District 4 Mayor S. Scott Vandergrift STAFF REPORT TO: The Honorable Mavor and City Commissioners FROM: Robert Frank, City Manager DATE: January 4, 2005 RE: Political Contract ISSUE Should the City Commission renew the contract with Louis Rotundo for Political Consulting Services? BACKGROUNDIDISCUSSION The City Commission authorized hiring a political consultant/lobbyist to assist the City of Ocoee in working with state agencies and the state legislature on issues and projects of importance to the City of Ocoee. Mr. Rotundo has represented the City of Ocoee since January 2002. He has been an intricate part of the success to locate $150,0000 for the Veterans/Senior Center. He has also assisted in the CRA legislation and alternative road construction to relieve Highway 50. Most recently, West Orange received $150 million for Highway 50, which includes Right of Way dollars for the section in Ocoee. LOUIS C. ROTUNDO December 13, 2004 Mr. Robert Frank Ocoee City Manager 150 N. Lakeshore Drive Ocoee. Fl 34761-2258. Dear Mr. Frank: As you are aware, my contract with the City comes to an end in January 2005. I write this letter as a proposal to continue our working association so that we may finish the tasks that you have outlined in discussions with me. Over the past year I have been successful in finding funding for the Veterans/Senior Center and Highway 50. We have also worked together on CRA legislation and alternative road construction to relieve Highway 50. Specifically within the past several months, west Orange received $150 million for west Highway 50 to include Right of Way (ROW) dollars for the section in Ocoee. It is anticipated that the published (ROW) schedule will be substantially accelerated. We also received another $150,000 of federal funds for the construction of our Veterans/Senior Center. This follows my successful efforts to obtain significant funding for these projects over the past two years. The tasks for 2005 would include: 1) Final funding for completion of Highway 50 construction. 2) Funding for Phase 2 of the Veterans/Senior Center. 3) County Incentive grant funding for Cities. 4) Additional dollars for local government for roads. 5) CRA legislation which is scheduled for the 2005 session. 6) Hurricane reimbursements for costs. Consistant with my last three contracts, I would ask for a one-year contract at $42,500 to be paid in monthly installments. TIris is a $2500 increase from my current contract for calendar year 2004. As with previous contracts, I anticipate the need for additional $2000 for travel to Tallahassee or wherever in the State deemed appropriate by you. Travel outside of the State would continue as an additional expense item as designated by you. The contract would be paid to Louis Rotundo (not Rotundo and Associates). I have appreciated the opportunity to represent the City of Ocoee and hope that we may continue this mutually successful endeavor. Sinqerely, . -rIVtA/J Louis C.
