HomeMy WebLinkAboutResolution 2001-04 Resolution No. 2001-04 Resolution in Support of Central Florida Obtaining Its Fair Share of Revenues from the Statewide Rental Car Surcharge WHEREAS, a regional transpOliation system which effectively moves people and goods is critical for Central Florida's continued economic prosperity and for preserving the quality oflife that we all enjoy; and WHEREAS, there are many critical improvements that are needed to Central Florida's transportation system that catmot be funded with existing resources in the foreseeable future; and WHEREAS, existing and prospective transportation funding sources have been reviewed to determine means of generating additional resources to accelerate needed transportation improvements in Central Florida; and WHEREAS, the current statewide rental car surcharge of $2/vehicle/day generates nearly $145 million a year, with 80% of this being deposited into the State Transportation Tmst Fund; and WHEREAS, Central Florida is believed to be the largest rental car market in the world and, therefore, generates a substantial portion of this statewide rental car surcharge revenue;. and WHEREAS, the current method for allocating the statewide rental car surcharge revenue from the State Transpoliation Tmst Fund is not related to where the revenue is generated or where the impact of the rental cars occurs; and WHEREAS, it is believed that Central Florida is generating far more of this revenue than it is receiving through the current allocation method and this is a serious equity issue that needs to be addressed; NOW, THEREFORE IT IS HEREB'Y RESOLVED that our community, the City ofOcoee, supports the efforts of METRO PLAN ORLANDO to obtain legislative and administrative changes to ensure a fair share distribution of the statewide rental car surcharge so that revenues are returned for transportation improvements in areas where the revenue was generated; and BE IT FURTHER RESOLVED that the City ofOcoee requests the assistance of members of the Central Florida legislative delegations and others in leadership positions in Tallahassee to provide for a fair share distribution of the statewide rental car surcharge.
