Background Summary:
The Spring Lake drainage basin collects storm water from a large upland area along Flewelling Avenue.
Flewelling Avenue acts as the spine of the collector system bringing drainage east to Spring Lake. The
existing drainage system piping between Ridgefield Drive and the lake has deteriorated over time
requiring replacement to restore proper water flow and relieve flooding. The Stormwater Division
performed a drainage study of the occasional flooding in this area and produced an in -house designed
solution that has been approved by SJRWMD. Part of the design is providing a baffle box treatment
system for the stormwater flowing from the upland area before it enters Spring Lake. The existing
drainage does not provide any stormwater treatment as it discharges directly into the lake.
The Stormwater Division reviewed baffle box designs from several vendors, each with a proprietary
design that address a specific need in a specific situation. This review process also involved field
inspections of existing baffle systems used by other municipalities and their level of product satisfaction.
Following a thorough review, it was determined that Suntree Technologies' baffle box design met the
project requirements to collect debris, separate nutrients and skim oils from the water. Suntree has a
proven history of providing successful proprietary designs that are easily maintained and adhere to the
NPDES requirements by the EPA. The City previously installed a similar baffle box by Suntree for the
Prima Vista Neighborhood drainage improvements and has been very satisfied with the performance of
the unit. Public Works is requesting the Commission approve the purchase of the baffle box system
from Suntree in order to expedite the construction process. The installation and additional drainage
improvements will be contracted out under a competitive bidding process.
Public Works recommends awarding a purchase order to Suntree Technologies, Inc. for the proprietary
9.5' wide x 155 long x 9.5' deep baffle box as described in the attached proposal for a total delivered
cost of $51,795.00. The purchase is adequately funded in the Stormwater budget.
Issue:
Request the City Commission to approve the purchase of a baffle box from Suntree Technologies, Inc.
Recommendations:
Recommend approval to issue a purchase order to Suntree Technologies, Inc., to provide a baffle box
as described in the attached proposal for the Flewelling Avenue /Spring Lake drainage improvements
project for a not to exceed amount of $51,795.00.

Financial Impact:
The $51,795.00 is adequately funded in the Stormwater Division's CIP budget under the Wekiva Basin
drainage improvements.

After a couple of months with
no rain, the water still has no
smell and is clear. The sediment
can be clearly seen on the bottom,
and small fish and critters have
established a happy and healthy
ecosystem within the structure.
If you are reluctant to touch the water in your stormwater filtration
system because it is septic, then you have a problem because the
next storm event will flush out your system into the environment.

Because the entire flow is always treated and head loss is so
minimal, determining the appropriate size of Nutrient Separating
Baffle Box for a project is more often an element of pipe size than
flow rate.

0 Because water flow is not ducted off line for treatment, head loss is minimal
and comparable to a large square catchbasin. Because of this, existing
stormwater systems can be retrofitted with a Nutrient Separating Baffle
Box, without compromising the original design specifications of the
existing stormwater system.
0 All structures are load rated for at least H -20. Standard wall construction of
the structure is 6" thick steel re- enforced concrete. Concrete wall thickness
can be more heavily reinforced and thicker upon request.
0 A wide variety of manhole lids and hatches, and dampers to block off water
flow during servicing, can be incorporated into the structure.
0 Screen systems have stainless steel screens bolted into a heavy duty
aluminum framework. The screen systems are hinged to give easy access
to the lower chambers, and have a wide range of adjustments to
accommodate unforeseen variables during installation.

Turbulence deflectors are attached to the tops of the baffles with stainless
steel bolts. Several bolts per deflector are required.
Four brackets, held in place with 4 stainless steel bolts each, secure the screen system
to the baffles. The screen system includes a wide range of positional adjustment.
