Hager, Whitehead, Stinnett, City Manager Vignetti; City Attorney Rhodes; Deputy Clerk Poling Absent: Comm. Lyle CALL TO ORDER Mayor Freeman called the regular meeting to order at 7:30 P.M. in the Commission Chambers and led those present in the Pledge of Allegiance. APPROVALS Motion was made by Comm. Whitehead seconded by Comm. Stinnett to approve the 2 November 82 commission meeting minutes as read. Vote was unanimous in favor. Motion was made by Comm. Hager seconded by Comm. Whitehead to approve the Canvassing Board and Special Meeting Minutes held 3 November 82 as read. Vote was unanimous in favor. ORDINANCE: Amending Comprehensive Land Use Plan - General Elevator Property - Zoning change from C-3 to I-I - First Reading Public Hearing and Final Reading Scheduled 7 Dec 82. Motion was made by Comm. Whitehead seconded by Comm. Hager to read by title only the Ordinance Amending the Comprehensive Land Use Plan for the General Elevator Property located on old SR 50. Vote was unanimous in favor. City Manager Vignetti read the Ordinance by title only. Public Hearing and Final Reading scheduled for 7 Dec 82. SHOPPING CENTER - S. W. Corner of Bluford and Silver Star Rd. -Marc Hagle Mr. Marc Hagle of Royal Canadian Development informed the Commission that a traffic survey was conducted by Mr. Gary Lester at the interseetion of Bluford Ave. and Silver Star Rd. where he proposes to build a shopping center. Mr. Lester conducted the survey between 4 and 5 P.M. which is the PM Peak hour. He stated that due to the distribution of access to the shopping center this will not significantly increase the traffic flow to this area. Mr. Hagle suggested that his company would provide for left lane turns on Bluford and Silver Star Rds. at the shopping center site and that they would cooperate with the City in modifying the Silver Star/Bluford Ave. Intersection. Mr. Hagle also submitted a copy of the proposed site. A work session is to be set up for the near future. APPOINTMENT OF CONSTRUCTION SUPERVISOR FOR FIRE STATION b Motion was made by Comm. Stinnett seconded by Comm. Whitehead to appoint Mr. Sam Hodge as construction supervisor for the fire station. His fee is to be 10% over the actual cost of materials. Vote was unanimous in favor. BEER LICENSE R.EQUE$T - Fuz zy' s Follies - Wurst Rd. Mr. Allen Blum requested an on-premise beer license for Fuzzy's Follies on Wurst Rd. The Commission informed Mr. Blum that there is presently a city ordidance prohibiting the sell of alchol if it is within 1,000 feet of a church or school. As Mr. Blum's premises is closer than 1,000 feet Commission stinnett made a mostion to deny the request. Motion was seconded by Comm. Whitehead. Vote was unanimous in favor. PETITION: Ocoee Community Park - Mr. Bob Swearingen and Mr. Wes Stout Mr. Wes Stout, representing the people in the Twin Lakes area, presented a petition opposing the facilities in Phase I of the proposed park for that area. Phase I consists of tennis courts, raquetball courts and softball fields. Citizens also opposed the bicycle motocross track which has been proposed for this park. Mr. Stout suggested that the community would be better served by beginning with a playground for children, with picnic tables adn nature trails to be followed by the ballfields and courts. Residents also asked that a fence be installed to border the property, and a lights-out curfew of 10 P.M. Mr. Robert Swearingen representing the people of Ocoee Garden Villas also opposed the motocross track. The commission explained that bids for Phase I of the park were to be opened 9 December 82 and that this phase could not be changed. However, all their suggestions concerning the park were welcome and would be considered in planning Phase II. CHRISTMAS PARADE - Request for Financial Assistance - Mr. VanKuren Mr. Dave VanKuren requested financial assistance from the city with the Christmas parade. He announced that the parade would be held December 11, 1982 at 11 A.M. Motion was made by Comm. Stinnett seconded by Comm. Whitehead to donate $500.00 to the Christmas Parade fund. Vote was unanimous in favor. TWIN LAKES FOREST: Acceptance of facilities in Michele Woods and Nancy Ann Woods Sub-division Mr. Jeff Fuquay requested that the Commission accept the streets, paving, water and drainage facilities in Michele Woods and Nancy Ann Woods Sub-divisions. The commission asked City Attorney Rhodes to draft a letter of acceptanee for the streets, paving, water and drainage excluding the water detention pond which is currently not acceptable to the city. Motion was made by Comm. Stinnett seconded by Comm. Whitehead to accept the facilities excluding the detention pond. Vote was unanimous in favor. REPORTS/INFORMATION City ( a) (b) (e) Manager Vignetti announced: Bid opening for Community Park construction State Revenue Sharing was reduced by 2%. Canvassing Board meeting to be held 12 Noon will be 9 Dec 82. 17 Nov. 82. Motion was made by Commissioner Stinnett seconded by Comm. Whitehead to close City Hall Nov. 25 and 26 for Thanksgiving Holidays. Vote was unanimous in favor. Motion was made by Comm. Hager seconded by Comm. Whitehead to adjourn the meeting at 10:30 P.M.
