A RESOLUTION OF THE CITY OF OCOEE, FLORIDA, RELATING TO JOB
DESCRIPTIONS AND TITLES; REVISING THE JOB DESCRIPTIONS
AND/OR TITLES FOR THE FOLLOWING POSITIONS: CLERK

WHEREAS, the City Commission of the City of Ocoee has previously approved and
adopted job descriptions under the following titles for employment positions in the City of Ocoee:
Clerk Stenographer, Administrative Secretary, Executive Secretary, Building Clerk, Buyer, Crew
Chief (Utilities), Crime Analyst, Equipment Operator I, Equipment Operator II, Evidence and

Property Specialist, Secretary to the City Manager, Mapping and Graphics Analyst, Human
Resources Specialist, Irrigation Specialist, and Capital Projects/Transportation Planner; and
WHEREAS, the City Commission desires to change the job descriptions and/or change
the title of the employment positions set forth in the preceding paragraph, and
WHEREAS, the City Commission desires to approve and adopt additional job
descriptions and titles for: Administrative Aide, Assistant Supervisor, Aquatic Facility
Supervisor, Boxing Club Coordinator, Building Tradesworker I, Building Tradesworker II,

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF
THE CITY OF OCOEE, FLORIDA AS FOLLOWS:
SECTION ONE:
The City Commission of the City of Ocoee, Florida has the
authority to adopt this Resolution pursuant to Article VIII of the Constitution of the State of
Florida and Chapter 166, Florida Statutes.

SECTION TWO: Amendment of Certain Existin~ Job Descriptions and/or Titles.
The City Commission hereby amends certain existing job descriptions and/or titles previously
approved by the City Commission, the amended job descriptions and/or titles being as set forth in
Exhibit "A" attached hereto and by this reference made a part hereof.
SECTION THREE: Adoption of Additional Job Descriptions and Titles. The City
Commission hereby adopts and approves the additional job descriptions and titles set forth in
Exhibit "B" attached hereto and by this reference made a part hereof.
SECTION FOUR: Conflicts. All Resolutions or parts thereof in conflict with this
Resolution are hereby repealed to the extent of any conflict.
SECTION FIVE: Severability. If any section, subsection, sentence, clause, phrase or
portion of this Resolution is for any reason held invalid or unconstitutional by any court of
competent jurisdiction, such portion shall be deemed a separate, distinct and independent
provision and such holding shall not affect the validity of the remaining portion hereto.
SECTION SIX:
Effective Date. This Resolution shall become effective immediately
upon passage and adoption.

ADMINISTRATIVE ASSISTANT I
MAJOR FUNCTION
This is responsible, independent, and specialized clerical work.
An employee in a position allocated to this class performs a
variety of duties which may be specialized in nature, such as
maintaining records, recording of minutes and preparing data for
special reports. Work is performed under the general supervision
of the department director or his/her designee.
ILLUSTRATIVE DUTIES
Types routine correspondence, minutes, memoranda, reports, orders,
and other office documents from rough drafts, transcribing
machines, notes, and oral instructions in rough, stencil, and
finished copy. Sorts, grades, verifies, files and pulls from
files materials and documents such as correspondence, reports,
purchase orders, case records, statistical records, cards, and
other records according to number, name, alphabet, invoices,
group, code, or other prescribed procedures . Receives, opens,
dates, records, sorts, and distributes incoming mail consisting of
a variety of materials and documents. Maintains files such as
index card files, record files, folder files, and control files
with coding systems, output cards, tab guides, and other
controlling devices and storage of these records for safe and
permanent keeping. Prepares incoming and outgoing mail by
stuffing materials into envelopes, wrapping, binding, and typing
packages. May take minutes at designated Board Meetings. May be
required to work some afternoon and evening hours.

MINIMUM QUALIFICATIONS
Knowledqe, Abilities, and Skills
Through knowledge of business English, spelling and arithmetic.
Knowledge of office practices and procedures. Ability to
understand and follow oral and written instructions. Ability to
make arithmetic computations and tabulations accurately and with
reasonable speed. Ability to learn assigned clerical tasks and
readily adhere to prescribed routines. Skill in typing accurately
from rough draft, plain copy and dictaphone. Must be skilled in
the use of computers and ability to operate standard office
equipment.

