HomeMy WebLinkAbout01-02-2014CITY OF OCOEE MINUTES OF HUMAN RELATIONS /DIVERSITY BOARD REGULAR MEETING HELD JANUARY 2, 2014 CALL TO ORDER Chairman Hopkins called the meeting to order at 7:02 p.m. in Room 109 of City Hall, 150 North Lakeshore Drive. Following a moment of personal reflection and the Pledge of Allegiance to the Flag, a quorum was declared present. PRESENT: Chairman Hopkins, Chair -Elect Dawkins, Past Chairman Maxwell, and Members Calloway, Freeman, Foster, McKenzie and Singh ALSO PRESENT: Commissioner Keller, City of Ocoee Police Lieutenant Dreasher, Staff - Liaison Wright and Recording Clerk Turner ABSENT: Members Boudokhane (A /U) and Curry (A /U) BUSINESS FOR DISCUSSION APPROVAL OF MINUTES November 7, 2013 December 5, 2013 Minutes of the November 7, 2013, and December 5, 2013, meetings were accepted as written. COMMENTS FROM CITIZENS/ PUBLIC None MLK UNITY PARADE AND CELEBRATION This item was discussed out of Agenda order. City of Ocoee Police Lieutenant Dreasher attended the meeting and provided the board with an overview of the MLK Unity Parade & Celebration Operations Plan (Exhibit A). He asked the board if they needed the services of the Police Community Affairs Department and Police Explorers. Chairman Hopkins answered in the affirmative. Board discussion ensued regarding how many officers and staff will be assisting with the parade. Lieutenant Dreasher stated he will confirm with the police department and let Staff - Liaison Wright know. He continued by saying that staging will begin at 9:00 a.m. at the Fifth Third Bank at the Clark and Citrus Elementary School Entrance, and the parade will begin promptly at 10:00 a.m. Roads will be blocked off at 9:45 a.m. and there will not be any moving traffic after that time. The MLK Unity Parade will start at Citrus Elementary, south on Clarke Road and end at the West Oaks Mall. Discussion ensued regarding barricades at the mall. Lieutenant Dreasher explained that the mall is private property and they are responsible for providing barricades and traffic control. He continued by saying that the police department is willing to assist the mall by providing additional traffic assistance. He continued by saying that two -way radios will be available to board members in order to communicate with the police department. Board discussion ensued, and it was agreed to meet at 8:00 a.m. at Citrus Elementary School. Member Calloway was asked to take charge of the parade set -up in the morning, and he agreed. The chairman asked for volunteers to assist Member Calloway. Members Freeman and Foster agreed to assist with the registration sign -in. Member Singh also agreed to assist with the set -up. Member Calloway confirmed that he will provide refreshments. Board discussion ensued regarding inviting City of Ocoee Police Officer Duane Hunt to sing the National Anthem. Lieutenant Dreasher stated he will approach the officer and will let Staff - Liaison Wright know if he has accepted the invitation. Staff - Liaison Wright asked for parade line -up assistance. Member Calloway offered to assist with the parade line -up assignment Lieutenant Dreasher left the meeting at 7:29 p.m. Staff - Liaison Wright provided the board with the MLK 2014 Parade Registration list (Exhibit B). Chairman Hopkins noted that the Jamaican American Association is not amongst the registered. Member Singh stated they have a prior commitment; however, he will contact them to verify. Staff - Liaison Wright stated that there are 15 registrants (two not listed); however, if the registration date is extended, more participants will register. She continued by saying that Eatonville City Councilman Moore has registered. The West Orange Times will run an ad to advise that registrations are still being accepted. Additionally, she will follow -up with Citrus Elementary School to see if students are participating in the parade. She is continuing with advertising through the West Orange Times, Orlando Times, and the Orlando Family Magazine. Member Calloway asked that the seating for the dignitaries be properly organized. Staff - Liaison Wright stated there are several local elected officials registered; however, some may attend without registering. She continued by stating that she will make "Reserved" signs and will designate the first row for dignitaries and elected officials. Staff - Liaison Wright stated that school flyers will be ready soon and will need volunteers to bring to them to the local schools. Member Foster volunteered to bring some of the flyers to Hope Charter School. Staff - Liaison Wright stated the flyers will be ready soon, and she will e -mail board members once they are ready to be picked up. Staff - Liaison Wright informed the board that the City printer is not working and she will need to contract the printing through an outside vendor. She asked that the board allocate funds for the MLK Unity Parade and Celebration signage. She continued by saying that the West Oaks Mall will be printing and advertising for the parade as well. Member Calloway, seconded by Member McKenzie, moved to allocate up to $800 to purchase signage to advertise the MLK Unify Parade and Celebration Motion passed unanimously. Board discussion ensued regarding the signage throughout the City. Member Singh provided Staff - Liaison Wright with the phone number for