Background Summary:
The North Side Reclaimed Water Main Extension project provides for the installation of a 16 inch reclaimed
water main along McCormick Road from the entrance to the McCormick Woods subdivision west to Ocoee -
Apopka Road and then south on Ocoee - Apopka Road to the entrance to the Fountains West commercial
development. The North Side Reclaimed Water Main Extension project was awarded to Hazen Construction
LLC (Hazen) at the April 16, 2013, City Commission meeting.
The path of the pipeline followed the right -of -way for McCormick and Ocoee - Apopka Roads. The original
design proposed to have the City's new 16 inch reuse pipeline located approximately half way between the edge
of pavement and the SR 429 bridge end wall as the pipeline passed under SR 429. During the design of the
project, CPH, Inc. attempted to obtain information from all existing utilities in this area to avoid conflicts. Had
CPH, Inc. been provided with the existing utilities information, their design would have been to place the
pipeline out in the west bound travel lane. Both shoulders of McCormick Road are very crowded with existing
water, sewer, and gas pipelines, and telephone, electrical power, and cable TV conduits. To maintain minimum
spacing from all of these pipelines, conduits, and the bridge end wall, the new reuse pipeline needed to be
located under the pavement.
Because the new pipeline is proposed to be installed under the west bound travel lane the work will include a
more complex maintenance of traffic because the work will require one lane to be closed during the day,
temporary road rebuild every night, and mill and resurface and restriping the entire width of McCormick Road in
the affected area. The additional pavement requirements were from Orange County Public Works as McCormick
Road is an Orange County jurisdictional road. Hazen was able to return the steel casing pipe originally required
by the Expressway Authority permit but was unable to return the casing spacers and receive a credit. The
projected cost for this work will result in an increase in the project of $41,777.00 and an addition of 15 days to
the contract time.
The second item on the change order is to change the method of pipe installation in crossing McCormick Road at
the intersection with Ocoee - Apopka Road from open cut to directional drill. When the project was being
designed CPH, Inc., City staff, and Orange County Public Works looked at both the open cut and directional
drill installations in the intersection. The project was designed and bid utilizing the open cut method, because it
was not anticipated that there were many conflicts in this area. Once accurate locates of the existing utilities and
the convenience stores septic system were provided, it was determined that installing the new 16 inch pipeline
across the intersection would be easier and safer by the directional drill method. The pipeline could be installed
deeper than the open cut method and therefore be below all the existing utilities. The directional drill method
will also eliminate the potential for extra costs associated with having to work around other utilities.
As a general rule, costs are comparable when comparing an open cut versus a directional drill installation. This
would have been the case, had the pipeline supplier been willing to take back the 300 feet of PVC pipe and
charge a nominal restocking fee. The City will not be seeing the additional reduction of deducting the PVC pipe
installation that would have reduced this change order item by an 14,700. The projected cost for this work will
result in an increase in the project of $17,614.00 and an addition of 30 days to the contract time. However, in
this case where the material supplier is not so inclined to avail the contractor and the City and accept the material
back at the nominal fee, the City is going to have Hazen install the 300 feet of PVC pipe on McCormick Road
east towards the Kensington Manor subdivision, a portion of phase 2 of the North Side Reclaimed Water
Extension Project to be bid next year.
The total cost for Change Order #2 is $59,391.00 with an adjustment in contract time of 45 days. The attached
document is Change Order No. 2 with Hazen Construction LLC.
Issue:
Should the City of Ocoee approve Change Order No. 2 with Hazen Construction LLC to move the reclaimed
water main out into McCormick Road under SR 429 and allow the crossing of McCormick Road at Ocoee -
Apopka Road to be by directional drill method?
Recommendations:
The Engineering and Utilities Departments recommends that the City Commission approve Change Order No. 2
with Hazen Construction LLC in the amount of $59,391.00 and extend the project completion date by 45
calendar days and authorize the Mayor and City Clerk to execute the change order.

Financial Impact:
This change order will result in an increase of the project's construction contract by $59,391.00. Funds are
available for this change order in the overall project budget in the Utility Fund.

CHANGES ORDERED:
I. GENERAL
This change order is necessary to cover changes in the work to be performed under this Contract. The
GENERAL CONDITION, SUPPLEMENTARY CONDITIONS, SPECIFICATIONS and all parts of the
Project Manual listed in Article 1, Definitions, of the GENERAL CONDITIONS apply to and govern all work
under this change order.
11. REQUIRED CHANGES
A. In the area of the project where McCormick Road passes under SR 429, the pipeline has to be moved out
into the middle of the west bound travel lane.
B. At the intersection of McCormick and Ocoee - Apopka Roads, the contractor has requested that the pipe be
installed by directional drill methods as opposed to the open cut method on the design plans.
III. JUSTIFICATION
A. At the time the project was bid, CPH, Inc. obtained limited information on the location of existing utilities.
When Hazen Construction LLC contacted SSOCOF, Inc. about the location of existing utilities, all the
utilities proceeded to mark their facilities. Both shoulders of McCormick Road are very crowded with
existing water, sewer, and gas pipelines, and telephone, electrical power, and cable TV conduits. To

IV. NARRATIVE OF NEGOTIATIONS
Many of the pay items in each construction change were either added or deleted based upon the unit prices in
the bid schedule. For tasks not covered by a particular bid item, the price was negotiated between both parties.

V. APPROVAL AND CHANGE AUTHORIZATION
This proposed change to the Contract requires approval by the City Commission and execution by the Mayor.
It is expressly understood and agreed that the approval of the Change Order shall have no effect on the original
contract other than matters expressly provided herein.
CONTRACTOR acknowledges, by its execution and acceptance of this Change Order, that the adjustments in
Contract Price and Time shown hereon constitute full and complete compensation and satisfaction for all costs
and modifications of performance time incurred by the CONTRACTOR as a result of this Change Order. No
other claim for increased costs of performance or modifications of time will be granted by the OWNER for the
Work covered by this Change Order. The CONTRACTOR hereby waives and releases any further claims for
cost or time against the OWNER arising from or relating to the matters or Work set forth or contemplated by
this Change Order.

Dear David,
Hazen Construction is pleased to submit this proposal for changes in our scope of work on the
above - mentioned project. Our unit price cost of $13,216 and lump sum cost of $4,200 for a total
cost of $17,614 is based on directional drilling under McCormick Road in lieu of open cut due to
conflicts with existing utilities. I have outlined our pricing below based on the contract unit
prices and adding items as required
• $( 5,340) — Delete 89 sy of open cut repair at $60 / sy
• $( 7,760) — Delete 194 sy of 1.5 mill and overlay at $40 /sy
• $( 750) — Delete 30' of curb repair at $25 / if
• $( 1,536) — Delete 48 sy of concrete driveway repair at $32 / sy
• $( 7,800) — Delete 300 sy of sidewalk repair at $26 / sy
• $ 36,600 — Add 300' of 16" directional drill at $122 / if
• 4,200 — Add additional mobilization of drill rig and equipment

In addition, we are requesting an additional 30 days to complete this work in order to procure the
directional drill material. We are willing to meet with you to discuss this proposal in more detail
at your earliest convenience. The reason the 300' of 16" open cut is not included in the deduct
amount above is the City has requested Hazen to install the extra pipe at a different location.
Assuming the conditions are similar to the North Side installation, we will install at the contract
unit prices. If you have any questions or require additional information, please give me a call.