ADMINISTRATIVE ASSISTANT II
MAJOR FUNCTION
This is varied and highly responsible administrative work to the
department head. The individual performs a variety of clerical
and administrative duties requiring an extensive working knowledge
of the organization and programs under the Director's
jurisdiction. Work involves performing functions that are varied
in subject matter and level of difficulty and range from
performance of standardized clerical assignments to performance of
administrative duties which would otherwise require the Director's
personal attention. Work also includes relieving the Director of
administrati ve details and office management functions. Work is
performed under the general supervision of the department
Director.
ILLUSTRATIVE DUTIES
Serves as a personal assistant to the Department Head by planning,
initiating, and carrying to completion clerical and administrative
activities. May take and transcribe dictation or may transcribe
from dictating equipment subject matter that may vary from simple
correspondence to legal, engineering, minutes, or other technical
subject matter. Makes arrangements for conferences. Assists in
and coordinates the preparation of budgets. Examines budget
documents to insure that they comply with City regulations.
Receives and routes telephone calls; answering questions which may
involve the interpretation of policies and procedures. Maintains
complex filing system and handles confidential information. Is
responsible for Department timekeeping.
Performs related work as required.
MINIMUM QUALIFICATIONS
Knowledge, Abilities, and Skills
Thorough knowledge of the organization, operations, governing
laws, and regulations of the City. Thorough knowledge of modern
business English. Considerable knowledge of modern business
practices, procedures, and equipment . Ability to analyze facts
and exercise judgment to arrive at valid conclusions. Ability to
understand and interpret complex oral and written instructions.
Ability to maintain confidentiality when processing documents of a
sensi ti ve nature. Must be skilled in the use of computers and
ability to operate standard office equipment. Ability to express
ideas clearly and concisely, both orally and in writing.

MAJOR FUNCTION
Undertakes diversified administrative work supplementing
departmental management functions. Requires an extensive working
knowledge of the organization and programs under the Department
Director's control. Work is performed with considerable
independence and good judgment. Performance of administrative
duties which would otherwise require the Director's personal
attention. Work includes relieving the Director of administrative
details and participates intensely in office management functions.
Work is reviewed through conferences and analysis of work and
reports under the supervision of the Department Director.
ILLUSTRATIVE DUTIES
Serves as a personal assistant to the Department Director through
planning, initiating, and carrying to completion administrative
activities. Answers questions which may involve the interpretation
of policies and procedures. Maintains complex filing systems and
handles confidential information. Conducts research, performs
special studies, and completes special projects as directed.
Responds to requests from other jurisdictions and agencies for
administrative system data. Assists in assembling background
materials and assists in the preparation of the department budget.
Examines budget documents to insure that they are in compliance
with City regulations. Initiates, coordinates, compiles, proofs,
and keeps records of requisitions and purchase orders. Supervises
the control of expenditures of departmental appropriations.
Compiles and completes payroll time sheets within prescribed
parameters. May have some supervisory responsibilities for
clerical help within the department. Resolves problems and makes
recommendations on modifications and changes. Maintains effective
communication and working relationship with departments,
employees, the general public, outside agencies and organizations.
Assists and participates in employee related acti vi ties. Keeps
the Director's calendar and schedules necessary arrangements and
appointments and conferences. Ensures that the Director is fully
briefed on matters to be considered. May attend meetings and
prepare reports for proceedings.

Min~um Training and Experience
Prefer individual who is in the process of obtaining or has
obtained an Associate's Degree from an accredited Community or
Junior College, and progressively responsible professional and
administrati ve experience, of which five years must have been
working directly for a Chief Executive Officer or Department
Director. Ability to type 50 words per minute accurately. Ability
to take and transcribe dictation.

BUILDING CLERK
MAJOR FUNCTION
This is responsible technical, clerical, and public contact work
in the preparation and issuance of various types of building
permits. The work involves determining the type of permit
required and preparing, issuing, and processing the various types
of permits needed by builders, contractors, and individuals. The
work also includes determining the fee required for the permit:
Considerable public contact is involved in the issuance of the
permits requiring the exercise of patience, tact, and good
judgment. Instructions are received from the Administrative
Supervisor on new assignments and on matters of policy. Work is
reviewed through observation, conferences, and by results
obtained.
ILLUSTRATIVE DUTIES
Assists builders, contractors, and property owners in making
applications of various permits and advises applicants on
requirements. Logs permits, answers questions pertaining to the
progress of permits, and advises applicants of data and submittals
needed at locations to have the requirements checked. Reviews the
permit application form for completeness and assures that
submittals are attached. Assures that applicant is authorized to
receive permit and provides completed application for data entry
for preparing permit. Issues all certificates of occupancy for
new and existing structures. Issues occupational licenses.
Receives and investigates complaints regarding City occupational
licenses. Prepares and maintains necessary reports.

