RESOLUTION NO. 2002-19
A RESOLUTION OF THE CITY OF OCOEE, FLORIDA, RELATING TO
JOB DESCRIPTIONS AND TITLES; ADOPTING CERTAIN ADDITIONAL
JOB DESCRIPTIONS AND TITLES; REVISING ONE CERTAIN EXISTING
JOB DESCRIPTION AND TITLE; PROVIDING FOR CONFLICTS;
PROVIDING FOR SEVERABILITY; AND PROVIDING AN EFFECTIVE
DATE.
WHEREAS, the City Commission of the City of Ocoee has previously approved
and adopted job descriptions and titles for employment positions in the City of Ocoee; and
WHEREAS, the City Commission desires to approve and adopt additional job
descriptions and titles and to revise certain existing job descriptions and titles previously
approved.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF
THE CITY OF OCOEE, FLORIDA AS FOLLOWS:
SECTION ONE:
The City Commission of the City of Ocoee, Florida has the
authority to adopt this Resolution pursuant to Article VIII of the Constitution of the State of
Florida and Chapter 166, Florida Statutes.
SECTION TWO: Adoption of Additional Job Descriptions and Titles. The City
Commission hereby adopts and approves the additional job descriptions and titles set forth in
Exhibit "A" attached hereto and by this reference made a part hereof.
SECTION THREE: Revision of Certain Existin2 Job Description and Title. The
City Commission hereby revises one certain existing job description and title previously
approved by the City Commission, the revised job description and title being as set forth in
Exhibit "B" attached hereto and by this reference made a part hereof.
SECTION FOUR: Conflicts. All Resolutions or parts thereof in conflict with this

Resolution are hereby repealed to the extent of any conflict.
SECTION FIVE: Severability. If any section, subsection, sentence, clause, phrase
or portion of this Resolution is for any reason held invalid or unconstitutional by any court of
competent jurisdiction, such portion shall be deemed a separate, distinct and independent
provision and such holding shall not affect the validity of the remaining portion hereto.
SECTION SIX:
Effective Date.
This Resolution shall become effective
immediately upon passage and adoption.

PERMITTING CLERK II
MAJOR FUNCTION
This is responsible technical, clerical, and public contact work
in the preparation and issuance of various types of building
permits and zoning compliance. The work involves determining the
type of permit required and preparing, issuing, and processing the
various types of permits needed by bui Iders , contractors, and
individuals. The work also includes determining the fee required
for the permit. Considerable public contact is involved in the
issuance of the permits requiring the exercise of patience, tact,
and good judgment. Instructions are received from the Permit and
Inspections Coordinator on assignments and matters of policy.
Work is reviewed through observation, conferences, and by results
obtained.
ILLUSTRATIVE DUTIES
Reviews new and existing site construction plans for compliance
with City Zoning Codes and Ordinances and sections of the City's
Land Development Code as assigned. Issues house numbers in
preparation for issuing building permits. Answers questions from
the general public, developers City staff, developers, architects,
and engineers with regard to interpretation of the City Land
Development Code and other related zoning ordinances using
courteous and professional customer service techniques. Provides
information to citizens and coordinates with the proper agencies
with regard to subdivisions, planned unit developments, and
variance requests. Prepares Municipal Inspectors daily inspection
logs. Assists builders, City staff, contractors, and property
owners in making applications of various permits and advises
applicants on requirements and Logs permits, answers questions
pertaining to the progress of permits, and advises applicants of
data and submittals needed at locations to have the requirements
checked. Reviews the permit application form for completeness and
assures that submittals are attached. Assures that applicant is
authorized to receive permit and provides completed application
for data entry for preparing permit. Issues certificates of
occupancy for new and existing structures. Issues occupational
licenses. Receives and investigates complaints regarding City
occupational licenses. Receives and logs requests and complaints
regarding Code Enforcement issues. Assists in board agenda
preparation._Prepares and maintains necessary reports.
Performs other assigned duties as required.

