MINUTES OF OCOEE CITY COMMISSION REGULAR MEETING HELD OCTOBER 19, 1982
PRESENT: Mayor Freeman; Commissioners Hager, Lyle, Stinnett and Whitehead; City Manager
Vignetti; City Attorney Rhodes; and Deputy Clerk Grafton
ABSENT: None
CALL TO ORDER
Mayor Freeman called the regular meeting to order at 7:30 P.M. in the commission
chambers and led those present in the pledge of allegiance to the flag.
5 OCT 82 COMMISSION MEETING MINUTES APPROVED
Upon a motion by Comm. Hager and second by Comm. Whitehead, the minutes of the regular
meeting held 5 Oct 82 were unanimously approved as read.
PLANNING AND ZONING BOARD DID NOT MEET
ACTION LAND COMPANY
Mr. Mike Dyer, representing Action Land Company, requested that City defer de-annexing
their 500 acre parcel lying north of A.D. Mims Road as there has been are-evaluation
of the property due to a new topo and negotiations are underway with a prospective buyer.
Comm. Lyle moved to de-annex, adding that he wanted the PUD zoning off the property.
Motion died for lack of a second and no further action was taken at this time. Mayor
Freeman invited Mr. Dyer to the next commission meeting,which is 2 Nov 82.

REDUCED RATE REQUEST FOR COMMUNITY CENTER DENIED
Mr. Danny' Gordon, West Orange High Choral Director, requested the use of the Community
Center December 10 & 11 at a reduced rate for a fund raising Early American Christmas
Dinner to be cosponsored by the Shakespeare Society and Chorus. Mayor Freeman advised
that the policy still stands to charge all organizations full price, but he handed $70.00
(which is the estimated cost of one night's use for this function) from his own pocket.
Vern Combs, representing Prima Vista Homeowner's Association, immediately promised to
match the mayor's donation.
HARBOR HEIGHTS IMPROVEMENTS ACCEPTED
Comm. Hager moved to accept Harbor Heights improvements subject to completion according
to items listed in City Engineer Kuhrt's letter. Comm. Lyle seconded and vote was
unanimous in favor.
ANNEXATION REQUEST DENIED
Comm. Lyle moved to deny annexation request for 3~ acre parcel located south of
Garden Villa Apartments. Comm. Whitehead seconded and vote was unanimous in favor.
PRIMA VISTA RECREATION PARK
Mr. Ralph Rodgers advised that, after consulting with Sleepy Harbour and Prima Vista
Homeowners Associations, they have a plan for the recreation park which they feel will
most effectively use the $25,000 plus interest of Federal Revenue Sharing funds
allocated to the park and requested that City construct the park with their guidance
and cooperation. Comm. Stinnett said that there are still vehicles going into the area
dumping trash, that fill dirt was needed and a fence should be put in to protect the
property. City Manager advised that the interest on the $25,000 had already been
committed somewhere else by Federal Revenue Sharing meetings.

Elections will be held November 2 at Orange County Services Building.
Upon a motion by Comm. Stinnett and second by Comm. Whitehead, Commission unanimously
voted to donate $60 to Elk1s Charity Bowl.
In response to Winter Garden Lions Club's request for an $85 ad, Comm. Lyle moved to
deny request. Comm. Stinnett seconded and vote was split. Comms. Lyle, Stinnett
and Whitehead voted yea, Comm. Hager, nay. Motion carried 3-1 to deny request.
Planning and Zoning Board Public Hearing for General Elevator's Petition 82-7
has been set for October 26, 1982.
City Manager advised that the decision in the Cogshall case was voluntary dismissal.
Prima Vista Utilities withdrew their letter of intent regarding sewer.
Vern Combs, Prima Vista Homeowners Association, requested water lines be put in on
opposite side of entrance so that they can care for lawn. Water Supervisor Smith
advised he was already working on it.
Herman Walters was granted permission to have a fall festival November 5 near Boogaarts.

81/82 BUDGET BRIEFING
City Manager reviewed 81/82 budget showing surplus and requested a $1,000 payment
for services performed for employees who have been here 12 months or longer with
shorter term employees' payments prorated according to number of months employed.
Comm. Lyle moved to award payments as requested by City Manager with part time
employees' payments prorated as well, and reserves excluded. Comm. Whitehead
seconded and vote was unanimous in favor.
ADJOURNMENT
Upon a motion by Comm. Hager and second by Comm. Stinnett, meeting adjourned at 9:30 P.M.
