HomeMy WebLinkAboutResolution 2003-16 RESOLUTION NO. 2003-16 WHEREAS, the Ocoee City Commission desires and encourages public attendance and participation at the Board meetings of the City of Ocoee for the proper conduct of City business; and WHEREAS, the Ocoee City Commission previously adopted the Pledge of Public Conduct as a reminder to all speakers ofthe basic tenets of civil conduct at public meetings: respect, relevancy and propriety; and WHEREAS, in a further effort to maintain decorum in the conduct of City of Ocoee City Commission and Board meetings and to promote efficiencies in the execution of City business, the Ocoee City Commission wishes to adopt a City of Ocoee Civility Code which shall serve as notice to all Board meeting attendees that disruptive behavior will not be tolerated by the Commission. NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF OCOEE, FLORIDA CITY COMMISSION, in public meeting assembled, that: 1. The City of Ocoee Civility Code, attached hereto as Exhibit "A" and by this reference incorporated herein, is hereby adopted as the standard of conduct for attendees at Board meetings of the City of Ocoee. 2. Any member of the public whose behavior is disruptive and violates the City of Ocoee Civility Code is subject to removal from the Board meetings by an officer and such other action as may be appropriate. 3. Certain time limits to speak will be in effect as follows: at public hearings, petitioner presentation - 15 minutes; citizen comments - 5 minutes per speaker; petitioner rebuttal - 5 minutes; and if an agenda allows separate time for citizens comments - 3 minutes per speaker/per meeting. 4. The Civility Code shall be incorporated into Commission and Board agendas, posted and distributed as deemed appropriate by the City Manager, and will be printed on the back of public speaker forms, an example of which is attached hereto as Exhibit "B." 5. All electronic devices, including cell phones and pagers, shall be either turned off or otherwise silenced. 2. Prolonged conversations shall be conducted outside Commission Chambers. 3. Clapping, whistling, heckling, gesturing, loud conversations, or other disruptive behavior is prohibited. 4. Only those individuals who have submitted speaker forms and who have been recognized by the Mayor (or Chair) may address comments to the Commission (or Board). 5. Comments at public hearings shall be limited to the subject being considered by the Commission. 6. Comments at Citizens Comments shall be directed to City issues. 7. All public comments shall avoid personal attacks, abusive language and redundancy. 8. No person attending a Commission or Board meeting is to harass, annoy or otherwise disturb any other person in the room.
