Hager, Lyle, Cook and Rodgers; City Manager Burgess; City Attorney Rhodes; Deputy Clerk Poling ABSENT: None I it CALL TO ORDER Mayor Goff called the special meeting to order at 7:30 P.M. in Commission Chambers and led those present in the Pledge of Allegiance. FINAL PUBLIC HEARING FY 83/84 BUDGET Discussion was opened regarding the Final Public Hearing FY83/84 Budget. City Manager Burgess reported that all changes requested by the Commission at the Tentative Budget Hearing August 29, has been incorporated into the Budget. Comm. Lyle reminded the Commission that the State Revenue Sharing Funds had decreased and asked if there was a definite need for an Assistant City Manager. Mr. Burgess replied that the Budget reflects the expected decrease in State Revenue Sharing Funds and explained that an Assistant City Manager was needed. RESOLUTION - ADOPTING A FINAL BUDGET City Manager Burgess read the resolution adopting a Final Budget in its entirety. Motion was made by Comm. Hager, seconded by Comm. Cook to adopt the Final Budget. Vote was unanimous in favor. RESOLUTION - ESTABLISHING THE MILLAGE RATE City Manager Burgess read the resolution establishing the millage rate at 3.1657 in its entirety. Motion was made by Comm. Lyle, seconded by Comm. Rodgers to adopt the resolution. Vote was unanimous in favor. APPROVAL OF SCHEDULE FOR DER - Pumping of Lakes Moxie and Peach The Dept. of Environmental Regulations has required that a solution be found to the problem of pumping Lakes Moxie and Peach. They have issued a deadline of September 21, by which time they want a schedule of what steps the City is taking to solve this problem. Comm. Rodgers made a motion to hire an engineering firm not previously utilized by the City. Comm. Hager seconded the motion and vote was unanimous. Mr. Burgess was authorized to draft a letter to DER outlining the City.s intent. Commission set September 27, at 7:P.M. as the date for a workshop session regarding the sewer agreement with RCA.
