMPLAINTS/WILBURN SMITH Mr. Wilburn Smith, as spokesman for Pioneer Key Park Homeowners Association, referring to Ordinance #620, cited violations regarding skirting, sidewalks and pads, off- street parking problems, renting and flooding and asked for help in resolving problems. City Attorney Rhodes advised Mr. Smith that most of those were Home- owner Assoc. problems and city could only deal with those problems that constitute a hazard to the rest of the city. Mayor Freeman, as owner of the park, arranged to meet with Mr. Smith to attempt to work out solutions. TWIN LAKES COMPLAINTS/JOHN McNAMARA Mr. John McNamara, representing Twin Lakes Homeowners Association, advised that the homes on Caballero fronting Lake Moxie need relief from the water standing in the burm and requested a conference with city engineer. City Manager Vignetti will set up appointment when city engineer returns next week. WEST ORANGE GIRLS CLUB REQUESTS FUNDS Mrs. Edna Philips, representin~West Orange Girls Club, advised that the Intermediate All Stars Team has been invited to fOlu........!..<...ore tournaments ~nd needs money for housing. Comm. Lyle moved to donate $300.00 to~. .team. Comm. Whltehead seconded and vote was unanimous in favor. ~ .'\ CITY COMMISSION MEETING 20 JULY 82 PAGE 2 REPORTS/INFORMATION ~ City Manager Vignetti reported that Bowness Road has been closed. Comm. Stinnett moved to give City Manager authority to choose streets for paving and to proceed. Comm. Whitehead seconded and vote was unanimous in favor. Mr. Vignetti advised that the most pressing needs were on Lady Avenue and at Story Rd/ Geneva Street intersection. Comm. Hager moved to authorize City Manager to pay $46,000 from Acct#522.64B and $34,124 from Federal Revenue Sharing Funds for 1981 GMC Fire Truck. Comm. Lyle seconded and vote was unanimous in favor. Comm. Lyle moved to authorize City Manager to pay $3,500 from Acct#572.47Cl for sod for football field. Comm. Whitehead seconded and vote was unanimous in favor. No action was taken on City Manager's request for authorization to pay for tractor hire. Mr. Ralph Rodgers, representing BMX, NBL and ABA (all bicycle racing organizations) proposed putting a moto-cross track in the park behind Prima Vista. Comm. Stinnett advised that that area has been committed to a daytime play area and therefore not ava,lable for such activities. Mayor Freeman suggested considering a portion of the 20 acres reserved for recreation on the north end of town as concession stand and rest room facilities are already programmed there. ~'.. RECESS AT 9:00 P.M. RECONVENE AT 9:08 P.M. BUDGET REVIEW FY81/82 City Manager reviewed the budget for FY81/82 and then presented his tentative budget recommendations for FY82/83, asking for a straw vote on each proposed change from current rates. The votes were as follows: 1. Ad valorem tax: 3.165 - unanimous in favor 2. Sanitation: $5.00 per month - majority in favor (Lyle and Whitehead nay) 3. Water: $12.00 quarterly minimum - majority in favor (Lyle and Whitehead nay) 4. Salary increase prorated 3, 5, and 10% as before-unanimous in favor 5. Keeping Rescue Truck - majority in favor (Stinnett nay) Comm. Lyle reported that Red Hensley has created a problem for neighbors trying to get to their property by closing off his property where they usually drive. City Manager was authorized to contact Mr. Hensley and work out solution. Mayor Freeman cited need for Department of Transportation to come here and take care of ditches, culverts, etc. for flood control and drainage problems. Comm. Stinnett requested that spigots be put in easily accessible places for citizens' use for cemetery flowers. Comm. Stinnett also noted the need for mowers to cut rights-of-way in Industrial Park. City Attorney Rhodes advised that he erred regarding the public hearing on Petition 82-6 in which Rewis, Hewitt and Cummings request a zoning change on Silver Star Road and that a hearing should be scheduled.