a printing company. Chairman Hopkins suggested that board members park at the West Oaks Mall and carpool to Citrus Elementary School. Chairman Hopkins asked for a board member to volunteer to carry the HRDB banner in the parade. Member McKenzie volunteered. Human Relations Diversity Board Minutes January 2, 2014 Page 3* of 6 Chair -Elect Dawkins suggested and volunteered to have a welcoming committee at the at the HRDB table at the West Oaks Mall. She continued by saying that this will allow the opportunity to welcome and greet attendees and to pass out event programs. Board discussion ensued regarding having a table at the post - parade site with HRDB and City giveaways. Staff - Liaison Wright confirmed that there are HRDB totes and City items to offer as giveaways. Board discussion ensued regarding whether dignitaries will participate in the parade. Staff - Liaison Wright was directed to find out if they will participate in the parade. Chairman Hopkins inquired if Judge Perry would like the opportunity to have his own table for a meet - and -greet with the public. Staff - Liaison Wright explained that she approached his office regarding this, but they have not responded. Chairman Hopkins volunteered to contact the Urban League to see if they will participate in the event. Staff - Liaison Wright stated that she will prepare remarks for Allie Braswell, Master of Ceremonies, to include the confirmed elected officials and dignitaries. She informed the board that Congressman Daniel Webster has been invited; however, he has not responded to her invitation. Chairman Hopkins asked Past Chairman Maxwell if he could solicit for floral arrangements. Past Chairman Maxwell stated he will have to inquire. Member McKenzie suggested that the board could approach a local nursery for the donation of a floral arrangement. It was suggested she contact the nursery to see if they are willing to donate a floral arrangement. Staff - Liaison Wright confirmed the following event details: • 500 chairs have been rented. • The City's Parks & Recreation Department will provide a podium for the event. • Mike Bissett and Jennifer Roper have been confirmed for videography photography. • Katie Wise will recite her winning essay from the 2013 Black History Month Essay contest. • Port -o -lets will be there by 8:00 a.m. Staff - Liaison Wright was directed to ask Judge Perry if he would like to participate in the parade. Commissioner Keller mentioned that Rob McKey, City advising board member, may belong to a Corvette Club. The Commissioner suggested that someone contact him to see if there are vehicles available for loan. Member Singh stated that he will call his contacts to see if a convertible is available. Board discussion ensued regarding the event program, and it was described to be similar in format as the program for Fiesta de Colores. It will contain acknowledgements, Human Relations Diversity Board Minutes January 2, 2014 Page 4 of 6 history of the holiday, and order of events. Staff - Liaison Wright was directed to find out when the choir will be performing. Members Singh and McKenzie suggested having dancers on stage to perform. Board discussion ensued regarding praise dancing. Chairman Hopkins stated that Member Singh can invite them to register to be in the parade. Chairman Hopkins asked that members wear their HRDB shirts and comfortable slacks. Staff - Liaison Wright was directed to order HRDB shirts for the following members: Foster, Freeman, Singh and McKenzie. Chairman Hopkins inquired if there was a designated space in the West Oaks Mall in the event of inclement weather. Staff - Liaison Wright stated that she is unsure of the exact location, but there is a space in the mall that will provide shelter from inclement weather. BUDGET REPORT Staff - Liaison Wright informed the board that the HRDB account balance is $5,627.76. Commissioner Keller left the meeting at 8:12 p.m. BLACK HISTORY MONTH ESSAY CONTEST Chairman Hopkins informed the board that the contest has been rescheduled from February 26, 2014, to February 27, 2014. Chairman Hopkins asked that Staff - Liaison Wright e -mail the local schools to inform them that the essay contest is approaching. Chairman Hopkins presented to the board the previously considered themes: • The Color of Freedom and Justice • Just Be • Living the Dream • What are YOU Doing Now? • What Does Freedom and Justice Mean to You? • Create Your Dream Member Calloway, seconded by Member Foster, moved to vote on the six theme options available for the Black History Month Essay Contest. A vote of the selected themes was called. The result of the vote of the eight attending members is below. • The Color of Freedom and Justice - 5 votes • What Does Freedom and Justice Mean to You? -]vote • Create Your Dream - 1 vote Past Chairman Maxwell voted, "No ". Human Relations Diversity Board Minutes January 2, 2014 Page 5 of 6 Based on the vote, the theme for the Black History Month Essay contest is "The Color of Freedom and Justice ". Staff - Liaison Wright informed the board that she will send e -mails notifying the local schools of the contest next week. Board discussion ensued regarding which school grade levels to invite to participate in the contest. Member Calloway, seconded by Member Freeman, moved to limit the invitation to the Black History Month Essay