HomeMy WebLinkAboutA - Presentations and Proclamations Skate Park Presentation [IDOOill~~ MINUTES OF THE OCOEE PARKS AND RECREATION ADVISORY BOARD MEETING HELD JUNE 19, 2006 CALL TO ORDER Chairman Applegate called the meeting to order at 7:33 p.m. in the Commission Chambers, 150 N. Lakeshore Drive. The roll was called and a quorum was declared present. PRESENT: Chairman Applegate, Vice-Chair Barber, Members Campbell, Grogan, Hembree, McKey, Royce, Wilsen, and Neal-Wilson. Also present were Ex-Officio Member Commissioner Anderson, Liaison Hayes and Records Coordinator Rittenhouse. ABSENT: Members Britton and Werts were absent unexcused. GUESTS: Tim Pain and two associates of Team Pain Vito Petrone, Parks & Recreation Operations Director Mayor Vandergrift NEW BUSINESS Acceptance and Approval of Minutes of May 15, 2006 Member Neal-Wilson stated that a correction needed to be made changing the motion made on page two from Wilson to Wilsen. She recommended using Neal-Wilson to distinguish when she is speaking. Member Wi/sen. seconded bv Member McKev. moved to avvrove the minutes of the Mav 15. 2006. with the said correction. Motion carried unanimous Iv. -It Presentation - Skate Park, Tim Pain Ex-Officio Member Commissioner Anderson stated that he had asked Tim Pain to come make a presentation not necessarily saying that this would be the firm that is used, but he is there to give an overview and answer any questions. He further stated that they have been talking about a skate park for the past 8 years and the Commission has held off on it because Orange County said they were going to build a skate park off of Apopka- Vine1and Road, which never occurred. He has spoken with the City Manager and they need to have the Recreation Advisory Board look at it and see if this is something the City would like to do. Once a determination is made by the Board, then they can look into a location, etc. Chairman Applegate introduced Jeff Hayes as the new Parks and Recreation Director and advised the board that Vito Petrone is the Parks and Recreation Operations Director. The board welcomed the new Parks and Recreation Director. Ocoee Parks and Recreation Advisory Board June 19, 2006 [IDOOill~G? Liaison Hayes stated that he was looking forward to meeting everyone and getting to know the members better. Power Point Presentation made by Tim Pain. Ex-Officio Member Commissioner Anderson stated that Tim Pain had made copies of the power point presentation for all the board members to take home. Member McKey inquired as to the size and costs of the park for a city like Ocoee. Tim Pain stated that 20,000-30,000 square feet would be a good sized park. He further added that 40% ofthe cities that his company has worked for had received donations to help fund the park. Member Grogan inquired as to whether most parks are multipurpose that would include inline skating or biking or would that be up to the city. Tim Pain stated that it depends on the population, but a problem that occurs is collisions due to the variations in size and equipment. Member Hembree inquired as to whether the park would be free or if there would be charges involved. Ex-Officio Member Commissioner Anderson stated that his opinion is that this should be viewed like a basketball court and that he is not in favor of charging but that decision would be up to the City Commission. Member Hembree added that if charges occur, then the City would be competing with Vans Skate Park. He asked if the City is not charging would it have to be manned or would it be wide open for anyone to use. Tim Pain stated that there is less liability for the City if it is not manned and have signage posted. Member Hembree stated the park being un-manned is actually better and addressed the possibility of having contests there to raise money. Ex-Officio Member Commissioner Anderson stated that he felt that would be a great idea and would like to have parents attend and have there be a shaded area over bleachers or skate area so it would not be as hot. Member Campbell inquired to the size of the facility and if the measurements included parking or restrooms as well as to the advantages of concrete over wood. Tim Pain stated that he would not build a wooden structure for a city because ofthe maintenance due to screws popping up and other issues that occur. Member Campbell inquired as to how the concrete was finished and if it was the same concrete that would be on a sidewalk or smoother. Tim Pain stated that parks are molded by hand b/c they want it as smooth as possible. Member Campbell discussed whether they do a design build that is based off of existing bids and that would help eliminate purchasing issues. A lengthy discussion ensued regarding skate park details. Member Rovce. seconded bv Member Groflan. moved to recommend the Commission move forward with desifminf! and buildinf! a skate vark in Ocoee. Motion carried unanimous Iv. Master Plan Chairman Applegate addressed Vito Petrone as to the status of the Master Plan. Seottll~, ~ 2006- A RESOLUTION OF THE CITY OF OCOEE, ORANGE COUNTY, FLORIDA, ADOPTING A POSITION OPPOSING THE WITHDRAWAL OF WATER FROM LAKE APOPKA WHEREAS, Recent intense development pressures in the Lake Apopka basin have created demands for increased water usage. Decreased spring flows have been well documented as a result, and a recent long-term drought followed by record rainfall created major surface water quality problems. Proposals for withdrawal from Lake Apopka create major concerns. However, potential solutions must consider the alternative: the negative effects of groundwater use. WHEREAS, Lake Apopka is a shallow lake with an average depth of 5.5 feet. Major withdrawals could lower water levels to a point where boating and fishing would be reduced, phosphorous concentrations would be increased and shoreline wetlands would be dry up increasing invasion by noxious species such as cattails. If withdrawals are considered, they should be regulated by the determination of minimal levels and flows. WHEREAS, Existing Consumptive Use Permits have already reduced flow in Gourd Neck Springs and will undoubtedly continue to do so. More data should be available prior to issuance of more CUP's and greater enforcement of restrictions should be imposed on existing permits. WHEREAS, Since 90% of lake waters are derived from rainfall and groundwater flow, no withdrawals should be discharged from the Apopka basin. WHEREAS, If withdrawal permits are issued, there will be a problem determining who will receive them and who will be denied. Enforcement will be an on-going problem. WHEREAS, Utilization of wet detention ponds for supplies of irrigation water should be encouraged in lieu of direct withdrawals from the lake. WHEREAS, One possible compromise solution could be the construction of storage reservoirs in the north shore restoration area. Possibilities could include the northern areas of the restoration areas and the acreage immediately north of the flow-way. Design of a reservoir could maximize habitat value. WHEREAS, SJRWMD should continue to expand their current educational programs on water conservation, xeriscape and other water-related programs. WHEREAS, In summary, the City of Ocoee has concerns about approvals for withdrawals from the lake because of potential impacts to the lake ecosystem and the difficulty of controlling these withdrawals once begun. SJR WMD and local governments should strengthen rules and regulations governing water use and before lake withdrawals are considered, a more efficient use should be made of existing water resources within each jurisdiction.
