Background Summary:
The Florida Department of Transportation (FDOT) is in the process of finalizing their plans for the widening of
SR 50 to six travel lanes through Ocoee from the entrance to the West Oaks Mall to SR 429. The large
undeveloped parcel in the Ocoee Commerce Center that abuts Bluford Avenue is to be one of the retention
ponds for that road widening project. City staff has been working with FDOT and its consultant about joining
the City's small dry pond into the larger FDOT pond. The two ponds would be separated by a sidewalk and
berm if not merged. The City plans to develop a walking park around the retention pond once constructed by
FDOT's contractor.
The small dry pond was constructed as part of the City's Old Winter Garden Road widening project that has
been completed for almost eight years. That project, including the small pond, was part of a stormwater permit
issued by the St. Johns River Water Management District (SJRWMD). To take that small pond out of the
drainage basin for the Old Winter Garden Road project and include it into the SR 50 project may require a
permit modification for the Old Winter Garden Road project with the SJRWMD. This permit modification would
be separate from the permit modification being submitted by FDOT. Each project is also in a separate drainage
basin, too.
FDOT is handling its permitting issues and the plans update in preparation for bidding the project. The City
would need to modify its permit, if required. The attached proposal from Pegasus Engineering, LLC is to review
the original SJRWMD permit and old project files for the Old Winter Garden Road project and FDOT's permit
applications and project plans and to prepare a permit modification, if required, for the SJRWMD permit for the
Old Winter Garden Road project. The proposal is for a not to exceed amount of $13,000, including expenses,
for this work. Pegasus Engineering LLC is one of the City's continuing consultants and many of their
employees worked on the Old Winter Garden Road project when they were at PEC, Inc.
Issue:
Should the City Commission employ Pegasus Engineering, LLC to review the stormwater permitting for the Old
Winter Garden Road project and submit a permit modification in association with the FDOT SR 50 project?
Recommendations:
The Engineering, Public Works, and Planning Departments recommend that the City Commission employ
Pegasus Engineering, LLC to review the stormwater permitting for the Old Winter Garden Road project and
submit a permit modification in association with the FDOT SR 50 project and to authorize the issuance of a
Purchase Order in the amount of $13,000 to Pegasus Engineering, LLC for this work.

Financial Impact:
The Old Winter Garden Road project has been completed for many years. This work relates only to a
permit modification of the SJRWMD stormwater permit for work to be performed by the FDOT that will
provide a benefit to the Wekiva River Basin. The cost will be adequately funded in the Stormwater
Division's Wekiva River Basin Projects fund.

Subj: Stormwater Overview Services
Dear David:
We are pleased to submit our proposal for professional engineering stormwater services for the
above referenced project. It is our understanding that the Florida Department of Transportation
(FDOT), and their design consultant (AECOM), are in the process of designing the stormwater
management facilities associated with the 6- laning of State Road 50 in the vicinity of Lake
Bennet. Specifically, a stormwater management pond is proposed south of State Road 50,
immediately west of Ocoee Commerce Parkway, north of Old Winter Garden Road (fka
Professional Parkway), and immediately east of Bluford Avenue. In order to accommodate the
proposed State Road 50 pond, FDOT will modify an existing stormwater pond that currently
serves Old Winter Garden Road (Pond 2B). Pond 2B is currently interconnected with Pond 2A,
both of which eventually outfall to Lake Lilly to the south. The proposed stormwater pond for
State Road 50 is proposed to outfall to Lake Bennet to the north. It should be noted that both of
the lakes (Lake Lilly and Lake Bennet) are considered land- locked lakes.
Based on our conversations with the City of Ocoee, it is our understanding that Pegasus
Engineering will be tasked with the following scope of work:
• Review the construction plans, stormwater calculations, and the SJRWMD permit files
associated with the Old Winter Garden Road improvements (prepared by
PEC /Professional Engineering Consultants, Inc., dated 2001).
• Review the construction plans and stormwater calculations associated with the proposed
State Road 50 improvements (prepared by AECOM).

• Prepare for and attend three (3) coordination meetings between FDOT, AECOM, and
the City of Ocoee.
• Prepare for and attend a pre - application meeting with the St. Johns River Water
Management District (SJRWMD).
• Issue review comments, if necessary, regarding the design and analysis of the proposed
State Road 50 stormwater management pond.
• Prepare and submit a permit modification to the SJRWMD for Old Winter Garden Road
to reflect the proposed Pond 2A / Pond 2B modifications.
• Address one (1) round of RAI (Request for Additional Information) comments from the
SJRWMD.
• Prepare and submit an as -built certification to the SJRWMD upon receipt of the signed
and sealed record drawings from FDOT.
The above described services will be performed for an hourly not -to- exceed fee amount of
$12,500 (approximately 80 manhours). Reimbursable expenses, such as mileage, photocopies,
and plotting of drawings incurred in connection with the above described work are estimated at
$500.
