MINUTES OF OCOEE CITY COMMISSION REGULAR MEETING HELD SEPTEMBER 21, 1982
PRESENT: Mayor Freeman; Commissioners Hager, Stinnett, Whitehead; City Attorney
Rhodes; City Manager Vignetti; Deputy Clerk Grafton
ABSENT: Commissioner Lyle
CALL TO ORDER
Mayor Freeman called the regular meeting to order at 7:32 PM and then led those
present in the pledge of allegiance.
7 SEPT 82 COMMISSION MEETING MINUTES APPROVED
Upon a motion by Comm. Whitehead and second by Comm. Hager, the minutes of the
regular meeting held 7 September 82 were approved as read.
14 SEPT 82 SPECIAL MEETING MINUTES APPROVED
Upon a motion by Comm. Stinnett and second by Comm. Whitehead, minutes of the
special meeting held 14 September 82 were approved as read.
PLANNING AND ZONING BOARD DID NOT MEET
RESOLUTION: INCREASING WATER & SANITATION RATES
Comm. Hager moved to read by title only the resolution increasing minimum water
rates to $12.00 quarterly and sanitation rates to $15.00 quarterly. Comm. Whitehead
seconded and vote was unanimous in favor. City Manager read the title of the
resolution. Comm. Stinnett moved to adopt said resolution and Comm. Hager seconded.
Vote was unanimous in favor.

MR. HATAWAY'S REQUEST TO ABANDON 201 DRAINAGE EASEMENT DENIED
Upon a motion by Comm. Stinnett and second by Comm. Whitehead, Commission unani-
mously agreed to remove from table and consider Ernest Hataway.s request to abandon
a 20' drainage easement dividing his home from adjacent property he owns. Comm.
Stinnett was in favor of granting request while Comm. Hager was adamant about not
closing any easements. City Attorney Rhodes suggested that a contractural revocable
license be drawn up giving Mr. Hataway the right to put in a culvert and gain access
to the property. In view of that possibility, Comm. Stinnett moved to deny request.
Comm. Whitehead seconded and vote was unanimous in favor.
GRANTHAM REQUEST FOR BICYCLE PATHS DENIED
Mr. Jerry Grantham, representing Orange County Eagle Safety Patrol, read a presentation
requesting a bicycle pathway through city. Mayor Freeman advised again that there
was no space available for bicycle paths anywhere in the city.
CITIZENS CONCERNED REGARDING LAKE LEVEL
Citizens John Bateman and Bill Breeze reported that Starke Lake and Lake Prima Vista
are dropping at the rate of one foot per month. They requested that the drainage
well be plugged and some measure taken to stop overflow water from going into Lake
Olympia on the other side. They were advised that City Manager was aware that drain
was open and functioning and intended to keep well open until drawdown of Lake Moxie
had been completed.

GROUP HEALTH INSURANCE BID AWARDED
George Wood, Office Manager, presented a worksheet spread comparing all bids
received for Group Health Insurance. Although Prudential/Time was low bid,
Comm. Stinnett moved to award to Liberty National Insurance because of their
outstanding service this fiscal year. Comm. Whitehead seconded and vote was
unanimous in favor. Liberty National representative, JessePoling, pointed out
that the current rates are good thru November and bid rates are effective 1 Dec 82.
REPORTS/INFORMATION
Upon a motion by Comm. Hager and second by Comm. Whitehead, City Manager was
unanimously authorized to pay Hubbard Construction Co. $12,500 out of Street
Department Acct #541.64B for Story Road/Kissimmee intersection project.
Community Park bid opening is scheduled for 5 Oct 82 at Orange County Court House
at 2:00 PM.
Lake Moxi e drawdown has reached 70~" and pi pes were pull ed 17 Sept 82.
At Bill Goodmanls request a work session was scheduled for 28 Sept 82.
Sealed bids for Water Department's 74 truck were opened and 2 men tied for high bid.
Their rebids are scheduled to be opened 28 Sept 82.

Mr. Don Henderson requested, in absentia, permission to start a taxi service.
Upon City Attorney Rhodes' recommendation, matter was tabled and Mr. Henderson was
to be asked to appear before Commission.
Upon being advised that John Cockrell has received his Class C certification from
DER, Comm. Stinnett moved to increase Cockrell's salary by $500.00 yearly. Comm.
Whitehead seconded and vote was unanimous in favor.
Comm. Whitehead moved to raise City Attorney Rhodes base fee to $500. per month
plus $50. per hour for additional work. Comm. Stinnett seconded and vote was
unanimous in favor.
City Manager advised that Building Official Cecil Hurst will be on leave of absence
3 months, to return in January 1983.
Candidate Tyndall requested permission to put up signs for campaign and was advised
no permission was necessary.
City Attorney Rhodes expressed appreciation for increase in salary.
ADJOURNMENT
Upon a motion by Comm. Whitehead and second by Comm. Stinnett, meeting adjourned
at 10: 13 PM.
