MINUTES OF THE OCOEE CITY COMMISSION REGULAR MEETING HELP 7 SEPT 82
PRESENT:
MAYOR FREEMAN; COMMISSIONERS HAGER, LYLE, STINNETT AND
WHITEHEAD; CITY MANAGER VIGNETTI; CITY ATTORNEY RHODES;

CALL TO ORDER
Mayor Freeman called the regular meeting to order at 7:31 PM in the
commission chambers and led those present in the Pledge of Allegiance.
31 AUG 82 MINUTES APPROVED
Upon a motion by Comm. Whitehead, seconded by Comm. Stinnett, minutes
of 31 Aug 82 were unanimously approved as read.
PLANNING AND ZONING BOARD DID NOT MEET
ORDINANCE: AMENDING COMPREHENSIVE LAND USE PLAN-REWIS PROPERTY ON SR438
Comm. Stinnett moved to read by title only the ordinance rezoning
the property on SR 438 from Agricultural to RlAA for the final
reading and public hearing. Comm. Hager seconded and vote was
unanimous in favor. City Manager read the title of the ordinance.
There were no comments from the audience. Comm. Stinnett moved to
pass ordinance and Comm. Whitehead seconded. Vote was unanimous
in favor.

ORDINANCE: AMENDING COMPREHENSIVE LAND USE PLAN-SE CORNER OF
BLUFORD/GENEVA
Comm. Lyle moved to read by title only the ordinance amending the
CLUP for the property located on the SE corner of Bluford/Geneva
from residential to commercial for the final reading and public
hearing. Comm. Hager seconded and vote was unanimous in favor.
City Manager read the title of the ordinance. There were no comments
from the audience. Comm. Whitehead moved to pass the ordinance and
Comm. Lyle seconded. Vote was unanimous in favor.
REQUEST WAIVER OF TIME LIMITATION FOR REZONING - MR. BILLY REW
Mr. Billy Rew requested waiver of the time limitation for rezoning
of the C3 property behind the Village Market Shopping Center.
Motion was made by Comm. Stinnett, seconded by Comm. Whitehead to
approve waiver of the time limitation for rezoning: Vote was
unanimous in favor.
NEW BUSINESS
REQUEST TO ABANDON 20' EASEMENT LOCATED IN SIMS SUBDIVISION -
MR. ERNEST HATAWAY
Motion was made by Comm. Stinnett, seconded by Comm. Whitehead to
table the request made by Mr. Hataway to abandon the 20' easement
located in Sims Subdivision to next regular meeting 21 Sept 82.

BICYCLE RACING - MR. RALPH ROGERS
Mr. Rogers requested the use of two (2) acres of the City's Park
off Adair Rd. for a bicycle racing track. Also monies to be budgeted
for preparation of facilities. Comm. Lyle moved to allocate land
and $5000.00 for the bicycle racing track. Comm. Whitehead seeonded
and vote was unanimous in favor.

City Manager advised:
1. There will be a special Commission Meeting held 14 Sept 82
for the adoption of the final budget and millage rate.
2. The draw down on Lake Moxie is down 40 inches.
3. The water level of Starke Lake is also dropping.
City Manager recommended to stop the draw down on Lake Moxie
at 5 feet.
Bill Breeze informed the Commission Starke Lake dropped 3~ inches
in one (1) week. Mr. Breeze expressed his concern that Stark Lake
was dropping to fast.
John O'Connor asked if there had been a decision on a permaBent
pump for Lake Moxie. Mayor Freeman informed Mr. O'Connor the
decision is still in the hands of DER.
Mayor Freeman requested City Manager to send a letter informing
RCA they will be responsible for paying for the permanent pump
for Lake Moxie.
A.resi~ent of Orange Avenue requested to know when the pipes being
used in the draw down of Lake Moxie along Orange Avenue will be
removed. City Manager informed resident the pipes will be removed
as soon as Lake Moxie has been drawn down 5 feet.

City Manager expressed his appreciation to the people on Orange Ave.
for their patience and tolerance regarding the draw down operation
of Lake Moxie.
Commissioner Lyle announced he will run for re-election.
ADJOURNMENT
Upon a motion by Comm. Stinnett, seconded by Comm. Whitehead meeting
adjourned at 8:46 PM.