Contest to fifth graders of local schools. Motion passed unanimously. Board discussion ensued, and it was decided that the following elementary schools will be invited to participate in the contest: Westbrooke, Thornebrooke, Citrus, Spring Lake, Lake Whitney, Hope Charter, Maxey and Ocoee. SPRING FLING Staff - Liaison Wright informed the board that the Spring Fling event is March 8, 2014, from 10:00 a.m. to 3:00 p.m. at Bill Breeze Park. Chairman Hopkins asked for consensus for board involvement. Chair -Elect Dawkins seconded by Member Calloway, moved to man a booth at the Spring Fling event. Motion passed unanimously. Chairman Hopkins directed Staff - Liaison Wright to register the board for the Spring Fling event. The chairman also called for board interest to volunteer at the event. Chair -Elect Dawkins, and Members Singh, McKenzie and Freeman showed interest. Chairman Hopkins stated that the board will need to discuss event giveaways at the next meeting. ADJOURN The meeting adjourned at 8:40 p.m. G iana ennife0iop ns, Chairman Exhibit A MLK Unity Parade & Celebration Operations Plan 12 -12 -2013 OCOEE POLICE Unity Parade & Celebration Honoring Dr. Martin Luther King, Jr. OPERATIONS PLAN Monday, January 20, 2014 1000 Hours Briefing at 0900 hours GOAL The Ocoee Police Department, in conjunction with the City of Ocoee Public Works Department, is ensuring the safety of all who attend or participate in the Unity Parade. The Ocoee Police Department will direct and reroute traffic in order to ensure safety and safe passage of parade participants and viewers. The Ocoee Police Department will maintain order and traffic control of vehicles and pedestrians during the event on the streets of the City of Ocoee. OBJECTIVE The Human Relations Diversity Board is hosting the Unity Parade and Celebration, honoring Dr. Martin Luther King, Jr. The Parade will travel from Citrus Elementary School Entrance on Clarke Road to the West Oaks Mall on Clarke Road. The Police Department will coordinate traffic flow for the Parade to ensure safety to all who attend and are affected by the event. The Police Department will protect the participants and spectators while attempting to reduce the inconvenience to the citizens traveling in and around the area of the event. The Police Department with assistance from the Public Works Department will direct parade traffic, vehicular traffic and pedestrians from start of the event until the roadways are clear of parade traffic. The fiuiction of the law enforcement presence is to direct traffic and maintain order around the parade venue and staging area. RESPONSIBILITY The overall responsibility for planning and implementing the traffic regulation and flow around the venue rests with the Ocoee Police Department. The operation will be a coordinated effort with the City of Ocoee Public Works Department and the Police Department. The Human Relations Diversity Board and Police Department set the course for the parade. The Public Works Department will supply the resources including signs, barricades and cones throughout the affected roadways. The Human Relations Diversity Board will apply for the road closure through the City of Ocoee. Only parade traffic is allowed on the parade route during the parade. The Ocoee Police Department will be responsible for the personnel positioned throughout the area for order maintenance and traffic regulation. Staging begins at 0900 hours at Citrus Elementary - Library grounds. The parade starts at 1000 hours. The parade finish will be the West Oaks Mall off Clarke Road. Break down will be at this location. • PARADE ROUTE The route is from Citrus Elementary south on Clarke Road to the West Oaks Mall for presentation and breakdown. • FINAL DESTINATION: The parade will end at the West Oaks Mall, entering Mall Access #4, where floats, busses and parade participant parking will take place in the north parking lot of J.C. Penney. A presentation with keynote speaker Chief Judge Belvin Perry, JR. of the Ninth Judicial Circuit Court of Florida along with a choir will take place on a stage erected in the west section of the parking lot. COMMUNICATIONS • The Police radio communications will take place on Ocoee Police Events 1. Human Diversity Board Parade Officials radio communications will take place on Ocoee Police Events 1. The Apopka Police Communications Center will monitor the operation and provide communications services. Teletype will be used as required throughout the operation. Communications will notify Health Central, Ocoee Fire, Orange County Sheriffs Office and Florida Highway Patrol of road closure via telephone within 1 hour of the event. The Event Sergeant will monitor the parade event; then be mobile in a patrol vehicle and trail the parade to the final destination at the West Oaks Mall. All requests for assistance will go through the Event Sergeant. TRAFFIC MANAGEMENT PLAN Clarice Road will be closed to traffic north and southbound between Silver Star Road and SR 50 during the event. Traffic will not be permitted to enter Clarke Road from any cross streets during the event and management of this objective will be achieved through the use of sworn police department personnel and or signs, barricades and cones at Clarice Road intersections with side streets. STAFFING RESOURCES Staffing for this operation will