MINIMUM QUALIFICATIONS
Knowledqe, Abilities, and Skills
Considerable knowledge and understanding of common technical terms
utilized in the construction industry. Considerable knowledge of
permit policies, rules and regulations, codes, ordinances, and
statutes. Knowledge of standard codes relating to building
construction, plumbing, heating, air conditioning, refrigeration,
gas, and related fields. Ability to assemble and organize data,
prepare reports, and keep moderately complex records. Ability to
make mathematical computations with speed and accuracy. Ability
to operate a microcomputer at "an average" rate of speed. Ability
to establish and maintain effective working relationships as
necessitated by the work.

BUYER
MAJOR FUNCTION
This is entry level professional work involving procurement. Work
involves the procurement of materials, equipment, and services
using the competitive bid process. Employee performs duties
within the guidelines of City Policy (Purchasing Ordinance),
purchasing manual, and Federal and State Statutes. Work is
reviewed by the Finance Supervisor and/or Finance Director through
analysis of reports, observations, and results obtained.
ILLUSTRATIVE DUTIES
Reviews and processes routine purchase requests to include
solicitation of phone quotes. Prepares and tracks purchase orders
including input into the computer. Orders necessary supplies as
instructed by supervisor. Assists in expediting RFP' s, bids and
quotes for the purchase of goods and services to include bid
opening, tabulation, and other functions up to and including
award. Assists departments in writing proper specifications.
Coordinates the public auction of the City. Interviews vendor
representatives and maintains on-line vendor information.

Knowledge of the principles, practices, and legal requirements of
municipal purchasing. Knowledge of the types and grades of
materials, supplies, and equipment or services to be purchased, as
well as the price and market trends. Knowledge of rules,
regulations, and policies involved in the administration of
assigned functions. Knowledge of personal computers and their
operation. Ability to express oneself clearly and concisely
orally and in writing. Ability to analyze the purchasing needs
and to recommend purchasing procedures to provide effective
service. Ability to establish and maintain effective working
relationships with supervisors, subordinates, other departmental
employees, vendors, and the public. Ability to maintain detailed
records and perform a variety of related administrative and
clerical tasks.

maintenance work involved in comprehensive municipal utilities
construction, repair, and maintenance programs. Considerable
knowledge of materials, equipment, and supplies used in this work.
Ability to plan, assign, and lead the work of unskilled and semi-
skilled personnel. Ability to understand, interpret, and
effectively carry out complex oral and written instructions.
Ability to read simple blueprints and plans. Ability to keep
operating records and prepare reports. Ability to perform work
out-of-doors, occasionally under adverse weather conditions.
Skills in the application of sub-professional maintenance repair
and construction techniques. Skills in the care and use of
pertinent tools and equipment. Ability to follow either oral or
written instructions, and experience in a field related to

CREW CHIEF

CRIME ANALYST
MAJOR FUNCTION
This is professional work in crime data coding, analysis, and
correlation in the development of appropriate programs for
improving criminal apprehension and crime prevention. Work
includes review, editing, verification, classification, and coding
of offense reports. Assembles and organizes the submission of
crime data in the correlation of identifying trends and patterns.
Proposes and recommends conclusions and corrective actions for
review. Work is reviewed through observation, review, and analysis
of material in progress and upon completion.
ILLUSTRATIVE DUTIES
Reviews on shift all reported incidents of crime. Edits and
validates reports and codes and classifies incidents in accordance
wi th unified crime specifications. Abstracts significant crime
data for use in reporting systems and maintains established data
files. Transmits data to other data file systems. Evaluates
offense reports and submits those reports worthy of further
investigation, along with identification of known suspects and
other relevant data, to the criminal investigation division.
Prepares and submits synopsis of offenses with no further
investigation leads. Creates and maintains suspect and known
offender files; special crime files such as murder, rape, and
assaul t; pins maps of geographic distribution of crime incidence
and color codes by category. Prepares special bulletins on
specific crime problems and special reports and studies as
required. Assembles, organizes, and analyzes crime data and
develops specific corrective action or programs. Performs special
projects requiring research and statistical analysis of data upon
request. Responds to requests from citizens in relation to crime
and burglary rates.

MINIMUM QUALIFICATIONS
Knowledge, Abilities, and Skills
Knowledge of the unified crime reporting system with particular
emphasis in classification specifications. Knowledge of
statistical methods and research concepts and techniques.
Knowledge of investigative and identification methods and
techniques. Considerable knowledge of computer programs and
spreadsheets. Ability to establish and maintain effective working
relationships as necessitated by work assignments. Ability to
organize, communicate, and present clear, concise, and factual oral
and written reports and recommendations.

