MINUTES OF OCOEE CITY COMMISSION REGULAR MEETING HELD AUGUST 16, 1983
PRESENT: Mayor Goff; Commissioners Cook, Hager and Rodgers; City Manager Burgess;
Attorney John Hatcher; Deputy Clerk Grafton
ABSENT: Comm. Lyle (management working during strike); City Attorney Rhodes
CALL TO ORDER
Mayor Goff called the regular meeting to order in the Commission Chambers at
7:32 P.M. and then led those present in the Pledge of Allegiance.
2 AUGUST 83 MINUTES CORRECTED
Upon hearing the reading of the minutes of the regular meeting held August 2, 1983,
Comm. Rodgers noted that the lake referred to in Item F, Page 3, should be Peach Lake
rather than Lake Moxie. Comm. Rodgers then moved to accept minutes as corrected.
Comm. Hager seconded and vote was unanimous in favor.
PETITION 83-5: COOK-ZONING CHANGE REQUEST TO BE RECONSIDERED
City Manager Burgess advised tha4 regarding Comm. Cook's petition to rezone
15 S. Cumberland Avenue, the situation may be different than Commission thought
and that a waiver of the one-year waiting period for reconsideration of zoning
change may be in order. Attorney Hatcher advised that a 3/4 vote is required and
if Commission should vote to waive one-year waiting period, applicant is required
to reapply with $100 fee and new petition. Comm. Hager moved to waive the one-year
waiting period. Comm. Rodgers seconded and both voted yea. Motion carried. Comm.
Cook abstained from voting due to conflict of interest. (See statement attached to
August 2 minutes.)
AMBULANCE PURCHASE AWARDED AERO PRODUCTS
Bids for new ambulance were opened from:
1. Aero Products, Longwood $34,029.75
2. Bulldog Fire Apparatus,
Jackson Metal Works, Ocoee $38,053.00
Comm. Rodgers moved to accept bid from Aero Products for $34,029.75. Comm. Cook
seconded and vote was unanimous in favor.
CITY HALL COPIER REPLACEMENT CONSIDERED
City Manager advised that a price check for copy machines revealed that the following
copy machines are available with trade:
1. Minolta $4,095
2. Sharpfax 4,300
3. Toshiba 3,495
Comm. Cook moved to authorize City Manager to purchase the Toshiba for $3,495.
Comm. Hager seconded and vote was unanimous in favor.
WATER DEPOSIT TO DOUBLE
Cit~ Manage~ advised that as the $25.00 water deposit was set for a one month billing
perlod and lS not adequate to cover a three month billing period, Commission might
consider raising deposit to $50.00. Comm. Rodgers moved to authorize City Manager
to prepare ordinance for first and second readings and public hearing to increase
water deposit to $50.00. Comm. Cook seconded and vote was unanimous in favor.

WALTER KUHRT:REGARDING RAISING WATER CONNECTION FEE
City EngineerWalter Kuhrt asked Commission to consider ralslng water tap fee at same
time the water deposit is raised, which would put Ocoee's fees in line with surround-
ing cities' fees and enable city to improve water service as needed. Mr. Kuhrt
suggested fees start at $750 for 3/4" tap in. Comm. Rodgers moved to include pro-
posal to raise water tap fees as recommended by Mr. Kuhrt in ordinance and public
hearing to be scheduled for water deposit increase. Comm. Cook seconded and vote
was unanimous in favor. Work Session is scheduled for August 29, 1983 at 6:30 P.M.
to discuss tap fees.
REPORTS/INFORMATION
City Manager was instructed to advertise for bids for truck for Street Department
and to check state purchasing contracts for prices.
REQUEST FOR EASING SEWER TAP FEE DENIED
City Manager advised that he had received requests from several business owners in
Industrial Park for permission to pay $2000 sewer tap fee in installments, or to
be released from paying at all, or to reduce E.R.U.'s. Comm. Hager moved to leave
payment method as is, i.e. one full payment. Comm. Cook seconded and vote was unani-
mous in favor. Comm. Rodgers moved to allow 30 days from this date for payments to
be in and attach lien on property for those not paid in full by that time. Comm.
Cook seconded and vote was unanimous in favor.
LAKES MOXIE AND PEACH DRAWDOWN REPORT
City Manager reported 34" drawdown on Peach Lake with several more weeks anticipated
before beginning on Lake Moxie, if still necessary.
FENCE PETITION - PETERS AVENUE
Citizens requesting fence along Peters Avenue were advised that County was not
interested in fencing ditch as that would complicate care of the area, and that
they should erect fence on their own property. County also indicated that they are
considering closing ditch altogether as it is not needed for drainage of that area.
ELECTION SCHEDULE ANNOUNCED
City Manager advised election day is November 8, 1983 and voting machines will be
tested November 1. Letters of advice will be sent to all candidates.
FLA. LEAGUE OF CITIES CONVENTION ANNOUNCED
City Manager advised Commission needs to appoint a voting delegate to the Florida
League of Cities Annual Convention scheduled for October 13-15, 1983 at Hyatt House.
BIDS OPENED FOR REPAIRING PUMPER #3
Bids to repair Pumper #3 were opened from:
1. Dowling Equipment, Silver Springs
2. Gator Emergency Vehicles, Clearwater
3. Bulldog Fire Equipment, Jackson Metal Works,
Ocoee

Comm. Rodgers moved to award bid to Bulldog Fire Equipment, Jackson Metal Works
for $36,587. Comm. Hager seconded and vote was unanimous in favor.

Commission instructed City Manager to advise Lions Club that they could serve
alcoholic beverages at their social function Saturday, October 8.
City Manager called Commission's attention to list of streets needing to be paved.
Citizens who protested time of day of RCA public hearing before Public Service
Commission were advised to contact Public Service Commission.
Comm. Hager advised that citizens had been pleased with water reduction of Lakes
Peach and Moxie.

Upon a motion by Comm. Hager and second by Comm. Cook, meeting adjourned at 9:13 P.M.