come from specialty units assigned, civilian employees, and off -duty personnel. TRAFFIC VEST MUST BE WORN AT ALL POSTS. FIXED RESOURCES The City of Ocoee Public Works Department will set fixed object resources such as signs, barricades and cones along the parade route at the venue one day prior to the event. The Ocoee Police Department and the Public Works Department will set the fixed resources in place at the beginning of the parade. Signs created by the Public Works Department will notify the public of the road closures. The signs will be placed at least one week prior to the event by Public Works, who will check to ensure signs arrive in place once erected. The Event Sergeant will notify Joy Wright and request the Ocoee Government Television to post the road closing on the OGTV at least one week in advance of the event. The Event Sergeant will complete a media release to include radio and television media Friday before the event. This release will include "Metro Traffic ". The press release will contain the following language: Clarke Road between Silver Star Road and SR 50 1West Colonial Drive at the West Oaks Mall will be closed on Monday January 20, 2014 from 9:30 am to approximately 12pm for the Human Relations Diversity Board's Unity Parade honoring Dr. Martin Luther King, Jr. Traffic will be blocked from entering Clarke Road from all side streets along Clarke Road during the parade. Please be prepared for delays. The Ocoee Police Department is routing traffic around the event. Use Silver Star Road and West Colonial Drive as alternates. MEDICAL REQUEST Arrangements have been made through Deputy Chief Tim Hoover of the Ocoee Fire Department and Lt. Brad Dreasher of the Ocoee Police Department to have a crew with certified EMTs personnel standing by during the event, to include Ocoee Fire Department Bicycle /Cart Team of EMTs who will roam the Parade route for first response to medical emergencies. All Medical requests will be made on Events 1 directly to Ocoee Fire EMTs assigned to the event. No vehicle traffic is allowed on the parade route other than the authorized parade participants. Make sure all viewers in your area are completely off the roadway during the parade. The Event Sergeant will direct designated roadways to be closed to vehicle traffic at approximately 0930 hours and will direct same to open slowly upon the arrival of the end of the parade at the end staging area at West Oaks Mall. ❖ STREETS AND INTERSECTIONS SHALL BE CLOSED AND OPENED TO TRAFFIC UPON ORDER OF EVENT COMMANDER ONLY ASSIGNMENTS/RESPONSIBLITIES Page 5 of 13 Event Sergeant Event Supervisor: assist with traffic. Parade entries (Sgt.. Bill will line up on Citrus Elementary School grounds as Wagner) placed by Human Diversity Parade Officials. Supervisor will be the last vehicle in the parade and will give location updates as parade crosses STAGING intersections and follow the end of the parade. When 6 Winn Dixie (2) Cones end of parade completes it's entry into the Mall, traffic will be opened Clarke Rd @ (CSA) Block traffic from exiting onto Clarke Road. When end of parade completes it's entry into the Mall, traffic will be opened. Close Clarke Road to northbound traffic at SR 50. 10 Clarke Rd @ (2 Officer) Set up "No Left Turn' and No Right Turn' signs, SR 50 and cones on SR 50 at Clarke Road in both directions to eliminate turn lanes and prevent northbound turns onto Clarke Road. Put in place 'Clark Road Closed Northbound' Sign at 408 -E.W. Exit on SR 50. When end of parade completes it's entry into the Mall, traffic will be opened. Clarke Road @ Signs Signs and barricades will be placed preventing 11 Michael's Barricades traffic exiting Michael's from going northbound on Entrance Clarke Road. When end of parade completes its entry into the Mall, traffic will be opened. Clarke Road @ Signs Signs and barricades will be placed preventing 12 Interior Design Barricades traffic exiting Michael's from going northbound on Entrance Clarke Road. When end of parade completes it's entry into the Mall, traffic will be opened. Clarke Road @ Signs Signs and barricades will be placed preventing 13 Mall Access #2- Barricades traffic exiting the Mall Access 92 -Sears from going Sears northbound on Clarke Road. When end of parade completes it's entry in the Mall, traffic will be opened. Clark Road @ Signs Signs and barricades will be placed preventing 14 Mall Access #3 Barricades traffic exiting the Mall Access #3 from going northbound on Clarke Road. When end of parade completes its entry into the Mall, traffic will be opened. Clark Road @ (1 Officer) Block all traffic from exiting or entering the Mall 15 Mall Access #4 Barricades via Mall Access #4. Parade will conclude at the Mall though this location for End Staging and Breakdown. When parade participants complete entry into the End Staging Area, traffic will be opened. When end of parade completes its Church entry into the Mall, traffic will be opened. Clarke Rd @ Prevent traffic from exiting Ocoee Oaks Church 18 Ocoee Oaks Barricades onto Clarke Road. When end of parade completes Church its entry into the Mall, traffic will be opened. (1 Officer) Prevent all traffic westbound from White Road from 19 Clarke Road @ Barricades entering Clarke Road. When end of parade White Road completes its entry into the Mall, traffic will be opened.