CRIME ANALYST

a degree in Criminology, Criminal Justice, Sociology, Political
Science, Statistics, Mathematics, Computer Science, or related
field; or an equivalent combination of training and experience.

EQUIPMENT OPERATOR I
MAJOR FUNCTION
This is semi-skilled work in operation of light automotive
equipment. Work is under close supervision except for the more
routine repetitive assignments. Work is performed under a
supervisor.
ILLUSTRATIVE DUTIES
Operates a dump truck, hauls sand, gravel, tools, or equipment;
operates dump body in the placement of sand, gravel, and other
materials when truck is standing or moving. Operates modified
trucks containing spraying machinery and apparatus; drives vehicle
and operates pumping and spraying equipment; operates tractor
mowers, spreaders, road tillers, small rollers, and rotary hoes.
Occasionally operates small gasoline or other powered machinery
such as cement mixers, air hammers, compressors, pumping
equipment, and saws. Washes, cleans, and performs routine on-site
emergency maintenance to the vehicles. Assists in routine
construction and maintenance activities as necessary. May
occasionally operate heavy equipment on a relief basis as part of
on-the-job training.
Performs other assigned duties as required.
MINIMUM QUALIFICATIONS
Knowledqe, Abilities, and Skills
Knowledge and skill in the operation, maintenance, and use of
light automotive equipment and small motor driven tools. Knowledge
of traffic and other regulations governing the use of equipment
throughout the area and the occupational hazards involved in the
safety precautions necessary in the operation of equipment. Makes
some minor emergency repairs to motor driven equipment. Physical
strength and agility sufficient to operate equipment and work
under adverse weather conditions. Ability to follow both oral and
written instructions.
Minimum Traininq and Experience
Graduation from High School and two years of experience in the
operation and maintenance of light trucks or similar equipment.

Possession of an acceptable Florida CDL license.

EQUIPMENT OPERATOR II
MAJOR FUNCTION
This is skilled work in the operation of moderately (medium)
complex public works equipment. Work of this class is different
from the class of Equipment Operator I in that these employees

complex electrical irrigation as used on a municipal golf coursee.
Work involves inspection, preventative maintenance, manual repair

This is highly responsible professional work directing the boxing
club program for the City of Ocoee. Work involves training youth
in the necessary conditioning and skills to compete in amateur
boxing matches as well as organizing other club activities that
include classes in drug use awareness education and other life
issues, a mentor program for participants, and maintaining a high
level of contact with area schools. This position is also
responsible for promotion of the program, soliciting sponsorships
to help fund the program beyond the first year, and getting
volunteers to help support the different areas of the program.

PARKS SERVICE WORKER II
MAJOR FUNCTION
This is manual and technical work at a skilled level
involving the maintenance of City owned parks and ball
fields. It involves the installation and maintenance of
beautification proj ects. Employees work under the general
supervision of the Parks Maintenance Supervisor.
ILLUSTRATIVE DUTIES
Installs, and maintains landscape projects, athletic fields,
and parks beautification projects. Projects include annual
plantings, tree and shrub plantings, maintenance of
ballparks and fields, and creation of multi-use areas in the
parks. Receives general direction and goals from Parks
Maintenance Supervisor, however schedules and methods of
achieving goals are derived independently. Physical
strength and agility sufficient to do strenuous labor under
varying weather conditions is required. Operates common and
semi-heavy landscape equipment to include mowers, sod
cut ters, weed eaters, blowers, edgers, hedgers, tractors,
tillers, chain saws, pruning saws, dump trucks and front end
loaders. Maintains above mentioned equipment and vehicles.

MINIMUM QUALIFICATIONS
Knowledqe, Abilities, and Skills
Considerable knowledge of the principles and practices of
landscape, ball field, and park maintenance. Knowledge and
skill in the safe use and maintenance of the common and
semi-heavy landscape and ball field maintenance equipment
listed in illustrative duties. Knowledge and awareness of
the hazards and safety precautions required of park
maintenance and ball field maintenance. Ability to solve
landscape problems through design and creation of landscape
projects. Ability to beautify landscape areas for special
events and meet deadlines. Knowledge of principals of
athletic field maintenance to include baseball, softball,
football, and soccer fields. Knowledge of safety
regulations for playground equipment installation, repair,
and maintenance. Ability to understand and carry out verbal

of a restricted use pest license in the category of
Ornamental and Turf for persons who apply pesticides to
parks and cemeteries. Training and certification in

