2. Approval of Maguire Road Ditch Improvement Project Award. (Public Works
Director Krug)
The Stormwater Division of the Public Works Department has designed a project to improve drainage
and reduce maintenance of the existing ditch on South Maguire Road. The project will enclose the
existing open ditch by piping the ditch line in front of the Windsor Landing Subdivision from
Thornebrooke Drive south to the Reserve at Belmere Drive. Public Works has continually graded the
drainage ditch to ensure proper flow of storm drainage. Installing the enclosed pipe system will
eliminate the constant grading work and erosion of the ditch slopes which will begin undermining the
existing sidewalk in this area. The project will also provide a more attractive southern entranceway to
the City.
Public Works solicited pricing from the contractors on the City's Small Construction Projects Term
Contract. Six (6) contractors responded with the low bid below the Engineer's estimate. Public Works
recommends awarding the project to the low bidder, Barracuda Building Corp., in the amount of
$125,458.74 based on pricing solicited through the City's Small Construction Projects Term Contract
RFP 411-004. The project has a sixty (60) calendar day duration and is funded under the Stormwater
Division's Miscellaneous Small Projects.

3. City Property — Future Retention Pond Wurst Road. (Advertised in the Orlando
Sentinel on Thursday, December 26, 2013). (City Planner Rumer)
The City of Ocoee is requesting the annexation of a parcel of land totaling l .13 ± acres and an initial
zoning from Orange County "A -1" to the City of Ocoee "A -1 ". The parcel is vacant and does not
contain public access. The City is anticipating using the parcel as a right -of -way retention pond when
future upgrades are made to Wurst Road.

4. Comprehensive Plan Amendment — Capital Improvements Element. (Advertised in
the Orlando Sentinel on Thm•sday, December 26, 2013). (City Planner Rumer)
The Capital Improvement Element (CIE) of the City of Ocoee Comprehensive Plan is a requirement of
Chapter 163, Florida Statutes (FS) and enables implementation of the Plan goals, objectives, and
policies needing capital funding for a 5 -20 year planning horizon. Each year, the table section of the
CIE will be updated to ensure that the adopted list of capital projects in the CIE matches the City's
newly adopted fiscal year budget and approved five year Capital Improvements Program (CIP). The
CIE does not propose any new projects not previously reviewed and approved by the Commission.
The Florida Legislature enacted legislation allowing adoption of the annual amendment to the CIE to
be accomplished with a single public adoption hearing. Additionally, State Statute no longer requires a
copy of the Ordinance to be transmitted to the Florida Department of Economic Opportunity (FKA:
Department of Community Affairs "DCA "). Therefore, adoption of this Ordinance is final in its form
and content.