MINIMUM QUALIFICATIONS - Continued
Knowledge, Abilities, and Skills
Considerable knowledge and understanding of common technical terms
utilized in the construction industry. Considerable knowledge of
permit policies, rules and regulations, codes, ordinances, and
statutes. Knowledge of standard codes relating to zoning,
building construction, plumbing, heating, air conditioning,
refrigeration, gas, and related fields. Ability to assemble and
organize data, prepare reports, and keep moderately complex
records. Ability to
make mathematical computations with speed and accuracy. Ability to
operate a personal computer at "an average" rate of speed. Ability
to establish and maintain effective working relationships as
necessitated by the work.
Minimum Training and Experience
Graduation from High School and four years of clerical experience,
two of which were in a responsible zoning or building compliance
position.
Necessary Special Requirements
Possession of an acceptable Florida Driver's License.

ZONING INSPECTOR
MAJOR FUNCTION
This is administrative and technical field inspection work in
compliance with the City's zoning codes and regulations,
occupational license codes, and The Land Development Code. Work
is performed under the general supervision of the Building
Official; however, the employee is expected to exercise
independent judgment and initiative in the performance of daily
duties. Work is reviewed through inspection, observation,
conferences, and by results obtained.
ILLUSTRATIVE DUTIES
Reviews and evaluates new and existing site construction plans for
compliance with zoning, landscaping, buffer-yard setback and other
zoning related ordinances and the City's Land Development Code.
Evaluates and inspect proposed-use locations for occupational
license application approval. Answers questions from the general
public, City staff, developers, architects, and engineers with
regard to interpretations of the City Land Development Code and
other related City ordinances using courteous and professional
customer service techniques. Collects, assembles, and analyses
data pertaining to zoning, landscaping, signage and other
development regulations and activities. Performs field
inspections to verify compliance with applicable codes, laws,
ordinances and approved plans. Investigates reported zoning
violations; may issue cease and desist orders when violations
exist; and when necessary, prepares documents to have violator
brought before Municipal Code Enforcement Board. Attends meetings
when zoning matters are heard, as directed. Conducts field
surveys to update or supplement other data sources and records.
Provides assistance to Planners in research, maps and records with
reference to zoning and arbor requirements. Maintains up-to-date
maps and records on current zoning from data supplied by the
Planning Division as areas are rezoned by the City Commission.
Posts flood plain, tax I .D., city limit changes as areas are
annexed, subdivisions are developed, street names and numbering
are implemented. Reviews and makes recommendations regarding
occupational and alcoholic beverage licenses based on zoning use
and classification. Assists customers and City staff regarding
arbor issues. Coordinates site development with regard to
parking, signage, building setback, parking layout, and numbering
with other City departments as required. Provides information to
citizens and coordinates with the proper agencies with regard to
subdivisions, planned unit developments, and variance requests.
Develops and conducts related public education programs.

Coordinates with Building Inspection and Code Enforcement
regarding zoning matters, i.e., street numbers, street names and
subdivisions, etc. Attends Board of Adjustment and Appeal
meetings to present zoning variance requests and answer related
zoning questions. Performs other assigned duties as required.
MINIMUM QUALIFICATIONS
Knowledqe, Abilities, and Skills
Knowledge of City Land Development Code and Comprehensive Plan.
Knowledge of occupational and alcoholic beverage license
requirements. Knowledge of local land use control measures and
subdivision regulations. Knowledge of legal descriptions as
related to enforcement of regulatory codes. Knowledge of the
geography of the City. Ability to assist in land use
administration programs. Ability to readily acquire a working
knowledge of applicable zoning regulations and related
departmental policies and procedures. Ability to ascertain certain
facts for investigation. Ability to understand and effectively
carry out oral and/or written instructions. Ability to
communicate effectively, clearly and concisely, both orally and in
writing. Ability to prepare written reports and keep records.
Ability to establish and maintain effective working relationships
as necessitated by the work. Ability to use good judgment and
tact in securing the cooperation and compliance of citizens,
property owners, City staff, and contractors. Ability to enforce
ordinances and regulations with firmness, tact and impartiality.
