MINUTES OF THE OCOEE CITY COMMISSION REGULAR MEETING HELD OCTOBER 18, 1983
PRESENT: Mayor Goff; Comm. Cook, Hager and Rodgers; City Attorney Rhodes;
City Manager Burgess; Deputy Clerk Kirkdoffer
ABSENT: Comm. Lyle
CALL TO ORDER
Mayor Goff called the regular meeting to order at 7:30 P.M. in the Commission
Chambers and led those present in the Pledge of Allegiance.
OCTOBER 4, 1983 MINUTES APPROVED AS CORRECTED
Under REPORTS/INFORMATION Comm. Rodgers corrected item f to read, "St. John
Water Management District."
Under ORDINANCE #775 Comm. Cook corrected, Velma Simpson was not opposed to
said Ordinance.
Motion was made by Comm. Rodgers seconded by Comm. Cook to approve October
4, 1983 minutes as corrected. Vote was unanimous.
OLD BUSINESS
ORDINANCE: WATER SERVICE DEPOSIT FEE INCREASE - 2nd READING
For s.e'cond reading motion was made by Comm. Hager seconded by Comm~ Cook for
City Manager Burgess to read by title only tIle Ordinance to increase the water
service deposit fee.
Motion was made by Comm. Rodgers seconded by Comm. Hager to delete in Section I,
"and current users of". Vote was unanimous.
Motion was made by Comm. Rodgers seconded by Comm. Cook to approve Ordinance
as amended. Vote was unanimous.
FINAL ENGINEERING PLANS FOR THE PINES - WALTER KUHRT
Walter Kuhrt, Engineer for The Pines, gave a brief presentation of the final
engineering plans for The Pines an eleven lot sub-division on the east side of
Ocoee Hills Road. City Manager informed Commission that Mike Sims representing
the City of Ocoee as consulting city engineer gave his approval.
Motion was made by Comm. Rodgers, seconded by Comm. Cook to approve plans.
Vote was unanimous.
FOREST OAKS WATER TREATMENT PLANT - WALTER KUHRT
Walter Kuhrt presented to the Commission, plans to expand the future Forest
Oaks Water Treatment Plant which will tie into the 16" line running from the
Jamela St. water plant. There will be two wells; a 16 inch well with a flow of
1500 gallons per minute and a 10 inch well with a flow of 800 gallons per minute
as opposed to previously proposed plans of 12 and 8 inch wells.
The ground storage tank capacity is 400,000 gallons including a 2500 gallon
per minute areator as opposed to the previously proposed ,250,000 gallon capacity.

Motion was made by Comm. Rodgers seconded by Comm. Cook to approve plans
subject to Mike Sims approval. Vote was unanimous.
WEST ORLANDO UTILITIES SEWER RECONNECTION FEES - MR. JOSEPH GRECO
Mr. Joseph Greco of Orlando Auto Auction requested consideration from the
Commission to reduce his sewer reconnection fees from 8 ERU's to 5 ERU's.
Commission will investigate for possible consideration.
NEW BUSINESS
DISPOSITION OF EVIDENCE MONIES CONFISCATED BY POLICE DEPT.
City Manager informed Commission according to Senate Bill #210 Chapter 83-51,
the confiscated funds can be utilized by the City, specifically by the Police Dept.,
as an add on budget item for their use.
Motion was made by Comm. Rodgers seconded by Comm. Cook to amend the budget
to add the funds to the Police Dept. budget to be controled by City Manager.
Vote was unanimous.
City Manager informed Commission, Resolution 83-4 should be amended to do so.
Motion was made by Comm. Rodgers seconded by Comm. Cook to amend Resolution
83-4. Vote was unanimous.
RE-APPOINTMENT TO CODE ENFORCEMENT BOARD OF MR. HORACE PETERSON - 2 YEAR TERM
Comm. Hager informed Commission that due to present commitments, Mr. Horace
Peterson does not wish to be re-appointed to the Code Enforcement Board.
Motion was made by Comm. Rodgers seconded by Comm. Cook to appoint Vern
Combs to the Code Enforcement Board. Vote was unanimous.
DRAINAGE PROBLEM AT 614 KISSIMMEE AVE. - JAMES E. CREECH SON TO MRS. CARRIE LINDSEY
Mr. James E. Creech, son to Mrs. Lindsey, requested a solution to the drainage
problem on her property at 614 Kissimmee Ave.
Comm. Rodgers noted the drainage problem should have been taken care of as
per December 21, 1982 Commission Meeting Minutes.
Building Official Hurst pointed out the newly built building in back of Mrs.
Lindsey is a contributing factor to her drainage problem and will be taken care
of by the Code Enforcement Board.
Comm. Rodgers recommended, as per Dec. 21, 1982 Commission Meeting Minutes,
City Engineer investigate and report a solution to the drainage problem. City
Manager will instruct Mr. Kuhrt to do so.

REPORTS/INFORMATION
City Manager informed Commission the resurfacing of city streets has
been completed.
City Manager informed Commission as of date there are six customers who
have not paid the West Orlando Utilities sewer reconnection fees and requested
suggestions from the Commission as to methods for collection of said fees.
After some discussion, Commission decided to have the City Attorney Rhodes
go to each (on a one to one basis) of the six unpaid customers and find out
the reason(s) for non payment and report findings back to the Commission at the
Commission Meeting Nov. 1, 1983.
Commission decided all customers requesting a second water meter should
pay the required $750.00 water connection fee or required fees as shown in
Ordinance #773.
City Manager introduced an idea for a pistol range for the Police Dept.
(Police Dept. use only) to be located in the fenced area of the West Orlando
Utilities sewer plant off Enterprise behind Southern Seating.
City Manager suggested Commission should consider taking bids on an air
conditioning maintenance contract for city buildings.
City Manager informed Commission the bids for the traffic signal at Bluford
and McKey were sent out and also put in the newspaper.
Jackson Metal Co. has undergone Chapter 7 proceedings and Pumper
some work preformed but the Jackson Metal Co. has ceased operations.

Vern Combs expressed concern for any problems or expense which may be in-
curred by present homeowners of Ocoee in the future developement of The Pines.
Commission related they did not foresee any problems or expense to present
homeowners.
Chief Strosnider informed the Fire Dept. went to Spring Lake Elementary
School for Fire Prevention Week and covered grades Kindergarten through 3rd
grade. Cost was approximately $1,000 which was donated by the local businessmen.
Also the Firematics will be at the Exposition Park in Orlando on October 22, 1983
at 11:00 A.M. and invited all to attend.
Comm. Rodgers informed on Nov. 2nd and 9th, 1983 at 8:00 P.M. in the West
Orange High School, auditorium a national program called "Chemical People" is
being presented. This is a drug and alcohol use and abuse program hosted by
Nancy Reagan on Channel 24.
Comm. Rodgers inquired as to the statis of the wells on Starke Lake. City
Manager informed the wells have been opened.

Comm. Rodgers requested follow-up information on the junk automobile
clean up. Comm. Hager reported DJ Auto is disposing of the junk cars on
the lot. Mr. Jim Sills of DJ Auto, confirmed said disposition. Commission
agreed all concerned should conform to city regulations for junk automobiles
and junk yards.
Comm. Rodgers noted there is a personality conflict between him and the
Mayor. Discussion followed concerning the nature of the conflict.
Motion was made by Comm. Rodgers seconded by Comm. Cook to adjourn at
10:00 P.M. Vote was unanimous.
