RESOLUTION NO. 2001 -07
A RESOLUTION OF THE CITY OF OCOEE, FLORIDA,
ADOPTING GUIDELINES FOR THE USE OF CITY-
OWNED OR PROVIDED PERSONAL DIGITAL
ASSISTANTS (PDAs); PROVIDING FOR SEVERABILITY;
PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City Commission of the City of Ocoee has determined they can
be more responsive to the needs of the City's citizens through the use of City-provided Personal
Digital Assistants and other handheld digital devices; and
WHEREAS, the City Commission desires to adopt a policy setting forth
guidelines as described in Exhibit "A" for such use.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION
OF THE CITY OF OCOEE, FLORIDA, AS FOLLOWS:
SECTION 1.
Authority. The City Commission of the City of Ocoee
has the authority to adopt this Resolution pursuant to Article VIII of the Constitution of the
State of Florida and Chapter 166, Florida Statutes.
SECTION 2.
Intent and Purpose. It is the intent and purpose of this
Resolution to establish guidelines for the use of City-owned or provided Personal Digital
Assistants (PDAs) and other handheld devices, and such guidelines as described in Exhibit
"A" are attached hereto and by this reference made a part hereof.
SECTION 3.
Severability. If any section, subsection, sentence, clause,
phrase or portion of this Resolution is for any reason held invalid or unconstitutional by any
court of competent jurisdiction, such portion shall be deemed a separate, distinct and

independent provision and such holding shall not affect the validity of the remaining portion
hereto.
SECTION 4.
Effective Date. This Resolution shall become effective
immediately upon passage and adoption.

Exhibit "A"
CITY OF OCOEE GUIDELINES
FOR USE OF CITY-OWNED OR PROVIDED
PERSONAL DIGITAL ASSISTANTS (PDAs)
I. Intent
The City continually evaluates opportunities to enhance the efficiency and the
effectiveness of the City's operations and activities through the utilization of new
technologies. The City Commission has determined that the Members of the
Commission (Members) can perform their City duties more effectively and can be more
responsive to the needs of the City's citizens through the Members' use of
City-provided PDAs and other handheld digital devices.
II. General
Each Member may be provided with a PDA for their use during their term of office.
City funds will be used to purchase or lease the PDAs; to purchase or lease PDA
accessories, such as serial cradles and digital camera attachments; and to license all
necessary software for the Members to be able to synchronize their PDAs with their
personally-owned computers, download and upload files from the City's computer
network, and send and receive e-mail messages through the City's e-mail system.
These Guidelines are not intended to address every possible aspect of the Members' use
of City-owned or provided technology products and services, but may be used in
connection with activities or events not specifically addressed in these Guidelines to
demonstrate the City's intent and strategy for using new technologies to promote a
more effective government.
III. Location of PDAs and Other Devices
PDAs and other hand-held digital devices, along with their accessories, such as synch
or docking cradles, may be maintained at the location(s) determined by each Member to
be most beneficial for the Member's use of the device. Synch or docking cradles may
be located both at a Member's personal residence and at the City's offices to enable a
Member to download and upload from a home computer and the City's computer
network.
IV . Support for PDAs
City employees will install on Members' PDAs and home computers software that has
been licensed by the City so that Members may utilize the PDA communications and
data transfer features. City employees will perform additional services, such as
formatting, synchronizing, configuration, trouble-shooting, maintenance, repair, and
replacement as may be needed to support the Members' use of their PDAs and other
digital devices. These services may also involve diagnostic and trouble-shooting
services for Members' home computers or other personally-owned computers to

determine the reason for any PDA communication or data transfer failure. If a
communication or data transfer problem is determined to be due to a Member's
personally-owned computer or software that was not provided by the City, then any
further diagnostic services or repairs will be the Member's responsibility. If a problem
is due to City-provided hardware or software, then the City will be responsible for
further diagnostic services and repairs. If City employees cannot reasonably provide
any needed support services or cannot be scheduled for off-site services within a
reasonable period of time, after giving consideration to the nature of the problem and
the resulting diminution of PDA services available to a Member, outside contractors
may be used under the same terms and conditions as the City might engage such
contractors for support of the City's other technology items.