POOL ATTENDANT
MAJOR FUNCTION
Under regular supervision, performs routine clerical and customer
service work in support of efficient and effective pool
operations. Reports to the Aquatic Supervisor.
ILLUSTRATIVE DUTIES
Opens facility each morning and prepares for customers; closes
facility at scheduled times and performs closing procedures,
including closing out cash register, printing daily cash reports,
processing routine paperwork and making bank deposits. Greets
customers and visitors, and performs customer/public service
duties as required. Provides information to the public regarding
department programs, services and schedules. Collects and
records entrance, program, reservation and various other fees.
Answers the telephone; provides accurate information to callers
and/or forwards calls to appropriate staff person. Makes
facility announcements. Maintains neatness and cleanliness of
facility area. Performs routine clerical work as required,
including entering computer data.

TV OPERATIONS MANAGER
MAJOR FUNCTION
Provides professional, administrative, and supervisory work
including technical and administrative management and hands-on
support for West Orange TV. Manages the day to day operations of
the West Orange TV (government) station. Must possess creative
and technical television production talents. Must possess
independent initiati ve and work well independently. Work is
performed under the supervision of the City of Ocoee's Community
Relations/Projects Director and is reviewed through observation of
results obtained.
ILLUSTRATIVE DUTIES
Responsible for the production and broadcast of live, videotaped,
and scrolling text video productions. Responsible for video
production, program development with direction from department
director, scheduling, repair and maintenance of equipment,
staffing, training, and special project coordination. Assists the
department director in the developing of plans, policies,
standards, and procedures governing the overall operations of West
Orange TV. Responsible for creative and technical aspects of the
production process including producing, shooting, directing, and
editing a variety of government and educational-based television
programs. Responsible for coordination and operation of all field
and studio video and audio production equipment required to
produce a finished program. Responsible for establishing and
coordinating interaction with other City departments and other
governmental agencies in developing audio/video productions to
promote, educate, and inform citizens of various governmental
programs, services, and special events. Responsible for
communicating with Director regarding work schedules, status of
assigned projects, and progress towards meeting program goals and
objectives. This position is required to work a flexible schedule

wastewater treatment plants and facilities assigned. Al though
the operator has some maintenance responsibilities, those
responsibilities are secondary to the theoretical operational
control of the plant. Duties are performed on an assigned shift.
Although the Chief Wastewater Treatment Plant Operator is
responsible for establishing operational guidelines, the operator
is responsible for gathering and recording the information upon
which operational procedures are based. Once procedures are
established, the operator performs the operational duties. Work
is reviewed through inspection and by observing the effectiveness
of plant operations through the review of shift reports and
chemical laboratory tests. Work is performed under the
supervision of the Chief Wastewater Treatment Plant Operator.
The operator may perform limited supervisory duties under the
direction of the Chief Wastewater Treatment Plant Operator.

leaks, cleaning bar screen, etc. Collects samples for laboratory

Basic knowledge of the materials, equipment, and procedures for

pertaining to sewage treatment plant operations. Basic knowledge
of the methods, practices, and procedures in the repair and
maintenance of pumps, motors , valves, sludge collectors,
aerators, and related equipment; ability to make repairs and

MAJOR FUNCTION
This is specialized manual and mechanical work in operating the
water treatment plants and facilities assigned. Al though the
operator has some maintenance responsibili ties, those
responsibilities are secondary to the theoretical operational
control of the plant. Duties are performed on an assigned shift.
Although the Chief Water Treatment Plant Operator is responsible
for establishing operational guidelines, the operator is
responsible for gathering and recording the information upon
which operational procedures are based. Once procedures are
established, the operator performs the operational duties. Work
is reviewed through inspection and by observing the effectiveness
of plant operations through the review of shift reports and
chemical laboratory tests. Work is performed under the
supervision of the Chief Water Treatment Plant Operator. The
operator may perform limited supervisory duties under the
direction of the Chief Water Treatment Plant Operator.
ILLUSTRATIVE DUTIES
Changes chlorine cylinders and maintains chlorination equipment
as needed to provide adequate chlorine residual to meet State
requirements. Maintains water pressure and water levels in
storage tanks by operating pumps and valves in emergency
situations. Checks and lubricates pumps, motors, and other water
production equipment found at pumping facilities. Checks
electrical controls, resets tripped electrical circuits, and
monitors for electrical motor malfunctions. Informs Chief
Operator of machinery and equipment defects and performs
necessary maintenance and repairs. Submi ts material and parts
